Cybrarian: Profund Transformation of Librarian’s Professional Identity in the Digital Age

The purpose of the article lies in the analysis of the deep transformation of the librarian’s professional identity in the conditions of the digital epoch caused by the transition from traditional libraries to virtual ones (“cybrary”). It focuses on learning a new specialist’s profile – ‘cybrarian’ is defined by its key roles, functions, and necessary competencies. The research methodology. To achieve this goal, a number of scientific methods were used, including: analysis of scientific literature to study existing approaches to the problem; comparative analysis to identify differences between traditional and digital libraries; systematization and generalization to form a comprehensive model of professional identity of a cybrarian; conceptual analysis to reveal the essence of the concepts of “cybrary” and “cybrarian”. The scientific novelty of the article lies in its complex analysis of the professional identity of librarians in the digital era. A paradigm shift in activities has been outlined, from servicing the collection to focusing on the individual needs of users, with librarians acting as facilitators, navigators in the information space, and partners in learning. Conclusions. It has been proven that digital transformation has led to the emergence of a new type of specialist – the cybrarian, whose identity is shaped at the intersection of traditional library values and cutting-edge digital technologies. Based on the analysis of numerous sources, a structured model of key competencies for a cybrarian has been proposed, which includes three groups of skills: technological, professional-library, and soft skills. Successful implementation in this role requires continuous learning, strategic thinking, and a wide range of hybrid skills from the specialist. The library as an institution is transforming into a dynamic hub of resources and knowledge, integrated into the global information space.

Students' perception of the importance of soft skills in the business context of Hungary and Serbia

Background: Soft skills have a considerable influence on the personal and professional development of future employees, affecting employment opportunities and work success. Purpose: The aim of the empirical analysis described in this paper is to define the groups of key soft skills in the business context of Hungary and Serbia. The obtained results aid the creation of a unique methodology in soft skills teaching and assessment at the universities of these neighbouring countries with a high potential for mutual transfer of students and workforce. Study design/methodology/approach: Authors performed factor analysis and Spearman's correlation on a sample of 906 students during 2023 from the Budapest Business University, Hungary and from the University of Novi Sad, Serbia. Findings/conclusions: Based on the obtained results, it was determined that there are three groups of skills most crucial for the employer. The group of business agility skills includes leadership, entrepreneurial, team and time management skills. People skills are: IT skills, language skills, empathy, appearance, ethical and moral skills, presentation skills. The group of innovative thinking skills includes: strategic thinking, creativity and problem-solving skills. Spearman's correlation indicated that there was a statistically significant positive correlation between students' perception on the possibility that they can learn all the mentioned soft skills groups during higher education, as well as a statistically significant negative correlation with the willingness to pay for extra courses in the field of the mentioned soft skills groups. Limitations/future research: The first limitation is geographical focus of our sample and the second limitation of the study is that we examined the importance of soft skills solely from the students' perspective. In the future, such research should be obtained in all neighbouring countries, as well as through employee survey.

Structure of Soft Skills of Future Social Workers

The article is dedicated to the research of soft skills structural units and their formation of future social workers, as well as the issue of their professional growth and development. Professional skills consist of specific knowledge and abilities important for performing a particular job and that can be mostly identified, evaluated and measured. Until now, there was a perception that hard or functional- -technical skills were the only skills needed for career growth and development. However, a study carried out at Harvard University shows that 80% of career achievements are determined by soft (social and communication) skills and only 20% by functional and technical skills. Since the labor market currently requires diverse professionals, higher education institutions face new challenges. One of these challenges is to create pedagogical conditions for the development of soft skills, including those of future social workers. The professional competence of a social worker involves three groups of skills, namely hard skills, soft skills and meta skills. We suppose that the mechanism of their formation in the conditions of professional training should be focused on the development of all components of soft skills, and their development provides the necessary professional qualities, the implementation of abilities, and the realization of values in social work. In accordance with the characteristics of future social workers in the development of «soft skills», its characteristic features and peculiarities are clarified, including: creating an informal environment for the formation of social leadership in higher educational institutions; filling the educational program with options for «soft skills», activities aimed at increasing the practice-oriented training of future specialists, the use of active and interactive techniques, forms, methods and means of developing the «soft skills» of social workers. The results of the study include the definition of the concept of «soft skills», the identification of their general characteristics, the outlining of groups of soft skills, and the description of their main components. It was found that the most in-demand flexible competencies are: teamwork, critical thinking, leadership, creativity, meeting deadlines, responsibility and discipline, as well as communication skills, emotional stability, ability to work in stressful situations, adaptability to a new team or working conditions, conflict resolution, critical and creative thinking, public speaking skills, reliability, flexibility, responsibility, priority setting, planning, adequate perception of criticism and readiness for improvement, and professional etiquette proficiency

