Under the "dual circulation" development paradigm, China faces significant opportunities and challenges in promoting mutual reinforcement and coordinated growth between its domestic and international circulations. This paper first reviews the evolution of the dual-circulation concept and the scholarship on two-way internationalization. Through macro-level data analysis and in-depth case studies of exemplar firms, it then elucidates the current characteristics and dynamics of interaction between China's domestic market and external markets. From the dual perspectives of supply-side structural reform and a shifting global economic environment, the study identifies key constraints — such as mismatches in market demand, insufficient policy coordination, and risks in overseas investment. It then proposes building an integrated institutional framework linking domestic and international circulation, alongside pathways to foster collaborative innovation among enterprises. The findings suggest that by refining cross-border investment policies, strengthening financial support and risk-alert mechanisms, and encouraging coordinated innovation across industry chains, China can enhance its firms' competitiveness and sustainability within international two-way circulation. Finally, the paper outlines detailed policy implementation considerations and directions for future research, offering both theoretical insights and practical guidance for deeper integration of domestic and international circulations.

Analysis on the Bottlenecks in Automobile Industry – Based on the Database Method of the Whole Automobile Industry Supply Chain

After the outbreak of COVID-19 in 2020, the industrial supply chain in different industries has exposed a series of problems. The Party Central Committee clearly pointed out that we should improve the stability and competitiveness of the industrial supply chain. The upstream and downstream automobile industry has a long industry chain with a complex supply system, and it has both shortcomings and advantages. In order to ensure the stability of the supply chain of China's automobile industry, analyze the bottlenecks of the industry and put forward corresponding solutions, this paper used big data to establish a supply chain database of independent brand automobile as a new analysis tool, to enhance the analysis accuracy, specify the measures and analyze the key links of China's automobile industry being controlled by others through the network diagram and risk rating table. Next, it is suggested to establish and improve the supply chain database of the whole automobile industry as soon as possible, improve the data collection and inter departmental coordination mechanism, and accelerate the establishment of a “dual circulation” development pattern of a new system of automobile industry development in which domestic economic cycle plays a leading role while international economic cycle remains its extension and supplement.

Since 2020, the U.S.-China trade war, economic de-globalization, and global epidemic outbreak have exacerbated the instability of the external environment in China. In response, the Chinese government has put forward the dual circulation strategy, striving to activate and expand domestic markets, and combined with the new infrastructure strategy to strengthen independent technological innovation and continue to upgrade the industrial chain. Undoubtedly, the launch of the "dual circulation and new infrastructure" strategy in China means that its current economic development model will usher in a new wave of adjustments, and bring fundamental changes to the international industrial division of labor and the global economy. It is necessary to conduct an early response assessment to ensure that we can still maintain the supply chain in the process of global industrial supply chain reorganization.

This paper examines the effects of U.S. high tariffs on China's export-oriented firms in the Yangtze River Delta, revealing severe impacts since 2018 due to the trade war. The region, vital to China's export economy, faced heightened costs and trade shifts, prompting firms to adapt through market, industrial, technological, and supply chain strategies.Drawing on case studies, comparative regional analyses, and policy evaluations, the paper proposes a comprehensive four-dimensional strategy: expanding into emerging markets under the Belt and Road Initiative; leveraging precise policy tools to mitigate tariff burdens; integrating the domestic and international “dual circulation” economic model; and driving innovation to reduce costs and enhance efficiency. The research aims to support policy formulation and offer strategic insights to strengthen export firms’ competitiveness and sustainability. Ultimately, the study provides a practical framework for enterprises to shift from passive reaction to proactive breakthrough in the face of global trade reordering.

