Developing Kenjeran as a Tourism Destination Based on Fisher Community Approach
Kenjeran has strengths in the fisheries sector which has great potential to be developed as tourism with unique culinary delights, considering the abundant diversity of processed seafood. This research aims to explore opportunities for developing Kenjeran using Community-Based Tourism (CBT) theory and the 4A components, namely Attraction, Accessibility, Amenity, Ancillary. The method used in this research is a qualitative method with thematic analysis and SWOT analysis. The results of this research indicate that Kenjeran has implemented community-based tourism. However, it remains at the fifth level, namely approval, as the extent of citizen participation in decision-making is still not entirely clear. Meanwhile, the results of the SWOT analysis show that the location of the quadrant point is in a very profitable aggressive strategy (growth-oriented strategy) position. This strategy can focus on increasing local community participation, particularly through education in tourism management and governance, ensuring the fishermen’s active involvement in decision-making processes. The active fishing community is positioned as a central element in managing tourism activities, such as culinary tourism and maritime festivals. In addition, external threats like competition from other destinations and environmental concerns are addressed by adopting sustainable tourism practices, including eco-tourism and infrastructure development aligned with environmental conservation principles.

The aim of this study is to explore the tourism management professional education reform from experiential learning perspective, focus on the tourism management education how to carry out experience learning concept, improve the overall quality of education, change the traditional education model and tourism management teaching practice experience learning thinking of macro policy and microcosmic operation. Based on the current situation of the domestic tourism education and management, we put forward the connotation of experiential learning, concept and characteristics. Taking the tourism management specialty of Changchun Vocational Institute of Technology reform as an example, we use the factor analysis method of mathematical model, in view of the difficulties of current domestic tourism education and management, improving and expanding the application range of experiential learning theory, from the angle of practice, strengthen the education for the industry to expand the demand to the talent, to promote the tourism management education and international development, from the tourism sustainable development angle optimization of tourism management and development strategy.

This study examines the implementation of Community-Based Tourism (CBT) around the Seven Level Waterfall in Bukit Berantai Village, Batang Asai District, Sarolangun Regency, and evaluates the strategic role of local and village governments in developing sustainable community-based tourism. The research addresses the critical need for effective government strategies in managing tourism destinations that empower local communities while preserving environmental and cultural heritage. Using a qualitative research approach, this study conducted in-depth interviews with local government officials, village administrators, tourism stakeholders, and community members to gather comprehensive insights into current management practices and challenges. Data collection involved systematic field observations, participatory research methods, and thorough analysis of tourism-related policy documents and regulatory frameworks. The theoretical foundation integrates tourism management principles with SWOT analysis methodology to identify internal strengths and weaknesses alongside external opportunities and threats facing the destination. Findings reveal that while the Seven Level Waterfall possesses significant natural tourism potential, current management faces substantial challenges including inadequate infrastructure, limited accessibility, insufficient promotional activities, lack of professional tourism services, and poor connectivity. The study identifies key strategic principles essential for sustainable tourism development, emphasizing community ownership, participatory decision-making, equitable benefit distribution, environmental conservation, and cultural preservation. Results demonstrate that effective government intervention as both facilitator and regulator is crucial for establishing comprehensive tourism management frameworks that enhance community empowerment, economic development, and destination sustainability, ultimately contributing to the broader goals of rural development and poverty alleviation.

Tourism is a major industry in Nepal and is viewed as a tool for economic development especially in rural regions that depend on parks and protected areas. The country’s natural and cultural resources are major assets that further develop and promote tourism, but the lack of skilled human resources remains as a major barrier. There is a critical need to prepare individuals to become leaders, decision-makers and entrepreneurs in the private and public sectors. Tourism and hospitality management education is a new field and gaining in importance as various institutions become involved in training and degree programmes. The purpose of the research described in this chapter was to conduct a situational analysis of tourism and hospitality management education in Nepal based on four categories: availability, affordability, accessibility and accountability. Thematic analysis was used to explore the educational content, skills and employment prospects for human resource development. The analysis revealed that formal education, training and capacity-building programmes in Nepal were limited to a small number of higher-education institutions with restricted enrolment quotas, located in only a few cities. Also, programmes were largely offered by private institutions, which limited accessibility and affordability for poor and marginalised individuals, notably in rural areas. A system for national quality assessment, accreditation and standardisation of curricula was absent. In such a context, coordination between the national government, tourism industry and academic institutions for modification of curricula and training could aid in building and strengthening the human resources that will be necessary to meet Nepal’s goals for tourism development.

