Drivers of the Emerging Trend in Retrofitting Existing Buildings in Jordan: Insights from Local Expert Interviews
Jordan is witnessing a growing market trend of retrofitting existing buildings. The annual construction work on existing buildings in Amman, based on building consents, increased by approximately 46% between 2007 and 2017, while the annual newly built areas decreased by around 33%. This paper aims to establish a solid understanding of the current shift towards existing building adaptation in Jordan by exploring the drivers for this trend and the Government’s role in regulating and, possibly, encouraging it. Ten local experts with extensive experience in retrofitting projects in Jordan and around the region were interviewed. The qualitative and quantitative analysis of experts’ answers was performed using the software NVivo. Findings highlight nine main drivers for retrofitting existing buildings in Jordan, namely: (1) land value and location; (2) reducing capital costs compared to new builds; (3) architectural heritage conservation; (4) social and cultural considerations; (5) adapting to population increase; (6) reusing, adapting, and retrofitting to extend the life of buildings; (7) increasing tourism capacity; (8) improving building performance and resource efficiency; and (9) municipal incentives. Not all these drivers have the same value as they depend on the client and the project context. The experts’ ranking of drivers in terms of priority showed higher consideration for land value and location benefits, social–cultural aspects, and population increase, while municipal incentives emerged as low priority. Further research is needed to design context-specific effective retrofit policies, contributing to the literature in this emerging field in Jordan and beyond.

Indigenous communities are under-represented in genomics research, contributing to inequitable health-related knowledge, outcomes, and benefits. Under-representation reflects enduring consequences of colonial research practices that have engendered cultural, ethical, legal, and social (CELS) concerns among communities. Researchers must understand, navigate, and address these in their research practices. This study aimed to identify and synthesise CELS considerations to inform Indigenous genomics research practices. A systematic scoping review was conducted, including peer-reviewed papers on genomics that discussed cultural, ethical, legal, or social matters relevant to Indigenous Peoples globally; available in full-text and in English. Inductive content analysis using NVivo 12 Plus was undertaken to identify CELS considerations and develop content categories, with papers coded to multiple categories where relevant. As of May 2024, 186 papers were identified for inclusion: n = 70 (38%) included cultural, n = 91 (49%) ethical, n = 49 (26%) legal, and n = 125 (67%) social considerations. Cultural considerations included cultural harm, significance of blood, and the need to integrate Indigenous knowledges. Ethical considerations included consent, data access and sharing, privacy, and confidentiality. Legal considerations included laws protecting Indigenous interests, control of genomic samples and data, biovalue and DNA as a commodity, genetic discrimination, and the use of genomic data in constructing and defining racial identity. Social considerations included collective decision-making, genetic determinism, and stigmatisation, and the importance of contextualising findings within wider social determinants of health frameworks. Overall, researchers need to understand, navigate, and address CELS considerations of relevance to Indigenous Peoples to build trust, promote inclusion, and support equitable benefit-sharing in genomics research.

The objective of this study was to identify factors that affect the residential land market value in Injibara town. This study follows a quantitative research approach. The number of participants was 384, and structured questionnaires were used to gather the data. Descriptive statistics and regression were used to analyse the data. The finding indicates that access to infrastructure affects the residential land market value highly; the location of the land also affects the residential land market value next to the infrastructure; and population growth affects the residential land market value next to the location of the land and the access to infrastructure. The hypothesis proposed in this study; the urban population of the town significantly affects the residential land market value, the residential land location of the residential land significantly affects the residential land’s market value and infrastructures significantly affect the residential land market value are supported by the study regression output. In the future, the mayor of the town, the administrative unit and other stakeholders better consider the city’s population growth, and building quality infrastructures will have significant importance for the market value of the residential land and to enhance the quality of life for the residences.

