Criticizing the Understanding of Sexual Consent for University Students with Psychosocial Disabilities in Indonesia
Sexual violence continues to be a pressing issue in Indonesian universities. Unlike other disabilities, psychosocial disabilities are often harder to identify. Reports from women with psychosocial disabilities are frequently deemed not credible, perceived to have given consent. This study aims to evaluate the capacity of Task Force for the Prevention and Handling of Sexual Violence and develop guidelines on aspects to consider when handling sexual violence claims from women with psychosocial disabilities. The study involved 72 participants from university task forces, and seven experts specializing in gender, law, psychology, psychiatry, culture, and morals, selected through convenience sampling and critical sampling. Data were collected via focus group discussions and in-semi structured interviews based on a specific case. The study’s findings revealed knowledge gaps between task forces and experts in explaining the aspects that need to be considered when determining claims of sexual violence from women with psychosocial disabilities. Expert insights are crucial to identify key considerations for evaluating these claims. The discussion highlighted that all aspects—capacity to give free consent, partner relations and the culture of serving men, internalized beliefs about sexual expression, power imbalances in romantic relationships, and gendered decision-making processes—are interconnected.

Based on several studies, sexual violence in higher education institutions remains a critical issue. To overcome this, the government enacts Regulation Number 30 of the Minister of Education, Culture, Research, and Technology for the year 2021 on Sexual Violence Prevention and Handling in Higher Education. This regulation obliges universities in Indonesia to form a Task Force, the so-called Satuan Tugas PPKS or PPKS Task Force. This regulation stipulates that each member of the task force attend training organized by the Ministry of Education, Culture, Research, and Technology (MoECRT). This study aims to evaluate the PPKS Task Force training program organized by MoECRT. The evaluation of the PPKS task force training was carried out using the CIPP (context, input, process, and product) learning program evaluation. This study uses a quantitative approach and data were collected through questionnaires involving training participants as the respondents. According to the data response in all components of the training (i.e., context, input, process, and product), lecturers were more optimistic that the knowledge and skills gained through this training can be used as initial knowledge on the prevention and handling of sexual violence than students and the education staff. Based on the research findings, the following suggestions were developed for the implementation of the task force training program in the future: (1) the advanced training curriculum in the future needs to pay attention to differences in ability or understanding between lecturers, students, and education staff, and (2) there is a need for further in-depth research to map the training needs for more advanced knowledge about the prevention and handling of sexual violence for each element of the task force (lecturers, students, and education staff). Introduction: The rise of sexual violence has now begun to spread in the higher education environment and almost every university in Indonesia, but the issue of sexual violence is not too exposed in the media, both electronic media and social media, therefore it is necessary to educate about the prevention of sexual violence in the Higher Education environment, because many of them are victims.Purposes of Devotion: Providing education to students about preventing sexual violence in the higher education environment at the Accounting Department, Faculty of Economics and Business, Pattimura University based on Permendikbudristek No. 30 of 2021 concerning Prevention and Handling of Sexual Violence in the Higher Education Environment. Method of Devotion: The method used is to provide legal socialization on the prevention of sexual violence in higher education along with the laws governing sexual violence in higher education. The result of this service activity is to provide students with an understanding of the prevention of sexual violence in higher education.Results of the Devotion: The results of this service are that students gain knowledge and understanding related to the issues of sexual violence that are rampant and efforts to prevent and handle them as a form of creating a campus culture that is safe from sexual violence and makes students feel comfortable to grow into students who excel and have character.

The primary issue in this study is the pervasive sexual abuse directed at students with disabilities at Indonesian colleges. This study aims to examine initiatives aimed at preventing sexual violence against students by evaluating Equality of rights and accessibility policies for individuals with disabilities in Indonesian universities. This research employs a combination of qualitative and quantitative methodologies. The research involved 30 informants selected through purposive sampling, comprising members of the Campus Honorary and Ethics Council, the Task Force Prevention and Handling of Sexual Violence (PHSV), sociologists, legal experts, lecturers, and students. Additionally, 677 respondents were chosen using random sampling techniques for the research sample. The data collection methods include distributing questionnaires, conducting observations, performing interviews, and reviewing paperwork. The stages of reduction, presentation, and conclusion are qualitative data analysis, whereas quantitative data analysis employed descriptive statistics utilizing JASP 0.19.0 software. The results of the study show that structural intervention through Equality of rights and accessibility policies for people with disabilities is an important thing to be done by university leaders, such as the provision of courses or seminars with a disability perspective, reporting services or channels, prevention guidelines, coordination mechanisms between units, socialization of anti-sexual violence, decent accommodation and sexual violence ambassadors. Intervention in the policy structure of Equality of rights and accessibility measures for individuals with impairments can mitigate sexual abuse against students with disabilities.

