Abstract
Many organizations including public agencies build clouds to provide various public services. Clouds can use information collected by the private energy management system (EMS) to provide more diverse and accurate services. The EMS can interact with the different types of clouds to provide various information, but it should not disclose any data that are sensitive or private to EMS. This paper proposes method for the EMS to interact with various types of cloud to set policy on delivering data including negotiation and processing flows.
