Developing Workforce Capability in the Context of HR Ecosystem Learning
ABSTRACT For many organizations, developing workforce capabilities is central as it involves refining critical human resource processes such as upskilling or the acquisition of new profiles. These processes are becoming increasingly complex to manage as organizations collaborate within larger work ecosystems. Surprisingly, little research has addressed how multiple organizations collaborate to support the development of workforce capabilities, potentially leading to ecosystem‐level learning of HR patterns. Using a multi‐respondent qualitative research design, we examine how various stakeholders in a workforce ecosystem—including freelance workers, organizations, and public entities—elaborate HR patterns for cross‐boundary workers. HR pattern development by multiple actors is achieved through coordination among them, supported by top‐ and middle‐level managers from within organizations. HR ecosystem learning is energized by centrifugal and centripetal forces depending on pivotal actors, either distancing themselves from or keeping close to usual organizational patterns, which requires an intricate balance. We highlight the specific theoretical and practical implications for HR ecosystem learning.

Organizations struggle to become consistently innovative throughout their lifecycle. This struggle becomes especially important to organizations when the capacity to innovate becomes depleted due to adverse economic and business conditions. This study analyzes the antecedents to organizational innovation using a quantitative meta-analysis of the extant literature within the context of an established theoretical frame for the field. This study expands the theoretical frame of Willow Sheremata [Sharma, S, 1996], which distinguishes between centrifugal and centripetal forces, by analyzing and categorizing ninety-four studies (outcomes) and analyzing their impact on innovation. This paper directly addresses the balance of centrifugal (new idea generating) and centripetal (integrating) forces optimally needed as a function of the organization's lifecycle. It is posited that organizations need more centrifugal forces during the infant (initiation) stages of the lifecycle in order to generate the ideas and energy needed to establish strategic direction. Once established, more centripetal forces are needed to integrate the organization's energy and channel it toward implementation of the new strategy. It is further posited that centrifugal forces are particularly needed during the initiation stages of a radical innovation while centripetal forces are needed during all stages of the incremental innovation. A meta-analysis comparing subsets of the data concluded that centripetal forces have a positive moderating effect on both radical and incremental types of innovations studied, and during the implementation and initiation phases of innovation. It was also shown that centrifugal forces have a positive moderating effect only on radical innovations during both initiation and implementation stages while positively moderating incremental innovations during only the initiation stage of innovation.

The study offers a nuanced view of multi‐stakeholder networks (MSNs) as settings for capability development through learning. Unlike numerous studies of capability development in networks being framed through a resource‐based perspective, the study applies a knowledge‐based view. This approach addresses the limitations of a generic treatment of learning towards capability development in the existing literature. The paper explores the learning mechanisms and characteristics of learning towards environmental capability in an MSN where stakeholder interactions shape the learning. A qualitative case study research design is used to explore capability development experiences of 15 organisations as part of a well‐established pro‐environmental MSN with over 140 members operating in the Midlands. The study reveals a synergetic pattern in the technical, relational and sustainability skills development towards environmental capability. Capability development is also characterised by situated, collective and opportunity‐led learning features. The findings confirm the significance of a stakeholder diversity for the development of relational skills in a network setting. The study advances a knowledge‐based view of capability development by framing the MSNs as dynamic learning systems for capability development. Managerial implications are drawn including the broadening of the skills spectrum for environmental capability development, paying attention to the learning settings and patterns of learning as part of capability development and engaging with MSNs as dynamic learning systems for sustainable development.

PurposeThe purpose of this study is to empirically explore how firms configure centrifugal and centripetal forces in promoting breakthrough innovation (BI), thus improving their strategic performance (SP) in the artificial intelligence (AI) context.Design/methodology/approachThis study applies the centrifugal and centripetal forces model to a survey sample of 285 Chinese AI firms. Fuzzy-set qualitative comparative analysis (fsQCA) and propensity score matching (PSM) are integrated to explore the configurational effects of three centrifugal forces—the autonomy of technical experts, knowledge search and alliance network—and two centripetal forces—strictness of organisational institutions (SOI) and human–human–AI collaboration (HHAC)—on BI, examining whether the configurations that enhance BI can further improve SP.FindingsThe results indicate that the strictness of innovation institutions (SII) and strictness of ethical institutions (SEI) are equally important for determining SOI. Three configurations can improve BI when SOI and HHAC are the core conditions; only one of three configurations can further improve SP significantly.Originality/valueBy introducing SOI composed of equally important levels of SII and SEI and HHAC, this research is one of the few empirical studies to explore the mechanisms behind the impact of centrifugal and centripetal forces on BI and SP, which may help researchers and managers address innovation challenges in the AI context.