Background: This study focuses on the development strategy of community-based tourism (CBT) at Curug Dhuwur Waterfall in Wanarata Village. Village tourism showcases the uniqueness of village life, including social characteristics, natural beauty, and culture, which have the potential to attract visitors. Local community involvement is a key factor in the sustainability of rural tourism. Method: Descriptive qualitative and field study methods were used. The data comprises primary and secondary sources. The research results were analyzed using SWOT Analysis to determine effective strategies for tourism development. Findings and Conclusion: The analysis concludes that the tourism development strategy should leverage SWOT Analysis to maximize strengths and opportunities while minimizing weaknesses and threats. The implementation of this strategy includes optimization and training in tourism management, maintaining the natural environment, promoting tourist areas, improving infrastructure, raising community awareness of sustainable tourism, organizing comparative studies for managers, and enhancing cooperation with the district government and related departments. This research aims to contribute to the development of community-based tourism in Wanarata Village. Novelty/Originality in this article: This study presents a new model in rural tourism development by combining SWOT analysis and community-based tourism (CBT) principles. This study offers a framework that can be adapted for developing other rural tourism destinations, combining environmental conservation, local economic empowerment, and cultural preservation.

Participation of citizens in decisions related to their cities and neighborhoods has been discussed within the framework of participatory democracy since the 1960’s.Public participation ensures legitimacy and accountability of the decision maker and improves the quality of decisions. On the other hand, debates continue on the impact of participants on the decision and indicators of successful participation. In this study, the participation process executed in order to support the decision process about the revitalization and renewal of an historic pattern is analysed. The area planned for improvement is located in the historical city centre of Canakkale, Fevzipasa Quarter, where dense Romani population lives. The project area (Zafer Square and its vicinity) consists oftwo little squares, a street that links these squares and a part of the Saricay riverside. Although the project area is parallel to the historical Carsi Street, which is used intensively by the city residents and tourists, it is at wilight zone. Zafer Square and its vicinity, which contains monumental and civil architectural samples, reflect the multi-cultural and multi-faith history of the city. This area is like a transition region among settlements where Romani people live with its pedestrianized trade axis. The question as to what kind of a function this area should have was investigated by the municipality with a participatory method. Previous participatory experiences about Fevzipasa Quarter and historical urban areas enabled a participatory decision-making process to be pursued in relation to this area and facilitated the participation process. Among strategic decision making methods, SWOT analysis and participatory scenario analysis were used in the decision making process. The participation process included focus group meetings held with stakeholders, individual interviews, a questionnaire filled by inhabitants of the quarter and tradesmen, and a workshop organized openly for all citizens. Focus groups were determined to be neighborhood residents and shopkeepers, tourism sector, non-governmental organizations and professional chambers, and government agencies. During the participation process which lasted for 3 months, the organization was managed by Canakkale Municipality and the author of this article undertook the duty of facilitating the meetings. Four development suggestions concerning Zafer Square and its vicinity were identified by participants. The first suggestion proposed that this area should be designed in accordance with the needs of the residents. This approach is expressed by both residents and some representatives of the non-governmental organizations. The second suggestion, made by representatives of tourism sector, it is about developing this area with a complete urban tourism strategy. The third suggestion was to transform this area into a cultural activity ground for the city. The fourth suggestion was to maintain its educational function which existed in the past and which was also adopted in recent times. The output of the participation process and current situation were considered, SWOT analysis was performed and two main development tendencies were detected; to develop and maintain the current “housing and education” or “housing and culture” function. Even though the tourism function is discussed considerably, it includes many uncertainties. The preservation of historical environments and the sustainability of the quarter are identified as the primary components, regardless of scenario. Two scenarios are created (A and B scenarios) with an intuitive logic approach. A scenario aims to preserve the current quarter fabric and increase the environmental quality. A scenario can be put into practice in a short time by Canakkale Municipality. It does not require co-operation with other stakeholders. Also, this scenario will ensure an increase in the interaction of the city and neighborhood in the long term. B scenario adopts a strategy where Zafer Square and its surroundings makes a contribution to the cultural tourism of the city, and hosts many cultural activities. This scenario contains a long-term development strategy and requires the co-operation of the urban actors. It also contains a social program that runs in parallel in order to empower the Romani people socioeconomically. Canakkale Municipality preferred A scenario and have partially put it into practice. The participation process created awareness about the area, and the subjects of preserving historical areas and the empowerment of Romans were re-opened for discussion in the city.