<p><strong><em>The purpose of the research: </em></strong><em>is to identify the main trends in the spread of Ukrainian national values and symbols in the modern Ukrainian and international information and communication space during the full-scale invasion of the russian federation into Ukraine.</em></p><p><strong><em>Research methodology. </em></strong><em>During the research, the following methods were used: analysis, synthesis, generalization – to study the sources of relevant issues and to understand the opinions of scientists about the essence of national values in general and authentic values in particular; comparison – to identify trends in the use of symbols to denote Ukrainian national values in the conditions of a full-scale invasion of the Russian Federation into Ukraine in the Ukrainian and global information and communication space; observation and description – to clarify the peculiarities of the use of Ukrainian symbols on television, in the Internet media and in social networks. </em></p><p><strong><em>Results.</em></strong><em> It is concluded that the research of values in the information and communication space of Ukraine usually concerns the moral and ethical plane. If we are talking about Ukrainian national values, they have traditionally been the object of study in the field of national security policy. Today, in the conditions of the Russian Federation’s full-scale invasion of Ukraine, the importance of Ukrainian national values, the process of symbolizing which can be observed both on television and in the Internet media, as well as in social networks and popular messengers, is being actualized. The most symbolic now are the colors of the Ukrainian flag as the state symbol of Ukraine. At the same time, the process of symbolization affected such Ukrainian national values as the trident, Cossack, mace, embroidered towel, vyshyvanka (embroidered shirt or dress) and borscht. In the Ukrainian information and communication space, in particular on television and in the Internet media, blue and yellow colors symbolize, mainly, the official representations of Ukraine as a state and its officials. In social networks and messengers, emojis, as well as photos, posters or videos in blue and yellow colors have a much wider functional palette: from a visual marker of Ukrainian material to an incentive to unite in the struggle for the native land. In the global information and communication space, a bright trend towards the use of Ukrainian national symbols during public actions in support of Ukraine as a state and the Ukrainian people as a fighter for the freedom and independence of their country has been observed. In addition, the participants of such actions turn to the leadership of European countries and the world with specific requests: for help in liberating the courageous defenders of Azovstal, recognition of the Russian Federation as a sponsor of terrorism, etc. </em></p><p><strong><em>Novelty. </em></strong><em>New trends in the symbolization of Ukrainian national values and the expansion of their functions in the Ukrainian and global information and communication space during the full-scale invasion of the Russian Federation into Ukraine are outlined. </em></p><p><strong><em>Practical value.</em></strong><em> The obtained results can be used in the educational process in colleges and universities that prepare specialists according to the educational programs of fields 061 «Journalism» and 021 «Audiovisual Art and Production» and for further scientific investigations concerning the influence of national values and symbols through mass media and social networks. </em></p><strong><em>Key words:</em></strong><em> Ukrainian national values and symbols, authentic values, Ukrainian and global information and communication space, color of the Ukrainian flag, trident, Ukrainian Cossacks, embroidery, television, Internet media, social networks.</em>

ENSURING SECURITY OF THE RUSSIAN FEDERATION AND THE UNITED STATES IN THE INFORMATION AND CYBER SPACE: LEGAL, POLITICAL AND ECONOMIC ASPECTS

