Abstract

In General, a philosophy of history attepts to provide a philosophical interpretation for human history by applying of philosophical discourses on historical events. We find the theory of the periodic succession of civilizations which also have a great importance in the interpretation of the phenomena of civilization and determining the factors of its rise and causes of fall. (Ibn Khaldun), the inventor of this theory in the history of human thought in terms of its social and philosophical dimension, The idea of succession in civilization, and that the state was the main axis that revolves around (Ibn Khaldun) and his theories, and the main issue that was occupied (Ibn Khaldun) is how to establish countries? What are the factors of prosperity and causes of fall?About the emirate of (Dostiki-Marwani), which emerged from the years (372-478 AH / 982-1085), is one of the medieval Kurdish states in which this theory can be applied, because its theory is appropriate for those emirates and small countries that during the Islamic historical period , For this whole study the (Dostikian - Romanian) in the light of the cultural interpretation of history, is the title of this study, and is only a modest attempt to apply this theory to that political experiment led by the Kurdsh.This research consists of five parts. The first part is the search for the definition of the Emirate (Dostki- Marwani).The Emirate of (Abu Shujaa Dustak) is known as the first name of the Emirate.It is named after (Abu Ali Marwan), who remained in the emirate after his uncle. The second and third sections were devoted to the concept of neuralism and its definition of language and terminology and the point of view of thinkers, types and characteristics and stages of its arrival to power and the establishment of the state according to the theory Khaldunya.And the fourth parts we devoted to the roots of the Dostikian family.The fifth parts, we have identified the study of the Dostikian neuralism and its ratios and the search for its arrival to power and the establishment of the state according to the theory of Khaldunism of nervousness and the human meeting from the point of view of Ibn Khaldun, bIn conclusion, we have reached several conclusions that we have reached, and then write the sources and references that I have benefited from in this research and from God reconcile.
