Diverse family structures and non-binary and transgender identities have become increasingly visible in Australia. Nonetheless, gender diversity and LGBT parented families are currently challenging topics in early child education and care (ECEC) despite their inclusion in the Early Years Learning Framework. This co-design study explored the current experiences of educators in ECEC services with respect to inclusion of LGBT families and children’s gender diversity. Semi-structured interviews were conducted with ECEC educators from 17 services that were seeking training in diversity and inclusion of LGBT families. Reflexive thematic analysis generated themes relating to knowing queer people, the centrality of the boy in a dress, variations in the ways the topic is handled in ECEC programming (or not), concerns about community reactions (both LGBT and mainstream), and allyship. Findings suggest that work is needed to build educator capacity to have conversations with children, embed learning in programming, and work together with parents.

Caring about care: Reasserting care as integral to early childhood education and care practice, politics and policies in Canada

Care and education have deep historical divisions in the Canadian policy landscape: care is traditionally situated as a private, gendered, and a welfare problem, whereas education is seen as a universal public good. Since the early 2000s, the entrenched divide between private care and public education has been challenged by academic, applied and political settings mainly through human capital investment arguments. This perspective allocates scarce public funds to early childhood education and care through a lens narrowly focused on child development outcomes. From the investment perspective, care remains a prerequisite to education rather than a public good in its own right. This chapter seeks to disrupt this neoliberal, human capital discourse that has justified and continues to position care as subordinate to education. Drawing upon the feminist ethics of care scholarship of philosopher Virginia Held, political scientist Joan Tronto, and sociologist Marian Barnes, this chapter reconceptualizes the care in early childhood education and care rooted through four key ideas: (1) Care is a universal and fundamental aspect of all human life. In early childhood settings, young children’s dependency on care is negatively regarded as a limitation, deficit and a burden. In contrast, in educational settings, older children’s growing abilities to engage in self-care and self-regulate is viewed positively. We challenge this dependence/independence dichotomy. (2) Care is more than basic custodial activities. The premise that care is focused on activities concerned with the child’s body and emotions, while education involves activities concerned with the mind, permeates early childhood education and care policy. Drawing on Held’s definition of care as value and practice, we discuss why this mind-body dualism is false. (3) Care in early childhood settings can be evaluated as promoting well-being or, in contradiction to the meaning of care, as delivering poor services that result in harm to young children. We will explore the relevancy of Barnes’s contention that parallel to theorizing about good care in social policy, “we need to be able to recognize care and its absence” through the cultivation of “ethics sensibilities and skills applied in different practices in different contexts.” (4) Care must be central to early childhood education and care policy deliberation. Using Tronto’s concept of a “caring democracy,” we discuss how such deliberation can promote care and the caring responsibilities of educators in early childhood settings, thereby redressing long standing gendered injustices. We argue that these four ideas can be framed in advocacy messages, in ways that bridge the silos of care and education as separate domains and which open up the vision of an integrated early childhood education and care system. A feminist ethics of care perspective offers new possibilities for practitioners, advocates, researchers, and decision-makers to reposition and reclaim care as integral to the politics and policies of early childhood education and care.

Gender Representation in Children’s Books: Case of an Early Childhood Setting

ABSTRACTThe purpose of this small-scale case study was to identify and analyze key patterns in terms of gender representation in children’s books in one early childhood setting. Furthermore, this case study sought to understand the perspectives of early childhood educators on gender representation in children’s books. The researcher employed multiple methods of data collection, including content analysis of 15 children’s books, as well as reflective journal writing and professional conversation between eight educators from one early childhood center in Dublin, Ireland. Content analysis of children’s books revealed distinct gender patterns that include underrepresentation of female characters and instances of gender stereotyping. Further findings indicate that educators exhibit a lack of awareness of gender patterns and attribute limited importance to gender representation in children’s books. This research hopes to aid early childhood educators in becoming aware of gender stereotyping in children’s books, enhancing observation and reflective skills, and creating a more inclusive learning environment.

Early Childhood Education in the Philippines

Early childhood education initiatives in the Philippines aim to address the SDG 4 Education goals for inclusive and equitable quality education for all children. Despite political and socioeconomic constraints and a growing population, the country remains committed to providing learning programs and services for its youngest populace. The government has robust legislative frameworks for providing early learning programs, namely, the “Early Years Act of 2013” and the “Kindergarten Act.” Early childhood care and education are mandated for all children ages 0–8-years old, with mandatory early childhood education beginning at Kindergarten for all 5-year-olds. The governance of early childhood education in the Philippines is split between two key agencies: the Early Childhood Care and Development Council for Pre-Kindergarten programs, which caters to 0–4-year-olds; and the Department of Education for Kindergarten programs. Statistics related to participation rates, the teacher-pupil ratio, and other key indicators are provided in this chapter. The National Early Learning Framework that serves as the basis for the curriculum framework is also presented alongside the key features of the curriculum. The identified barriers related to financing, access, quality, governance, and equity are also discussed. Finally, initiatives to address these key barriers by both government and private ECCD providers are outlined.

