Abstract
After the earthquake, tsunami, and liquefaction on 28 September 2018, the condition of the five-story building was damaged, but it is still inhabited by dozens of families. This paper seeks to explore the attitude of the Palu City Government-Regional People's Representative Council (DPRD), residents, and parties outside the government and outside the residents regarding the use of these flats after the earthquake. The research was conducted qualitatively. Primary data were collected from direct observation and interviews and sources of mass media coverage also complement the secondary data needs. Borrowing Robert K Merton's structural functionalism theory, this research finds a condition if after a disaster, residents strengthen their institutions by building consensus or mutual agreement. Meanwhile, the City Government of Palu, although stated that they prohibited them from returning to the apartment, they have not been able to provide a more feasible housing solution after the earthquake. Ironically, members of the DPRD, as partners of the mayor in the government in Palu City, do not yet know about this condition.

Summary
Nampak kondisi bangunan yang berbahaya untuk ditinggali. Rusunawa Kayumalue Ngapa kini sepi penghuni, meskipun tetap terdapat petugas pengelola Rusunawa yang rutin memantau bangunan bertingkat lima tersebut, misalnya membersihkan seadanya. Meminjam kacamata Durkheim, pemanfaatan Rusunawa Ujuna sebagai alternatif hunian pascabencana merupakan fakta sosial non material, yakni peristiwa nyata yang terjadi di Kota Palu saat ini. Teori ini melihat masyarakat sebagai suatu sistem sosial yang terdiri dari elemen yang saling berkaitan dan menyatu dalam keseimbangan (Novita, 2013). Tidak semua peristiwa, pada tingkat tertentu, fungsional bagi masyarakat, atau dalam hal ini, sebagai fungsi yang dikehendaki (manifest). Dalam suratnya bernomor LP.07.06CK/C75.2 per 29 Agustus 2014, Dirjen mewanti-wanti jika sasaran Rusunawa Ujuna adalah warga lapisan bawah, dengan tarif sewa tidak melebihi sepertiga dari pengeluaran ratarata penghuni. Dalam konteks inilah menarik bagi penulis untuk mengaitkan dilema pemanfaatan Rusunawa Ujuna dengan pendekatan disfungsi atau fungsi Rusunawa yang tidak diharapkan dari sudut pandang Robert K Merton. Informan yang dipilih (purposive sampling) adalah Kepala UPTD Rusunawa Ujuna, anggota DPRD Kota Palu, serta pengamat bangunan dari Universitas Tadulako. Analisis data memanfaatkan model Miles dan Huberman (1980), dimulai dari merangkum, mengklasifikasi, menepikan yang tidak perlu, kemudian menyajikannya dalam gambar dan tabel, menggambarkannya, sampai menelurkan kesimpulan
