Abstract

The article concerns the peculiarities of formation of the overall strategy of public-private partnerships, particularly in the training system for small and medium businesses. Determined that the goals and objectives of forecasting services through public-private partnerships related to the functionality of the object, while some functions are aimed directly at improving the welfare and enhancement of the individual part contributes to the accelerated development of innovative economy. To determine the state's participation in the strategic development of human resource development for small and medium-sized businesses need to identify and form strategic groups, which are capable of implementing such programs in Russia, taking into account the mutual interests of business and government.