BackgroundSexual assault on college campuses is a major public health concern. Over half of incidents of sexual violence on college campuses occur in the context of victim or perpetrator alcohol use. Students who have experienced sexual violence, including in the context of alcohol use, are likely to seek information about sexual violence resources and services online.MethodsWe developed a Website Assessment Tool to capture a student’s perspective when navigating campus sexual violence and alcohol websites to find resources and services. The tool evaluates (1) accessibility, (2) comprehensibility, and (3) inclusivity of sexual violence and alcohol prevention information and resources. Alcohol policies and alcohol-related campus resources are also evaluated for linkage to sexual violence information. We assessed websites from 36 college campuses across the USA participating in a sexual violence prevention study.ResultsThe accessibility, comprehensibility, and inclusivity of educational content, services, and supports related to sexual violence and alcohol use varied widely. Websites with Title IX regulations, outlining protections against sex-based discrimination, were easily accessible for each school. Identifying whether services were confidential was inconsistent. Sexual violence resources were difficult to locate or embedded in lengthy text and difficult to comprehend, terms were not always defined, and descriptions of services were not explicitly inclusive of diverse populations. The alcohol policies for each school were accessible. Most campuses’ (97%) alcohol policies and resources did not include sexual violence-related information or link alcohol-related information to their student counseling or health center website.ConclusionsThis Website Assessment Tool may be useful for college campuses seeking to optimize their students’ receipt of information related to sexual violence and alcohol to increase awareness of sexual violence support services and to connect survivors with resources. Both sexual violence and alcohol use prevention and intervention strategies should include the prevalence and increased risk of alcohol-involved sexual violence on college campuses to help reduce alcohol-involved sexual violence and ensure survivors are connected to supports and services with few to no barriers.

<h3>Statement of purpose</h3> The California Coalition Against Sexual Assault’s national project PreventConnect conducts a scan each year of trends in prevention to inform its activities to support sexual and domestic violence prevention efforts. With the establishment of the White House Task Force to Protect Students from Sexual Assault in January 2014 and subsequent release of its first report in April 2014,<sup>1</sup> PreventConnect conducted a scan specific to prevention efforts on college campuses. <h3>Methods/Approach</h3> The scan identifies trends in current sexual violence prevention efforts on campuses; mandates and regulations; challenges and opportunities in designing, implementing and evaluating sexual violence prevention strategies; and commonly used approaches. Given the dearth of research in peer-reviewed journals that demonstrate proven effective approaches to prevent sexual violence, this effort details contextual and experiential evidence based on the work of stakeholders. The scan represents a summary of CALCASA’s experience working with college campuses as technical assistance provider to the national DOJ Campus Program since 1999, participating in the Department of Education’s VAWA Negotiated Rulemaking Committee, and from key informant interviews <h3>Results</h3> The scan provides a view of the current status of sexual violence prevention efforts and identifies opportunities and gaps based on CALCASA’s 3-pronged approach to addressing and preventing sexual assault on college campuses which include: Survivor Centredness Community Collaboration and Engagement Comprehensive PreventionComprehensive prevention includes strategies that address sexual violence before it happens (primary prevention) as well as address sexual violence after it takes place. Comprehensive prevention on college campuses requires more than just providing information at orientation for incoming students. It is also critical that Comprehensive Prevention efforts saturate the campus community. <h3>Conclusions</h3> The scan provides important foundation of knowledge to inform strategies to lead to more effective policies, responses and procedures when a sexual assault occurs and can create a shift in cultural norms on campuses that can prevent sexual assault before it begins. <h3>Significance and contribution to the field</h3> Given the national attention to sexual violence on college campuses, public health, violence and injury programs have an important contribution toward strengthening sexual violence prevention efforts. Understanding the current landscape of prevention efforts is essential to prevention practice.