Parent and early childhood educator perspectives of unstructured nature play for young children: A qualitative descriptive study.

Nature play is growing in popularity, with many early childhood settings transforming their outdoor play environments to incorporate more natural elements. Current research highlights the benefits of engaging in unstructured nature play for children's health and development; yet little is known about the experiences of key nature play end-users such as parents and early childhood educators, even though they directly impact the application of nature play within early childhood settings. This study aimed to address this knowledge gap by exploring parent and early childhood educator (ECE) perspectives to gain an understanding about their experiences with nature play. Using a qualitative descriptive approach, semi-structured in-person and telephone interviews were conducted with 18 ECE and 13 parents across four early childhood centres (from various socio-economic regions) across metropolitan Adelaide, South Australia during 2019-2020. Interviews were audio-recorded and transcribed verbatim. Thematic analysis identified five main themes; positive affirmations of nature play, factors influencing nature play engagement, defining nature play, outdoor play space design and risky play. Children's connection to the natural world, learning about sustainability, emotional regulation, and children discovering their own capabilities were perceived advantages of engaging in nature play. Despite the benefits, ECE's described institutional barriers such as resourcing, adhering to policies and scheduling conflicts, whereas, parents described time, getting dirty and proximity to nature play spaces as barriers to nature play engagement. Parents and ECEs alike described adults as gatekeepers for play, especially when other daily tasks compete for their time, or when faced with weather-imposed barriers (cold, rain, extreme heat in summer). The findings suggest that parents and ECEs may need additional resources and guidance on how to engage with nature play and how to overcome barriers within early childhood settings and the home environment.

This article considers how the imported Scandinavian/European/UK models of ‘forest schools’ might fit within this context. To illustrate early childhood education in the outdoors in Aotearoa (New Zealand) we draw upon research conducted in early childhood settings in this country that illuminates children’s experience in the outdoors. We draw upon critical early childhood scholarship to theorise this situation of forest schools emerging in Aotearoa, along with influences from the forest school movement evident in existing New Zealand early childhood services. The article suggests that traditional Indigenous Māori worldviews and knowledges give meaning and contextualised authenticity to ‘forest schools’ approaches in early childhood education in Aotearoa (New Zealand).

Gender diversity, ethnic diversity and employee performance in a South African higher education institution

Orientation: Although there has been an improvement in workforce diversity in South Africa, gender and ethnicity issues such as discrimination, prejudice and sexual harassment prevail within organisations. This is because organisational leaders view diversity as a matter of legal compliance instead of as a value addition to organisational growth and profitability. Based on this, it is important for organisations to understand the economic side of diversity and not just be content with having such a workforce.Research purpose: This study investigated the effects of gender and ethnic diversity on the performance of employees in a selected higher education institution in South Africa.Motivation of the study: The study was conducted to determine whether gender and ethnic diversity influences the performance of employees in a higher education institution in South Africa. It is believed that by doing so, the study may assist organisational leaders to determine strategies and best practices that will create culture that is inclusive rather than exclusive.Research approach/design and method: A cross-sectional research design was used. A stratified random sample (n = 258) was chosen by dividing employees into homogeneous strata of academic and non-academic employees. A self-administered questionnaire was used to gather data. Pearson product moment correlation and multiple regression analysis were performed.Main findings: The results show that gender diversity and ethnic diversity are positively and significantly related to employee performance. The study recommends that higher education institutions implement effective diversity management policies and strategies to improve the effectiveness of gender and ethnic diversity towards the performance of employees.Practical/managerial implications: The study recommends organisations to embrace diversity and not just abide by the affirmative action policies and be satisfied with having such a workforce. To achieve this, effective diversity management programmes such as diversity training and mentoring programmes should be implemented to ensure that all employees are properly trained on diversity issues.Contribution/value add: First of all, the findings of this study will add to existing knowledge that will aid in the understanding of gender and ethnic diversity in general and its relevance to employee performance, which in turn leads to organisational performance. Furthermore, this study will be an eye opener to organisational leaders and employees as it will help them to begin to see that diversity is a blessing rather than a matter of legal compliance. It will help organisations to see the need for having diversity and confirm that employees can work together despite their differences.

Maddening pre-service early childhood education and care through poetics: Dismantling epistemic injustice through mad autobiographical poetics.

