Abstract

The digital twin, adapted to the needs of urban planning and monitoring systems, is the subject of research and development in the academic, commercial and public sectors. The article provides international context in conceptual and practical implementation through their maturity level, scope, purpose, structure, input, processing features and output. The City of Zagreb is presented as an example of the implementation of GIS and 3D city models in urban planning, with activities towards a digital twin city. Based on research and local specifics, the concept of a digital city twin was proposed for the needs of urban planning, and future challenges were identified.