Responding the problem of high cases of Sexual Violence in universities, the government through the Ministry of Education, Culture, Research and Technology (Kemenristekdikti) issued Regulation of the Minister of Education, Culture, Research and Technology of the Republic of Indonesia Number 30 of 2021 about Prevention and Handling of Sexual Violence in Higher Education (Permendikbudristek No. 30 of 2021). In this regard, the Chancellor of Unud issued the Unud Rector Regulation Number 12 of 2021 concerning Prevention and Handling of Sexual Bullying and Violence (Pertor Unud No. 12 of 2021). Then, the Unud Sexual Violence Prevention and Handling Task Force (Unud PPKS Task Force) was formed based on the Rector's Decree dated December 22, 2021. This task force is temporary because it has not met the established procedures but prevention and handling must be carried out immediately. The Task Force team has fulfilled the elements of lecturers, staff and students and the majority of them are women. The purpose of writing this article is to describe and review the dynamics experienced by the PPKS Unud task force team, which started work since January 2022, so it can be used as lessons for other universities. Dynamics experiences are including handling cases, types of cases, challenges, and the mentoring process that has been provided until September 2022

This summarizes proceedings of a Scientific Research Planning Meeting on Sexual Violence and HIV transmission, convened by the Social Science Research Council on 19–20 March 2012 at the Greentree Foundation in New York. The Meeting brought together an interdisciplinary group of basic, clinical, epidemiological and social science researchers and policy makers with the aim of: (1) examining what is known about the physiology of sexual violence and its role in HIV transmission, acquisition and pathogenesis; (2) specifying factors that distinguish risks throughout the maturation of the female genital tract, the reproductive cycle and among post-menopausal women; and (3) developing a research agenda to explore unanswered questions. The Meeting resulted in a consensus Research Agenda and White Paper that identify priorities for HIV research, policy and practice as it pertains to the role of sexual violence and genital injury in HIV transmission, acquisition and pathogenesis, particularly among women and girls.

The emergency situation of sexual violence in educational institutions, especially universities, triggered the issuance of Regulation of the Minister of Education, Culture, Research and Technology Number 30 of 2021 on Prevention and Handling of Sexual Violence (Permendikbudristek PPKS). In its implementation, the formation of a Task Force for the Prevention and Handling of Sexual Violence (Satuan Tugas Pencegahan dan Penanganan Kekerasan Seksual – Satgas PPKS) is an obligation for every university in Indonesia. Universitas Indonesia has three organizations that fight for justice for victims of sexual violence by accepting reports and providing assistance and protection: Satgas PPKS UI (PPKS UI Task Force), Komite PPKS FISIP UI (PPKS FISIP UI Committee), and HopeHelps UI. In their work, support from the university is a determinant of success or increasing barriers to combating sexual violence on campus. The experiences of these three organizations are analyzed in this article through Levine’s (2018) three strategies for engaging organizations through Haraway’s (1988) lens of objectivity. The findings in this paper show that the impact of the patriarchal culture and mindset at Universitas Indonesia still marginalizes efforts to implement strategies in fighting for justice for victims of sexual violence.

A focus on promoting sexual health and preventing sexual violence remains largely unaddressed in most evidence-based parenting prevention programmes, despite the promise of success in addressing these topics after foundational parenting practices have been strengthened. The primary objective of this study was to understand how Mexican family and gender values shape the way families in Mexico City approach discussion of sexual health and violence with their adolescent children. The goal was to inform the development of a culturally relevant sexual health promotion and violence prevention module to add to an existing parenting intervention. During focus groups with 17 mothers and 3 fathers who had recently completed a parenting intervention, five major themes were identified: mediating messages from the outside world; the view that dads are not part of sex education; the belief that romantic relationships spell trouble; gender differences in responsibility and fear; and comfort talking about condoms. Findings indicate that caregivers adopt different approaches to education about sexual health and the prevention of sexual violence according to whether their adolescent is a boy or a girl. These differential approaches were primarily informed by cultural and contextual influences. Strategies for more overtly addressing gender relations in parenting interventions for sexual health promotion and violence prevention are discussed.

This Special Issue focuses on the prevention of sexual violence in sport. It begins with an examination of the role of theory in the prevention of sport related sexual violence, identifies critical gaps in the literature, features a number of cutting-edge sexual violence prevention studies, and provides a practically oriented investigation that demonstrates the importance of incorporating a socioecological framework and policy structures in the prevention of sexual violence in sport. This Special Issue was designed to encourage greater development and study of empirically based approaches to prevent sexual violence in sport in response to the paucity of available strategies to enhance athlete safety and well-being.

