Abstract

The Fourth Industrial Revolution has been developing strongly, with a profound and comprehensive impact on all aspects and areas of social life. The development of science and technology and production forces on a global scale with new speed and quality has been promoting the world economy to shift to a knowledge economy, bringing new scientific achievements - technology is applied to optimize the process of production, distribution, exchange, consumption, management, and administration. That poses new requirements for developing human resources in general and training and using high-quality ethnic minority human resources in Vietnam. In recent years, developing and improving the quality of human resources of ethnic minorities in mountainous areas has always been of concern to Nghe An province, Vietnam.