Introduction. The issue of ensuring state security, including security in the information sphere, is critical in the current conditions for the development of global information space, which is determined by the country’s long-term national interests in protecting interests of society, individuals and state from external and internal information threats. Ensuring state security in information sphere is becoming significantly relevant in connection with the increased number of cyber attacks, cyber espionage, theft of information, disclosure of information constituting state secrets, interference with privacy, etc. Protection of world community and countries from the use of information space by terrorist groups for criminal purposes, the use of information technologies for military or peaceful purposes by influencing mass consciousness are particularly important. The goal of the research is to explore law, political, economic mechanisms, and specifics of the countries’ approaches to ensuring state security in the information space. Materials and methods. The implementation of the research tasks was achieved through the study of official documents, including Doctrine of Information Security of the Russian Federation (2016), Cybersecurity Strategy of the USA (2015), UNGA Resolution No. 55/63 of 4 December 2000 “Combating the Criminal Use of Information Technologies”, Convention Council of Europe on Cybercrime (2001). The research methodology is based on system approach; law and statistical methods. Results. The article analyzes approaches to ensuring security in the global information space - cyber security and information security; contains analysis of world trends in the field of cyber defense, Russian market of information security; comprehensive analysis of the American approach to ensuring cyber security and ensuring system of information security in Russia; threats to Russia’s information security and the USA’s cyber security. Discussions and conclusion. Today threats related to the use of ICT for military-political and military-strategic purposes come from global information space, and in recent years, they have become a powerful destabilizing factor that determines the focus of international relations. This requires the development of a legal framework and an international system for monitoring the global information security.

The Relevance of E-Aesthetics in The Sustainability Of Nigerian Libraries In The Digital Era

The digital library brought with it several challenges which do not fully erode the traditional libraries in developing countries such as Nigeria as most libraries have become a complex entity with the operation of both the traditional and the digital libraries. Therefore, as library service providers are trying to guarantee the smooth operation of the physical library, they are also struggling to ensure a seamless digital library. Therefore, various aspect of the design such as the aesthetic condition which include the e-aesthetics need to be put into consideration in designing the digital library web pages respectively. It was on this premise that this study focused on the relevance of e-aesthetics in the sustainability of Nigerian Libraries in this digital era. The study adopted an interpretivist research paradigm hinged on the a systematic literature review strategy of journal articles, books, and other online materials in addition to focusing on empirical studies between year 2000 and 2021 from Google Scholar. A content analysis was deployed and information resources obtained were grouped into the major themes to address the objective of the study. The findings of this study revealed that as aesthetic conditions and facilities were of high relevance and significance in the traditional library operation towards ensuring increase usage and sustainability, so the relevance of e-aesthetics in the sustainability of Nigerian Libraries in the digital era cannot be underestimated if Nigeria libraries must keep abreast to the global effect of digital transformational effect on the library and information service system. It recommends that e-aesthetic issues should be taken into considerations in the development of digital library webpages to create a user-friendly environment and also ease of usage is of high premium in ensuring increase usage and sustainability of Nigerian library.

A Soft Skills Experiment in an Industrial Engineering and Management Academic Course

Industrial firms increasingly concentrate on their core competences and outsource non-core activities, affecting the personal (soft) skills requirements of purchasing and supply chain management (PSM) personnel in their boundary-spanning roles. In parallel, machines take over processes but cannot replicate humans' soft skills such as creativity and strategic thinking. The literature shows that learning objectives in PSM courses in higher education are evaluated for not covering soft skills. Moreover, there is evidence that soft skills development is challenging. It is questionable which soft skills can be developed and which didactics are applicable. This study presents an educational soft skills experiment with IEM graduates, and it provides evidence that soft skills learning can effectively be introduced in existing courses. The graduates self-rated their competence levels of 36 soft skills before and after the course that provided soft skills workshops and a case study. In the first survey, “strategic thinking” ranked low and could be improved the most in the second survey.