This article examines the functioning of civil society in a rule-of-law state in a deliberative democracy. Covering the theoretical aspect, the article analyses the essence of civil society, the rule of law, and deliberative democracy. In particular, the role of NGOs, media, and other public structures in shaping public opinion and contributing to solving critical problems of society is considered. The authors analyse the interaction of civil society with the legal system, in particular, the role of NGOs in promoting the implementation of laws and monitoring their observance. An important aspect of the study is the analysis of deliberative democracy and its impact on the functioning of civil society, in particular, the issue of citizen participation in decisionmaking and policymaking. The study includes an analysis of the role of civil society in ensuring citizen participation in decision-making, problem-solving, maintaining social stability, and ensuring human rights. Various aspects of civic participation are considered, including public discussions, petitions, and other forms of public mobilization in deliberative democracy. The authors note that the effective functioning of civil society contributes to building a democratic society in which interaction between different social groups is ensured, which helps to achieve consensus and improve citizens' standard of living. The author offers practical recommendations for improving the interaction between civil society and the rule of law to ensure a more effective deliberative democracy.

Big Data promises benefits for society as well as business. Do policy makers know how best to use this scale of data driven decision-making in an effective way for citizens? Citizen participation is portrayed in literature as a key component in policy decision-making. Yet, this decision-making process to date is often driven by other stakeholders such as scientific experts, academic institutions, national and international governing bodies, to name but a few. Furthermore, there is scant literature on the best way to create policy for new technology, taking into consideration the voice of the citizen. The prevailing question, therefore, is what extent does citizen participation in decision-making make a difference to shaping policy for technology? Our paper explores an experimental method for citizens to make a difference to European policy decision-making on the future of technology and the impact on society. Employing a case study of Irish citizens as part of the CIMULACT (Citizen and Multi-Actor Consultation on Horizon 2020) project this paper reports a new methodology for gathering citizens’ perspectives on future decision-making policies on technology. The findings reveal key advantages and disadvantages to this methodology. This paper makes a number of contributions to both the academic and practitioner communities.

The objective of the investigation is based on the analysis of citizen participation in decision-making with critical-formative capacity in any disciplinary context, from the perspective of transformation in citizen educational processes the methods applied were the qualitative and quantitative type of descriptive investigation based on citizen participation, the technique used was the survey, the instrument was validated its reliability from the alpha of Cronbach’s Alpha giving as a result 0,90. The diagnosis made it possible to verify that citizen participation in decision-making is of vital importance, because this leads to awareness of responsibility in public and community affairs, operating the acquisition of skills to which everyone contributes from their faculties and positive citizen attitudes , because of which to assume the different processes through which citizens seek to share common decisions exercising their democratic rights free of thought and without excluding any one, it is decided, every citizen has a right to influence public management, only as such is part of it of the good commonwealth, responding to the needs of the community and the surroundings.

The purpose of this research was to identify the culinary tour in Rungkut Surabaya, to analyze the public participation in the development of culinary tour of mangrove in Rungkut Surabaya and to identify development strategies culinary tour mangrove in Rungkut Surabaya. Based on the results of the SWOT analysis is obtained the results of the development strategies of community-based culinary tourism in Rungkut Surabaya i.e., among others: (1) to reproduce more human resources due to a product that has possess the raw material is seasonal (2) Increase thoroughness in providing product information to avoid the presence of the consumer that will produce processed independently (3) to make the activities of socialization for tourists in order to reduce the damage doneby tourists.