Semarang City as one of the areas on the north coast has a serious problem related to tidal flooding. The impact of this disaster has implications for changes in land use, a decrease in environmental quality and health, the emergence of slum settlements, a decrease in income and also a decrease in land value. This study aims to map the impact of tidal flooding on changes in land values based on the Land Value Zone Map (ZNT) and map land prices based on spatial data analysis. The study was carried out through spatial analysis by overlaying (join intersection) the 2014, 2016, 2018 and 2019 ZNT maps to determine changes in land value, while mapping land prices, especially in Mangunharjo Village, was based on land use maps, positive accessibility (road network) and negative accessibility (prone flood rob). The results of the study show that land which is permanently affected by tidal flooding and cannot be used anymore makes it a lost / destroyed land, while periodically inundated land has experienced a price decline in the range of Rp 100.000 – 200.000, -/m2. Meanwhile, the results of the study from the ZNT map for 2014 to 2019 show a very significant difference in price between zone 1 and a price increase of ± Rp 3.500.000; zone 2 price increase ± Rp 575.000, -, zone 3 at a price range of Rp 385.000, and zone 4 as the tidal flood prone zone only experienced an increase of Rp 250.000,-. In this context, the variable of tidal flooding vulnerability greatly affects the stagnation of land prices and even decreases in land prices, while the positive accessibility variable is the location of land on national and local roads that has experienced a very high price increase.

Transport and environmental policy in the European Union and within the UK is increasingly concerned with the harmful effects of traffic. Stringent controls on car use in particular are being proposed and implemented. In the UK, for example, these controls include the exclusion of cars from certain streets and areas, road pricing and taxing of workplace parking. These restrictions must be implemented in parallel with investment in public transport in order to maintain levels of accessibility. Accessibility is a key determinant in the location decisions for a range of land uses. There is growing interest among policy-makers in how transport policy and the general rise in traffic congestion may affect land and property values by altering the pattern of accessibility in terms of transport mode, infrastructure provision and cost. In terms of transport influence on land and property values, new transport infrastructure may increase residential property values due to improved accessibility and increase commercial property values due to improved accessibility and possible agglomeration benefits. Previous research has suggested that lower transport costs will result in higher land and property values. This may be a reasonable hypothesis when considering an individual piece of infrastructure but may not be valid if the project has a significant impact on transport costs/accessibility in the city/region as a whole. Other research has shown that new transport infrastructure may shift values rather than increase aggregate land value. Therefore, the potential for redistribution of land and property values is a key issue. Furthermore, investment in public transport is being promoted as a positive means of tackling traffic congestion. Therefore, another key issue is whether the characteristics of the improved accessibility that will come from better public transport is equal or better to the accessibility that is lost due to increasing restraint on other modes as measured in terms of property values. Research at the University of the West of England, Bristol, UK is determining whether there is a relationship between investment in transport infrastructure and land and property values. Current research is establishing a methodology that will attempt to identify a relationship between accessibility and land and property value. In doing so it will be necessary to look for a relationship at the city/region level and at the local level. This will capture any relative shifts in values across the city/region as well as any absolute shifts in values near the transport improvement itself. This paper will present the findings of the literature review undertaken as part of the research project which examines academic literature, official publications from central and local government and published reports by transport consultants relating to infrastructure investment, property value and land use change. Specifically the review; / considers the emerging transport framework and its potential impact on the property market, / examines the classical theories of the relationship between the location of urban land uses and values, / provides a critique of empirical urban rent and price determination studies with an emphasis on studies of locational influences on property values and transport influences on property values in particular, and / examines techniques used to assess new public transport investment and identify any consideration of land and property values in these techniques. The paper will then outline the methodology of the study devised to link an urban rent determination model to an accessibility model. This will test whether there is a relationship between accessibility and land and property value and whether it is robust enough to handle significant changes in accessibility patterns.

