Abstract

The transformation of the new German Laender within the federal German context and their inclusion in the process of West European integration have to be achieved in a short space of time. A project group of the Research Forum Education and Society (WIFO) Berlin is examining the part played by EC programmes in support of education and training. The present paper sets out to consider the relationship between EC support and the restructuring procedure as a whole ; the special promotion of EC education programmes and the way they have operated in practice ; and the views of participants in EC projects in higher education. Altogether, EC support has played a significant role in the development of education in the new Laender, but there have been obstacles in applying it effectively. Its full potential can only be realized in the course of restructuring education as a whole