The article substantiates the necessity of managing the global information space, reviews current legal provisions, identifies opportunities and limita- tions of managing the global information space. The ambivalence of the glo- balization of the information space is revealed, and the properties and prin- ciples of global management are determined in accordance with its features. The legal support for the regulation of the global information space at the level of international, regional and national legal acts is considered. The current actors of potential global information space management are presented. The challenges and problems of regulating the global information space at the in- ternational level are analyzed. Prospective directions for overcoming existing limitations and solving problematic aspects are determined. The possibilities of managing the global information space are based on: existing legal norms and standards, their flexibility within the general provisions of international law and national legislation, on the initiatives of public organizations, expert associations, which can quickly respond to current challenges; on the use of information technologies as an internal mechanism for regulating the informa- tion space; on the implemented network approach with a hierarchical structure of multiple management groups that interact on the basis of a large number of relationships, which corresponds to the logic and pace of globalization. Limi- tations of the global information space management include: non-adapted to modern dynamic conditions and non-unified regulatory and legal support; the lack of transparency and impartiality in international political relations due to the asymmetry in the distribution of resources and the deep integration of the information space into various spheres of social life; irradiation of the conse- quences of management measures in the regulation of the world information space on the functioning of other spheres of social life and the speed of deve- lopment of the world information infrastructure.

Digital Preservation of Ukraine’s Cultural Heritage under Martial Law

The purpose of the article is to highlight the role of libraries, archives, and museums in the digital preservation of Ukraine’s cultural heritage under martial law and to identify the key areas of their information and documentation activities. The research methodology is based on the application of general scientific and special methods of cognition, including analysis and synthesis, systemic and interdisciplinary approaches, as well as comparative and structural-functional analysis. The study employs methods of analysing regulatory and legal acts, scholarly publications, reports of international organisations, and practices of digital preservation of cultural heritage in Ukraine and abroad. The scientific novelty of the study lies in a comprehensive examination of the digitalisation of Ukraine’s cultural heritage under martial law, with a focus on the functioning of libraries, archives, and museums as information hubs that ensure the formation, preservation, and integration of digital cultural resources into national and international information spaces. Conclusions. The digitalisation of Ukraine’s cultural heritage under martial law is examined through the prism of the information and documentation activities of libraries, archives, and museums as key institutions for preserving cultural memory. The problem of loss and damage to tangible and intangible cultural heritage objects as a result of the armed aggression of the Russian Federation is actualised, and digitalisation is substantiated as a strategic instrument for their protection, documentation, and ensuring access to cultural resources. Emphasis is placed on the transformation of the functions of cultural institutions, which under wartime conditions act as information hubs by facilitating the formation of digital collections, electronic repositories, online archives, and virtual museum platforms. It is proven that the digitalisation of cultural heritage in wartime is a vital tool for preserving cultural memory and national identity. The information and documentation activities of cultural institutions, supported by international cooperation and the implementation of modern digital technologies, ensure the long-term preservation of cultural values, their accessibility for scholarly, educational, and public use, and contribute to the integration of Ukraine’s cultural heritage into the global information space.

Global Information Network and Conflicts of Interest (Parties, Interests and Conflicts)

Specialists working in the global information space, as organizers and participants in information processes, become witnesses to the problems that arise in this space. The user has difficulty making the right decisions, especially in the event of a conflict of interest in the information space. In some cases, a “conflict of interest” leaves the consumer with a choice. Such cases are more common on social networks. The consumer of information sometimes participates in this information space as a distributor of information. In some cases, the user becomes a disseminator of disinformation because the reliability of the information is “in doubt”. In some cases, disinformation is more interesting because of its attractiveness. We also see an increase in the number of “products of disinformation” in the global information space. The article discusses a project aimed at resolving conflicts of interest in the global information space. Conflict of interest is a widespread problem in the global information space. Between “information monopolists” and the state, between sellers and consumers, between sources of information and consumers of information, etc. As a result of systematic discussions, it can be assumed that new approaches to the problem of conflicts of interest may appear that can contribute to “accelerating progress.” In this regard, the idea that libraries are a reliable source of information, especially on global networks, is supported and encouraged. The purpose of the article is to analyze the features of a project aimed at solving the problem of conflict of interest, based on modeling within an integrated system and finding optimal solutions in the context of various corporate interests. This will exclude the manipulation of conflicts in the global network. The abundance and dynamics of information growth, the problem of the reliability of information products and attempts to manipulate the growing information products show that the problem of information reliability will remain relevant in the next 10–20 years. We believe that at present the project's orientation towards “library and information” sources in the field of information reliability may be the best choice in this direction, and this may partially solve the problem of data reliability.