<p align="center"><strong>Abstrak</strong></p><p>This study is a qualitative descriptive library study. The normative (usul fiqh) research method is used to examine the maqashid al-syariah ijtihad method in order to find the values that are helpful when putting together an independent and safe campus free from sexual violence in Indonesian universities. The results of this study found that an independent and healthy campus free from sexual violence is an alternative to the protection and prevention of sexual violence in the university environment in Indonesia. Strengthened through strengthening, including the commitment of the leadership, the formation of a sexual violence protection and prevention task force, conducting socialization and education on various categories of sexual violence crimes, conducting socialization and education on the importance of an independent and healthy campus from sexual violence, providing convenience and security in reporting cases, providing protection for reporters and survivors, and following up on each report. It is certain that the maslahat values found provide benefits (maintenance of religion, self, mind, property, and offspring) for the academic community. Researchers find these values through the ijtihad maqashid al-sharia method, employing istiqra' (inductive research or study) and al-ma'qul (logic) for determination.</p>

Objective: The objective of this study is the role of Islamic Universities in East Java, Indonesia, in preventing and handling sexual violence on campus. Theoretical Framework: Preventing and handling sexual violence on campus is a potential instrument to support sustainable education development and gender equality. Method: The research is field and qualitative. Data was collected on four campuses at Islamic universities in East Java, Indonesia, through interviews, observation, and documentation. The collected data are described to be analyzed deductively using the philosophy of Islamic Law theory. Results and Discussion: Islamic universities in East Java in preventing and handling sexual violence on the campus are making regulations on sexual violence on campus, making the Center for Gender and Child Studies (PSGA) a forum to prevent and handle sexual violence on campus, making vocal points or Integrated Service Unit, and socializing anti-sexual violence on campus to stakeholders. The campus has implemented laws and government regulations on the prevention and handling of sexual violence in higher education. From the perspective of the philosophy of Islamic Law, the role of Islamic universities in preventing and handling sexual violence on campus is in accordance with the concepts of maqāṣid al-sharī'ah. Research Implications: Prevention and handling of sexual violence on campus must be applied to guarantee religion, life, offspring, honor, and reason. Originality/value: This study offers a new synthesis of qualitative studies on the prevention and handling of sexual violence in Islamic universities, using the philosophy of the Islamic Law approach.

Adolescents in the context of schoolchildren in the age range according to the World Health Organization (WHO) 10-19 years require intensive attention. The rise of sexual violence cases that occur sometimes makes teenagers do not dare to express the problem of sexual violence. We consider it necessary to strengthening gender understanding of the Sexual Violence Crime Law/ Undang-undang Tindak Pidana Kekerasan Seksual among student council students in Budi Luhur high school. With this activity, we hoped that students at Budi Luhur high school can prevent sexual violence. Although in the realm of high school (SMA), a task force not yet formed like in universities as an acceleration of the implementation of the Minister of Education and culture Regulation Number 30 of 2021 concerning the prevention and handling of sexual violence in the college environment. The activity method uses roleplay, pre-test, presentation of the material and post-test. It is expected that this service can be a means of increasing understanding related to gender issues, prevention of sexual violence in the school environment, thus the learning process runs well and comfortably.

In 2011, the Division of Violence Prevention (DVP) within CDC's Injury Center engaged an external panel of experts to review and evaluate its research and programmatic portfolio for sexual violence (SV) prevention from 2000 to 2010. This article summarizes findings from the review by highlighting DVP's key activities and accomplishments during this period and identifying remaining gaps in the field and future directions for SV prevention. DVP's SV prevention work in the 2000s included (1) raising the profile of SV as a public health problem, (2) shifting the field toward a focus on the primary prevention of SV perpetration, and (3) applying the public health model to SV research and programmatic activities. The panel recommended that DVP continue to draw attention to the importance of sexual violence prevention as a public health issue, build on prior investments in the Rape Prevention and Education Program, support high-quality surveillance and research activities, and enhance communication to improve the link between research and practice. Current DVP projects and priorities provide a foundation to actively address these recommendations. In addition, DVP continues to provide leadership and guidance to the research and practice fields, with the goal of achieving significant reductions in SV perpetration and allowing individuals to live to their full potential.
