Abstract

A Jacksonville, Florida, human services organization that is also a federally qualified health center is preparing to double the capacity of a program launched to reduce jail recidivism among nonviolent offenders with mental health needs. Leaders at the Sulzbacher Center found somewhat surprisingly during the initiative's nine‐month pilot phase that nearly all program participants lacked permanent housing.