There is one aspect of globalization of IT work that appears only in fleeting glimpses in the mainstream IS literature and is sidelined in the discourse in general. If global IT work is painted mainly as outsourcing IT-infused work from developed countries to poorer countries (euphemistically referred to as "low income countries"), shouldn't the development of capabilities in these very same less-developed countries be a vital cog? Simply put, if these countries do not have a capable workforce, IT work, or any other work for that matter, cannot be outsourced to these countries. The question then is how can capabilities be developed in developing countries? In this research-in-progress paper, we address this question by examining a case of an activist-led initiative in Nepal called "Open Learning Exchange" (OLE in short) that used the capabilities of ICTs to deliver quality education to remote mountainous regions of Nepal. We collected data through interviews and group sessions as well as observations and document analyses. We are currently analyzing the data at both the micro and macro levels. At the micro level, we are using models from the IS training literature to gain an understanding of how training concepts developed in the West can explain the success of the initiative. Then we move to the macro level by shifting our interpretive gaze to the concept of "eco-system" in order to understand the role of the society and the surroundings in the implementation of capability building initiatives in developing countries and sustaining them.

Background: With the introduction of the integrated care systems in the United Kingdom (UK) there is a recognised need to also prioritise the training and capability development of the workforce and this calls for innovative approaches to both the teaching and assessments they are required to engage with. Integrated care has long been a feature of health policy directives in the United Kingdom. Translating the rhetoric of the ideals of policy directives around integrated care into practical ideas in undergraduate and postgraduate health curricula has witnessed a considerable resurgence in the aftermath of the pandemic. In this paper, we discuss some of the developments in a postgraduate degree in integrated healthcare practice and strategic leadership, co-designed in partnership with local integrated healthcare partners, training providers and students. Approach: In particular, we focus on the opportunities that a work-based learning unit framed around the capstone style project presents for developing a workforce equipped to promote the ideals of what integrated care can offer. Capstone-style projects are proposed to be effective as tools used in developing workforce capabilities, and this has been applied to the context of assessments in an MSc in Integrated healthcare practice and strategic leadership. This paper explores the dual benefits of capstone style assessments and projects, both as skill-building experiences for the students but also as a high-impact, capacity-building tools used to improve existing systems and impact community partners. Through a case study approach of specific capstone projects undertaken within integrated care settings, we examine how these projects impact the delivery of health and social care in the settings and enhance students' competencies in collaborative problem-solving, interprofessional communication, and applied critical thinking—skills that are essential for the healthcare workforce. Results: Results indicate that the capstone projects not only prepare students for future roles within integrated care but also contribute tangible value to their settings and community partners by addressing gaps in areas such as organisational wellbeing, care delivery, efficiency, and patient outcomes. Implications: We intend that the audience for the paper will be the likes of students, educators, practitioners, health services managers, and workforce leaders who are invested in the idea of training and managing a workforce that is literate, competent, and confident to lead on integrated care initiatives. As part of the paper session, audiences will be encouraged, as part of their learning, to explore approaches that advance the adoption of relational pedagogies as they apply in the context of co-creating teaching, learning and assessment practices on integrated care curricula. This paper contributes to the ongoing discourse on experiential learning as a workforce development tool and highlights its potential to create sustainable partnerships that support and advance integrated care objectives.

The European Medicines Regulatory Network plays a critical role in safeguarding public health through the assessment and supervision of human medicines. However, rapid scientific and technological advancements have exposed capability deficits across the network, threatening timely and effective regulatory decision-making. To identify the most critical learning needs within the European Medicines Regulatory Network-specifically those related to capability gaps-the EU4Health Joint Action, IncreaseNET, conducted a learning needs analysis. This study presents a learning needs analysis conducted via two complementary approaches: stakeholder collaboration with European Medicines Agency expert committees and a network-wide survey of National Competent Authorities. The analysis identified six priority subject areas requiring urgent capability development: Advanced Therapy Medicinal Products, Biologically Active Substances, Clinical Trials, Modeling and Simulation, Pharmacokinetics, and Statistics. Additional training needs-such as Environmental Risk Assessment and Radiopharmaceuticals-were highlighted through the National Competent Authority survey. Key barriers to capability development include uneven distribution of expertise, limited time for training due to high workloads, and recruitment challenges. The study also revealed methodological variation in how learning needs analyses are conducted across the European Medicines Regulatory Network, underscoring the need for a standardized yet context-sensitive framework. IncreaseNET will pilot innovative training development strategies, including the use of pedagogical specialists, formalized training processes, and targeted expert recruitment initiatives. These efforts aim to build a more agile, capable, and resilient regulatory workforce across Europe.

As the aged care sector undergoes digital transformation, greater attention is needed to development of digital health capability in its workforce. There are many gaps in our understanding of the current and future impacts of technology on those who perform paid and unpaid aged care work. Research is needed to understand how to make optimal use of both digital resources and human resources for better aged care. In this Viewpoint, we reflect on a workshop held during an international conference that identified shared concepts and concerns to shape further research into workforce capability. Digital technologies and digital data can increase quality of care in a system that operates through partnerships among service providers, service users, and community members. To realize this potential, digital health learning and development are needed in the aged care workforce. As digital dimensions of aged care services expand, the sector needs clearer direction to implement approaches to workforce learning and development. These must be appropriate to support the safe and ethical performance of care work and to increase the satisfaction of those who care and those for whom they care.

