Abstract

This chapter treats the evolution of Iran’s social welfare institutions and policies. It discusses major developments during the formative years of welfare policy before probing the diverse welfare activities of the past few decades. The post-revolutionary government has succeeded in extending social insurance to additional groups, including informal sector employees. Furthermore, it has carried out a number of social assistance programs for the deprived and vulnerable groups in the country’s rural and urban areas. Some important parts of the welfare activities have been carried out by the revolutionary para-governmental foundations. Despite their achievements in improving a number of social indicators over the years, Iran’s social welfare activities are fraught with significant issues in terms of efficacy, sustainability, and consistency.