Soft, hard, and digital skills for managers in the digital age: Business requirements and the need to master them

Digitalisation in Ukraine and the world changes products, services, and business processes, affecting the number and quality of jobs due to the need for digital skills. Employers are requiring new skills from candidates in job profiles for existing managerial positions. The purpose of this study was to investigate the impact of soft skills, hard skills, and digital skills on managers in the era of digitalisation based on the analysis of business requirements. The following methods were used: theoretical generalisation and comparison (disclosure of the content of each group of skills), analysis (skills most frequently and most demanded by employers), statistical method (summary and grouping of data collected from the job search portal), synthesis (combination of different types of information), and concretisation (identification of problems in the legislative and regulatory framework of Ukraine). The study established the ratio of skill groups in the analysed positions: sales manager, HR manager, and logistics manager mainly need the following skill groups: soft and hard, but to varying degrees. Soft skills are essential for the positions of sales manager and HR manager, while hard skills prevail for the position of logistics manager. Only project managers need hard skills and digital skills because of their specificity. To provide a better understanding and visualisation of complex information about competencies or skill levels, the authors first introduced a “three-zone competency stoplight” and a colour matrix of the result of soft, hard, and digital skills requirements of employers by position. Three skills groups are proposed to be represented in different colours: orange (soft), pink (hard), and green (digital), which will allow businesses to use this visualisation to see the zones that correspond to their job offers and understand what skills they will require from candidates for the relevant position and to what extent. The practical significance of the study is the possibility of using its results in the development of educational programmes for planning the development of necessary disciplines

The purpose. To investigate the concept of information space, to identify its types, to analyze its components, to study the mechanisms of formation of information spaces in modern conditions. Methods. The concept of both information and space, as well as their combination, is studied. The most common uses of the term "information space" in Ukrainian-language and English-language sources are identified. The mutual circulation of information both in real life and in the telecommunications space is studied. The mechanisms of formation of the individual's information space are studied. The concepts of "information space of the state" and "national information space" are considered, and their comparison is given. Results. The composition of the information space is clarified, objects – sources of information and transmission channels-are studied. For information sources, their hierarchy is given. Attention is paid to mass media and the subject of their functioning. The classification of mass media, their functions and features as social institutions are studied. The factors that influence the formation of an individual's information space are highlighted. The definition of the individual's information space is given. Examples of integrated information spaces and examples of disintegration of information spaces are given. Scientific novelty. The factors that influence the formation of an individual's information space are highlighted. The definition of mass media in a broad sense has been clarified. It is established that the basis of an individual's information space on the Internet is his personal social network, namely, the web PSN. A key factor in the formation of the individual's information space in our time is highlighted. The factors that encourage an individual to adjust their own information space are studied. Classification of subspaces of the individual's information space is given. Practical significance. The concept of information space is multi-valued and multifaceted. Identifying the components of the information space and its parameters, the relative location of existing information spaces and their place in the global information space will contribute to solving many practical tasks – from business tasks to conducting political information campaigns (influence on the electorate before elections - for example). For example, this will help improve targeting, and therefore create better targeted advertising. For the average user, the described mechanism for creating a personal information space, factors that affect the formation of the information space and its correction, is important. Knowing the above, the individual will create a more optimal and high-quality personal social network, as well as an information space based on it.

The concept of the Personal Web is to extend the design of the web beyond a global information space into a global platform for personal services that provides first class support from the perspectives of users. The objectives of the Personal Web include extending its architecture to provide support for the prospective memory tasks of users; reduction of working cognitive load; facilitation of engagement in users web tasks and ubiquitous web interactions across users computing ecosystem of devices. Building on recent advances in mobile and cloud technologies, the Personal Web will set a people-centric agenda for web technology advancement that will fundamentally change users experience with web.

