The development of Internet technology has laid the foundation for the emergence and development of cross-border e-commerce. The rise of small-batch and multi-batch cross-border e-commerce retail B2C transactions has opened up a new path for small and medium-sized enterprises to develop foreign trade economy. There is a large number of Small and Medium-sized Enterprises in China with good flexibility. But in the process of developing cross-border e-commerce, SMEs are faced with difficulties in risk resistance, product homogeneity and funding. Unstable international situation, dangers of cross-border payment and high cross-border logistics costs also hindered the development of cross-border e-commerce. This paper designs a general strategy for SMEs to develop cross-border e-commerce with the help of favorable government policies and big data application technology. They should do a good job in brand building, actively explore overseas warehouse models, and seek financial support, cross-border payment and regulatory support from China government.

Based on the perspective of ITT, the development of cross border e-commerce (hereinafter referred to as CBEC) is directly related to many industries, which promotes the employment and development of many industries, such as logistics, it, production, etc. Therefore, CBEC accounts for a large proportion in economic development. With the improvement of e-commerce platform, the traditional international trade (hereinafter referred to as ITT) has gradually changed to CBEC. In the perspective of ITT, the “Internet plus foreign trade” CBEC is a modern sales way, which caters to the characteristics of the fragmentation of sales orders and the individualization of product demand. Therefore, the average annual growth rate of CBEC in China exceeds 30%, which has become a new direction of ITT transformation and upgrading. Through CBEC, ITT has broken through the limitation of time and space, which has gradually reduced transaction costs. Therefore, computer CBEC has a positive impact on ITT. First of all, this paper analyzes the role of CBEC development. Then, this paper puts forward some problems. Finally, some suggestions are put forward.

Digital finance, a financial innovation paradigm driven by the synergy of digital technology and data elements, has significant advantages in enhancing the convenience, accessibility, and security of cross-border transactions. This study empirically examines the impact of digital finance on the development of cross-border e-commerce using provincial-level panel data from China between 2013 and 2023. After a series of robustness tests, the empirical results remained consistent and robust. The study found that digital finance significantly promotes the development of cross-border e-commerce. Further analysis indicated that digital finance enhances its supportive role in cross-border e-commerce by fostering the development of new, high-quality productive forces in the economy. The moderation effect analysis showed that internet penetration rates, innovation capital investment, and the development level of technology markets all have significant positive moderating effects on the role of digital finance in promoting cross-border e-commerce. The heterogeneity test results indicate that in regions with higher levels of marketization and a larger number of enterprises, the promotional effect of digital finance on cross-border e-commerce development is more pronounced.

Abstract: The development of science and technology and the deepening of globalisation have opened up new directions for developing the agricultural industry. With the gradual expansion of the scope of Internet +, traditional trade has gradually evolved into e-commerce, and relatively simple domestic trade has gradually expanded into cross-border transactions. With the help of e-commerce platforms, sales channels can be expanded, and the share of agricultural exports can be increased. The development of cross-border e-commerce is highly valued and mutually supportive of the agricultural product supply chain (APSC), which promotes the international trade of agricultural products. Optimised APSC provide high-quality produce to meet consumer demand. Technological innovations such as big data and the Internet of Things (IoT) bring smart and efficient optimisation solutions to APSC, improving the efficiency of product distribution. This paper reviews the research on cross-border e-commerce and APSC by some scholars in recent years, summarises the current development of cross-border e-commerce, describes the problems of APSC, and proposes solutions. Reviewing and summarising the relevant research literature aims to help scholars understand the development of cross-border e-commerce and APSC more systematically and comprehensively, and to provide strong support for future research and practice.

  • Yanmin Tian

In the context of the weak growth of traditional foreign trade, cross-border e-commerce has become an important means for Chinese enterprises to carry out international trade, and has played an important role in promoting the stable growth and structural adjustment of China's foreign trade. This paper selects sample data of 31 provinces in China from 2014-2021, and measures the level of cross-border e-commerce development in China's provinces using factor analysis from 22 subdivision indicators in three dimensions: infrastructure, cross-border e-commerce application degree and environmental support. The study of measuring and evaluating the level of cross-border e-commerce development in China's provinces helps to further identify the level and spatial differentiation of cross-border e-commerce development in each region of China, make horizontal comparisons of the development levels of different regions, and provide a scientific basis for formulating e-commerce policies from the perspective of spatial differentiation and economic development. The empirical results show that the overall cross-border e-commerce development in China's provinces maintains a good growth trend, but there is a large gap in the level of cross-border e-commerce development among different regions, with Guangdong, Beijing, Jiangsu, Zhejiang and Shandong belonging to the first echelon of cross-border e-commerce development, while western provinces such as Tibet, Ningxia and Qinghai are lagging behind in cross-border e-commerce development, and there is a significant gap in the level of cross-border e-commerce development among the eastern, central and western regions. Factor analysis also shows that the digitalization level of cross-border e-commerce enterprises, the level of technological innovation, express delivery, the number of cross-border e-commerce comprehensive pilot zones and other cross-border e-commerce development environment have a greater impact on the level of cross-border e-commerce development, to improve the level of cross-border e-commerce development, we should take the declaration and construction of cross-border e-commerce comprehensive pilot zones as a grasp to point and surface; we should pay attention to the main position of enterprises in cross-border e-commerce development, and give financial, talent, technical and other support to cross-border e-commerce enterprises. We should pay attention to the environment construction and optimization of cross-border e-commerce development, pay attention to the linkage of industrial development between regions, play a complementary role between regions, and promote the further development of cross-border e-commerce.