In this article, the author forwards the importance of mad autobiographical poetic writing to challenge and disrupt epistemic injustice within pre-service early childhood education and care. They explore their own mad autobiographical poetic writing as a queer, non-binary, mad early childhood educator and pre-service early childhood education and care faculty member, and argue that mad poetic writing can methodologically be used as a form of resistance to epistemic injustices and epistemological erasure in early childhood education and care. This article argues for the importance of autobiographical writing in early childhood education and care, and the necessity of centralizing early childhood educators' subjectivities and histories when addressing - and transforming - issues of equity, inclusion and belonging in early childhood education and care. The personal and intimate mad autobiographical poetic writing of this article - written by the author - focuses on how personal experience with madness as it pertains to working within pre-service early childhood education and care can challenge norms that govern and regulate madness. Ultimately, the author argues that transformation in early childhood education and care can take place by reflecting on experiences of mental and emotional distress, and considering poetic writings as starting places for imagining new futurities and a plurality of educator voices and perspectives.

Building Quality Early Childhood Education from the Ground Up: Teacher Preparation in Vanuatu

Across the Asia Pacific region (indeed, on a global scale), formalised provision of early childhood care and education has expanded exponentially during the past two to three decades. Through its history, formalised early childhood care has served a range of purposes, from providing care for young children while their parents work, to being a site for religious ministry. In the twenty first century, the field is driven primarily by growing acknowledgment of the important role of early childhood services in supporting young children’s growth and development and, in turn, shaping the development of healthy societies. This is reflected in messages regarding both the economic benefits of investing in early childhood and the costs of failing to do so (e.g. Heckman and Masterov, The productivity argument for investing in young children.Chicago: Invest in Kids Working Group, Committee for Economic Development, 2004; Rao and Jin, Early childhood care and education in the Asia Pacific region: Moving towards goal 1. UNESCO, 2010; Neuman and Bennett, Starting strong: Early childhood education and care. Paris: OECD. 2001) and powerful rhetoric from International Non-Government agencies (INGO’s) that urges countries to invest inexpanding access to early education opportunities (e.g. UNESCO’s Education For All initiative; Baba and Puamau, Journal of Educational Studies, 21, 31–50, 1999). Related to these, the international Education for All (EFA) agenda (UNESCO, EFA global monitoring report 2007, strong foundations: Early childhood care and education. Paris: UNESCO, 2006) and targets for human development defined by the Millennium Development Goals (MDG’s), have stimulated rapid growth in early education and care services in most countries across the Asia Pacific region over the past two decades.

Barriers to Digitalization in a Preschool Institution.

This thesis explores the barriers to implementing digital applications in a small group setting from the perspective of early childhood care and education organizations. The author discusses the benefits and challenges of digitalization in early childhood education institutions and maps the current opportunities and limits in transforming some traditional practices into digital form, with an emphasis on defining the barriers from the perspective of educators. The study defines the barriers to the implementation of digital applications from the perspective of direct participants in the educational process, from the perspective of school management and educators. A mixed method research design was used for the study, which draws conclusions using quantitative and qualitative methods based on the principle of sequential design implemented in two steps, a questionnaire survey among respondents and direct observation of the phenomenon under study. The study concludes that although digitalization in early childhood education offers significant potential for improving learning and development, it also presents challenges that need to be addressed through careful implementation, teacher training and ongoing research. Barriers to digitalization in pre-school are mainly inadequate equipment (resources) on the part of schools, insufficient teacher qualifications, and perceived attitudes of teachers and parents towards the use of digital technologies in early learning.

“Who Would Bother Getting a Degree When You Would Be on the Exact Same Pay and Conditions . . .?” Professionalism and the Problem With Qualifications in Early Childhood Education and Care: An Irish Perspective

Although the literature is replete with research that indicates the importance of qualified and highly skilled practitioners in the provision of quality Early Childhood Education and Care (ECEC), challenges to the retention of highly skilled graduates and the establishment of a professional ECEC workforce persist. This study investigates the barriers that hinder practitioners from obtaining higher level ECEC qualifications. It presents findings from the perspectives of practitioners ( n = 18) participating in the Early Childhood Care and Education (ECCE) Scheme using semi-structured interviews. This article is part of a doctoral study with practitioners and parents on quality in ECEC and the impact of technology on quality practice. Importantly, this article presents findings from the practitioner interviews as they relate to the barriers faced by practitioners in obtaining higher level qualifications. Findings indicate that practitioners value the role of qualifications in the provision of quality practice. Despite this, findings suggest that the likelihood of obtaining an ECEC degree is largely dependent on the practitioner’s financial situation. For example, in the absence of appropriate pay scales and occupational profiles, practitioners are forced to avail of social welfare services.
