Abstract

We conducted a randomized controlled trial to test the effectiveness of a targeted mail outreach program on the volume of applications and subsequent awards for Supplemental Security Income (SSI). We targeted mailings to a random sample of current Retirement, Survivors, and Disability Insurance (RSDI) beneficiaries. The sample consisted of RSDI recipients (1) who were disabled or 65 years old or older, (2) whose benefit amount was under the SSI income limit, and (3) whose zip code was in an area in which 15 percent or more of the population had income at or below the poverty level. From our data, we conclude that mailings informing people of the potential for SSI benefits increase the likelihood of application by a small but significant margin. However, better screening of potential applicants and specific targeting of the intervention to populations with less access to benefits may reduce the application load and result in a higher ratio of awards to applications.