The architecture of Al-Ula Heritage Village offers valuable lessons for sustainable strategies adaptable to contemporary architecture. By studying the green strategies employed in Al-Ula Heritage Village, insights into heritage villages’ future preservation and ecological development are gained. This study investigates Al-Ula’s historical buildings’ environmental, cultural, and social sustainable strategies. Ecological design principles include preserving natural conditions, urban design, site planning, and human comfort. Cultural considerations incorporate embracing change, integrating sustainable design strategies, protecting cultural heritage, engaging the community, and leveraging digital preservation tools. Social sustainability involves preserving cultural heritage, community engagement, and promoting social cohesion. A comprehensive conceptual framework for environmental, cultural, and social sustainability is developed and employed. Primary data from the Saudi Commission for Tourism and Antiquities and the existing literature on traditional Saudi vernacular architecture are utilized. The findings highlight the effectiveness of ancient design strategies such as topography preservation, non-disturbance of natural hydraulic processes, and the integration of open spaces. Urban design principles like mixed-use development, pollution reduction, and human comfort considerations are prevalent. The study outcomes emphasize the importance of cultural and social considerations. The study concludes that green architecture can be achieved through the thoughtful adaptation of traditional techniques, demonstrating how sustainable design rooted in historical practices can serve as a model for future developments.

Land value is used for collateral valuation in Indonesia. This system is considered officially stamped on a property tax. In addition, the property tax uses Land Value Zone (LVZ) for land valuation. The purpose of this research is to produce a land valuation method, namely individual valuation based on enviromental situation in certain land location. The research produced three models namely structural model, location model and spatial model. The results showed that structural factor contributed to land value variation at 56.5% and location factor contributed to land value at 36.7%. Furthermore, spatial model represented a combination of structural and location models. Tha spatial model contributed to land value variation is at 73%. The remaining 37% was influenced by non-spatial factors such as legality, economic situation and another factors. The iimplication of this research is that, there is more fair land assessment because it is an individual one. However, the main problem in this case is that it needs different models for different areas. Suggestion for future research is simplifying the variables that are used in order to make them able to be applied in a certain wider area. The variable simplification is important because the data supply in Geographical Information System (GIS) is expensive

In determining the financial responsibilities of land users to the State and calculating compensation when the State acquires land, valuation is essential. The objective of the research is to apply a regression model combined with GIS technology to produce a land value zones map in a ward of Nghe An province, as well as a mass land valuation model. 194 successfully traded land plots and 392 survey samples are used in a multivariate regression analysis for this research. According to the findings, there are ten local land price-influencing factors, and there is a 10% maximum difference between the model’s predicted and real land prices. From there, the authors make a map about the local land value region with five sub-regions, in which the highest land value sub-regions are situated along the Binh Minh Road that passes through the ward.

Surabaya has land management rights called land use permit (IPT) or Certificates. Land use permit (IPT) is different from the status of the other land rights. NJOP market price is also obtained from Fair Market Value that have been calculated by the government. To find out the change in land value of IPT with NJOP, market data approach method is used to discuss market data in each zone that has been classified. The results of the analysis that have been done show that the highest average indication value (NIR) is Rp 34,951,545. The land value of IPT also influences the changes in land values towards NJOP. The highest increase in the GP1 zone is 1,782.65% and the lowest in the GP13 zone is 10.95%. This is caused by factors that affect the land value those are land rights, land location and road accessibility in Pucang Sewu.

The purpose of this study is to determine the level of accuracy of the land value zone (ZNT, Zona Nilai Tanah) that has been established along with the factors that affect the land value in the Blora District. This research is motivated by the rapid development of Blora District that it affects the distribution of the market value of the land. The results showed that from eight observed variables, six variables that significantly affect the value of land, namely variables of distance to the city centre, distance to the local market, accessibility, land use, availability of facilities and infrastructure, and land location. Furthermore, analysis assessment ratio (ASR) study results indicated that ZNT in Blora needs updating or reassessment because it did not reflect its market value. The results of this study are expected to contribute to science especially on the land assessment and determining of ZNT/mass appraisal.