The purpose of this study is to determine (1) the application of Culinary CBT principles in Bangka Belitung focus in Pangkal Pinang; (2) conformity between its management and the criteria for implementing CBT, and (3) its development efforts. This study uses a qualitative descriptive approach. Type this research is a case study on the management of the Pangkal Pinang Culinary Tourism. With data collection techniques through interviews, observation and documentation. The results showed that (1) Pangkal Pinang has applied CBT principles in economic, social, cultural, politics, and the environment. On indicators of respect for different cultures yet maximum because the local community has not been open to visitors and has not cultural attractions. Indicators of increasing power have not materialized due to POKDARWIS focuses on community assistance; (2) Pangkal Pinang Culinary Tourism in accordance with the CBT criteria, namely getting community support, economic benefits and tourism protect culture and environment; (3) has shown progress in terms of the quantity of infrastructure facilities as well as service quality. Community-Based Tourism (CBT) is one of the emerging tourism models in the last few decades as an alternative to mass tourism in all over the world. This can be categorized as sustainable tourism because it includes local people participation, and conservation. Lawang Village (known as Nagari Lawang) is one of the village in the West Sumatera Indonesia that has been trying CBT since 2012 with rich potential tourisms: culture, nature, adventure, traditional culinary, and handycraft. However, this is not as easy for CBT conducted sucessfully benefiting stakeholders because of two major dominated private-owned tourism objects. Initally the CBT was promoted and initiated by one of the owner of private tourism, now it is just has lost its power and continuity and faced problems such as lack of human resources, loss global promotion, and finally the collaps of many homestays that have been designed before. However some local economic activities like traditional beverage production called “tebu lawang” and traditional gift shop are still running well. The purposes of this study are to find the community participation level in CBT Lawang and to determine the proper policy to recover CBT’s profitable business. To achieve the study purposes this research used qualitative research design through Focus Group Disucssion and SWOT Analysis. Primary data were collected through observation, interview, and focus group discussion (FGD). The study results shows that based on Arnstein Participation Theory, CBT Lawang lies on the second step of participation where local people support tourism but has no access to resolve problems. Based on the SWOT analysis, the local government rules needed to regulate private tourism object in order to evade competition and to strengthen cooperation with CBT.

Purpose: This study explores community-based tourism (CBT) development in Aneuk Laot Village, Sabang City, as a strategy to support Sustainable Development Goals (SDGs). Methodology/approach: A qualitative case study was conducted using interviews, observations, and a literature review. The informants included Pokdarwis, traditional leaders, and BUMDes managers. Results/findings: The tourism potential of Aneuk Laot includes natural (Lake Aneuk Laot, forests, hills), cultural (traditional customs), and culinary tourism. Effective CBT is driven by active community participation, including youth, women, and local institutions such as Pokdarwis, BUMDes, and traditional leaders. This collaborative model supports the preservation of local assets and contributes to the achievement of the SDGs. Conclusions: The development of community-based tourism (CBT) in Gampong Aneuk Laot contributes significantly to the achievement of the SDGs through cultural preservation, environment, and community empowerment. The active involvement of youth, women, and indigenous groups in tourism management creates jobs, increases income, and strengthens the ownership of local resources. This model promotes sustainable development from social, economic, and ecological aspects. Limitations: This research is limited to examining how community-based tourism development can support sustainable development goals (SDGs) in a region. There are many other areas which can be studied both in the tourism sector and in other sectors as supporting sustainable development goals (SDGs) Contribution: The research results can be useful for community-based tourism studies and various types of studies supporting sustainable development goals (SDGs).

This study examines strategic capacities and aspirations of 14 Indonesian tourism villages through a cross-regional SWOT and SOAR analysis. Using a qualitative multiple-case study design, semi-structured interviews was conducted with one Pokdarwis (Tourism Awareness Group) representative per village and reviewed secondary documents, coding data manually in Excel. Thematic analysis identified three core strengths rich natural attractions, distinctive cultural heritage, and active community involvement and three primary weaknesses underdeveloped infrastructure, limited strategic capacity, and low digital promotion. Key opportunities emerged around digital marketing, niche tourism product development, and multi-stakeholder collaboration, while environmental risks and fragmented governance surfaced as major threats. Informants’ aspirations centered on becoming models of eco-cultural tourism, empowering youth, and integrating tradition with modern strategies. Early results include increased homestay revenues, growth of MSMEs, and the revival of cultural events, demonstrating that asset-based planning coupled with targeted capacity building can yield sustainable outcomes. The findings underscore the value of combining diagnostic (SWOT) and forward-looking (SOAR) frameworks to guide community-based tourism development and offer practical insights for policymakers and practitioners aiming to foster inclusive growth, cultural preservation, and ecological resilience.