The Concatenated Phases of Digital Business Management in Digital Transformation

The priority value of digital transformation at the state level, which forms the prerequisites for positive global economic and social changes in the context of bifurcations and permanent changes in the marketing environment, is determined. The digital technologies influence in various areas of enterprise activity is identified and detailed. Based on the results of the studies and a comparative analysis of scientists and economists, the relation between the key blocks of the digital business transformation that allow rapidly react to heterogeneous consumer requests in the Internet are interpreted. Organizational and legal aspects of interaction of states in the global information space

The information society, which exists and develops at two levels – national and international, creates conditions for the économie growth in a number of countries, the intensive inclusion of states and entire regions in global integration processes, and the formation of a single information space. At the same time, in the absence of generally accepted rules of interaction and ensuring security, national, but not international, legal initiatives are being formed, which creates new risks and threats and exacerbates existing ones to information security and requires the development of international norms in the information field. The conducted research proves that experts distinguish four possible ways of development of legal regulation of the information space, but today it is inherent in the activities of international entities - EU, NATO. Thus, the issue of legal regulation of information relations acquires special importance within the framework of the EU, there are close ties between information security and the general security policy of the EU, and the key issues of the EU in the context of ensuring the information interaction of states are the legal regulation of the protection of personal data, the construction of the digital sovereignty of the EU, countering misinformation and on the Internet, technological development (artificial intelligence). The provisions of NATO standards are aimed, first of all, at the unification of a large number of legal norms of the member countries of the Alliance, some principles can be applied to unification (establishment of information exchange) between information systems of different structures. Cyberspace is also important in the sense that it is much more than just the Internet, as all devices accessible through cyberspace can be potential targets and potential threats. Adding to this ever-growing list is the use of the Internet of Things. However, the above-mentioned provisions apply to a greater extent to the members of the mentioned organizations. Therefore, in the future, it seems expedient to voluntarily drafted norms for the safe coexistence of states in the information space in multilateral or bilateral formats. It can also be about signing framework international agreements on establishing general principles for ensuring international security in the information sphere. In the long term, it is advisable to develop a set of obligations regarding the responsible behavior of states and other subjects in the information space. RETHINKING INFORMATION NEEDS IN THE DIGITAL AGE: AN EXPLORATION OF USER BEHAVIOR, EXPECTATIONS, AND ENGAGEMENT IN DIGITAL LIBRARIES.

Purpose: This research is aimed at investigating the changing information needs, behaviors and expectations of the users in the digital age, especially the digital libraries. It aims to comprehend how technological innovations including artificial intelligence, metadata systems and digital platforms are altering the search, access and interaction patterns of information by the user. It will also compare user experience and behavioral patterns in online space with a view of addressing the African academic environment where digital transformation is re-defining access to knowledge. In this way, it will create knowledge that can be used to enhance the design of digital libraries, the approaches used to engage users and establish policies to guarantee the fair and effective utilization of digital information sources. Design/Methodology/Approach: This research paper assumes the exploratory type of research design, which will help the investigator to gain extensive knowledge on the nature of changes in information needs, user behavior, and engagement within digital libraries setting. The exploratory paradigm is suitable since the informational-need phenomenon in the digital era is dynamic, multidimensional, and constantly influenced by the new technologies and user demands (Trixa, 2024; Shahrzabi, 2024). This design allows the researcher to inquire into complicated patterns of interaction and meaning in opposition to testing set hypotheses.. Findings: Overall, the research concludes that the need of information and the behavior of users are changing due to the digital transformation, and digital libraries should change constantly to stay relevant. Digital libraries can serve the knowledge access, engagement, and innovation of the digital age more effectively by combining the idea of user-centered design, AI-enhanced personalization, and inclusive policies. Implication: Overall, the conclusions of this research are oriented to a revolutionary approach to digital libraries as the mediators of information experience instead of storage systems. Through the alignment of theory, practice, and policy, libraries will be able to create the environments that will promote equitable access to knowledge, increase digital engagement, and maintain communication within a rapidly changing digital environment. Originality/Value: In short, the research has a strong value because of its originality in concept, topical representation, and practical implementation. It does not only contribute to scholarly discussion on the definition and development of information needs, but also it gives practical information to digital librarians, policymakers, and educators who need to ameliorate digital information landscape in a fast-changing global knowledge economy.