Skill entity recognition is a crucial task for aligning educational curricula with the evolving needs of the industry, particularly in multilingual job markets. This study introduces modified attention score transformer encoder (MAS-TENER), a novel transformer-based model designed to enhance the recognition of skill entities from Indonesian job descriptions. The proposed model modifies the attention mechanism by integrating relative positional embeddings and removing the scaling factor in self-attention. These improvements enhance the context of tokens, allowing for the accurate establishment of hard skills, soft skills, and technology skills. The MAS-TENER model was pre-trained and fine-tuned using a combinF.ation of job description datasets and additional corpora, achieving an F1-score of 90.46% at the entity level. The experimental results demonstrate the model's ability to handle unstructured, mixed-language job descriptions, with significant potential for curriculum reform and the development of new workforce capabilities. The study demonstrates the efficacy of the MAS-TENER model as an effective response for any natural language processing (NLP) task in low-resource languages. Moreover, the scope of long-term job market analytics in action research has been a key skill set in the education policy arena, demonstrating collaborative workforce capabilities.

BackgroundThe care coordination workforce includes a range of clinicians who manage care for patients with multiple chronic conditions both within and outside a hospital, in the community, or in a patient’s home. These patients require a multi-skilled approach to support complex care and social support needs as they are typically high users of health, community, and social services. In Australia, workforce structures have not kept pace with this new and emerging workforce. The aim of the study was to develop, map, and analyse workforce functions of a care coordination team.MethodsWorkflow modelling informed the development of an activity log that was used to collect workflow data in 2013 from care coordinators located within the care coordination service offered by a Local Health Network in Australia. The activity log comprised a detailed classification of care coordination functions based on two major categories – direct and indirect care. Direct care functions were grouped into eight domains. A descriptive quantitative investigation design was used for data analysis. The data was analysed using univariate descriptive statistics with results presented in tables and a figure.ResultsCare coordinators spent more time (70.9%) on direct care than indirect care (29.1%). Domains of direct care that occupied the most time relative to the 38 direct care functions were ‘Assessment’ (14.1%), ‘Documentation’ (13.9%), ‘Travel time’ (6.3%), and ‘Accepting/discussing referral’ (5.7%). ‘Administration’ formed a large component of indirect care functions (14.8%), followed by ‘Travel’ (12.4%). Sub-analyses of direct care by domains revealed that a group of designated ‘core care coordination functions’ contributed to 40.6% of direct care functions.ConclusionsThe modelling of care coordination functions and the descriptions of workflow activity support local development of care coordination capacity and workforce capability through extensive practice redesigns.

PurposeThe purpose of this study is to investigate the capabilities and roles of three types of actors, specifically technology-based start-ups, incumbent firms and intermediaries, in co-constructing a network for development and commercialization of an emerging technology. In particular, the research aims to understand how the roles played by network actors evolve during the development and commercialization process and what operational and dynamic capabilities are developed by actors through collaboration.Design/methodology/approachA single longitudinal case study methodology was applied to analyse roles and operational and dynamic capabilities developed in a network setting by multiple parties over time.FindingsThe findings indicate that actors need to take on new roles to be successful when dealing with an emerging technology in a network context and they need to develop certain dynamic capabilities to enact these roles. The study categorizes roles and capabilities of network actors through various stages of collaboration. Actors developed sensing capabilities in the pre-collaboration stage which drove joint new product development. During the collaboration, seizing capabilities were developed where resource commitment and alignment of resources among actors were essential. Capabilities gained through commercialization and large-scale production were predominantly transforming capabilities where actors realigned their structure and had positive impact on capability development in the wider network.Research limitations/implicationsUsing data of a single case data may limit the applicability of the findings, which calls for future research.Practical implicationsThe findings inform managers’’ and policymakers’ strategies related to participation in networks for development and commercialization of emerging technologies. The research provides insights about the role of large and small firms as well as intermediary organizations in development of nanotechnology and highlights that all network actors need to develop and utilize dynamic capabilities in all areas of sensing, seizing and transforming over time to be able to innovate and successfully commercialize a new product.Originality/valueThe research investigates evolution of operational and dynamic capabilities and roles of multiple actors over time in collaborative networks for development and commercialization of an emerging technology. Building on the dynamic capabilities concept, the study broadens our understanding of the evolution of these capabilities in a network setting and elaborates how capability development is linked to changes in roles.

Impeller blade’s rotational motion causes centrifugal force on fluid particle. It directs radial outward. However, the flow rate, that is, radial outward flow is not caused by centrifugal force in centrifugal pump. Tangential forward force, which is in the direction perpendicular to rotational radius, causes tangential forward movement on fluid particle under the radial balance of centrifugal and centripetal forces in the rotating flow passage of centrifugal pump and it causes the flow rate. And the head is caused by centrifugal force and equivalent to centripetal force, which acts on fluid particle radial inward. Which is equivalent to external force at the trailing edge of impeller outlet.