Three-Dimensional Promotion Path and Benefit Analysis of RMB Settlement in Cross-Border Fruit Trade: A Multi-Agent Collaborative Perspective Based on Individual Businesses, Banks, and Governm

With the deepening of global agricultural trade and the acceleration of RMB internationalization, the synergistic development of cross-border fruit trade and RMB settlement has become a significant issue in international trade and finance. This paper, from a multi-agent collaborative perspective, systematically analyzes the interaction mechanisms and practical challenges of RMB settlement in cross-border fruit trade. The research indicates that the current cross-border fruit trade is characterized by scale expansion and product diversification. RMB settlement promotes trade facilitation by reducing exchange rate risks and simplifying processes. However, small and medium-sized businesses face high settlement costs and credit barriers, banks lack innovation in cross-border financial products, and policy support and regulatory systems need improvement. In response, this paper proposes a three-dimensional promotion path of "financial market openingpolicy and regulation optimizationtechnological innovation empowerment," including developing offshore RMB markets, establishing specialized settlement mechanisms, and promoting blockchain technology applications. Benefit analysis shows that RMB settlement can enhance industrial chain stability, reduce financing costs for small and medium-sized enterprises, and provide substantial support for RMB internationalization. Finally, the paper suggests optimizing top-level design, strengthening risk prevention, and deepening international cooperation to promote the high-quality integration of cross-border fruit trade and RMB settlement, serving the new "dual circulation" development pattern.

Measuring the Intermediate Goods’ External Dependency on the Global Value Chain: A Case Study of China

In the face of the anti-globalization trend and the shrinking of the global value chain, ensuring the safety of the global layout of the industrial chain and the sustainability of each country’s internal intermediate product production cycle has become an important new development strategy for all countries. The sustainability of the internal and external cycles of production systems is closely related to global value chains. Based on the world input-output model, we define the trade pattern of intermediate goods in various countries from the perspective of trade intermediary attributes, and propose two indicators by which to measure the dependence of China on the global value chain in the process of “dual circulation” development: the degree of vertical specialization (VSD) and the import share of domestic total consumption (IMS); China’s super-large market leads to low values of both VSD and IMS. China’s high-tech industry has the highest degree of external dependence in the process of participating in dual circulation, and there has been a fluctuation cycle since 2009. The external dependence of different industries shows heterogeneity.

As globalisation accelerates and deepens, the competition between China and the US in the 'global governance system' (GGS) becomes more intense. China's activism during the epidemic effectively filled the gap in global leadership created by the US government's belated, reckless, and misguided policies on preventive measures. Nevertheless, the epidemic has also exposed the Chinese industrial chains lack of resilience and government intervention in corporate planning. In response to China's growing economic and political power, the US, under the Trump and Biden administrations, has begun to promote reverse globalisation and hopes to limit the growth of Chinese companies through economic and technological decoupling from China (US-Sino decoupling). With the US unilateral decision to decouple, if the Chinese government does not regulate it through policy promptly, it could significantly impact the global supply chain and its own companies. Therefore, in the context of US-Sino decoupling, Chinese companies in the post-epidemic era must improve their own supply chain resilience and reduce the intensity of conflict with the US. This paper will use case studies and comparative analysis to explore the main problems China faces from the experience of other middle-power countries in their economic recovery against US economic sanctions and to provide effective countermeasures for implementing this objective in the context of a dual circulation economic strategy.

The dual circulation pattern is influencing the economic development of Jiangxi Province, mainly reflected in adjusting the industrial structure, optimizing the industrial chain, and expanding domestic demand. This means Jiangxi's vocational education must make adjustments to meet the talent needs of economic development. However, Jiangxi Province still faces many problems in government policy empowerment, integration of production and education, teaching staff, and cultural concepts. To effectively solve these problems,This study explores pathways for high-quality development of vocational education in Jiangxi Province under the dual-circulation framework. By examining collaborative mechanisms and supporting systems, it focuses on: improving industry-education integration frameworks, building industry-education partnerships, engaging stakeholders in educational initiatives, innovating teaching models and evaluation methods, establishing dual-qualified faculty management systems, and facilitating cross-regional and cross-school teacher mobility to address uneven distribution of teaching resources.
