Abstract
Abstract: A methodology that was successfully applied to the development of the knowledge base of a legal expert system is presented. The methodology consists of five distinct phases: model building, knowledge acquisition, knowledge integration, partitioning and external design. The phases are described in detail and illustrated with examples from the application area, which is civil rights complaint investigation.
