Crisis management of Kharkiv cultural sphere in the conditions of martial law

The article is devoted to the study of models and scenarios of Crisis Management in cultural institutions of a city Kharkiv under martial law. The relevance of the study lies in the insufficient development and under-research of ways of Crisis Management in the cultural sphere, the search for which has become an urgent need for cultural institutions with the spread of COVID-19 pandemic, and has especially intensified with the beginning of a full-scale invasion of the territory of Ukraine. The relevance of the research topic is also associated with random and spontaneous scenarios of decision-making by cultural institutions (such as museums, galleries, educational centers) in the state of crisis, with the lack of anti-crisis management algorithms and the recommendations for the evacuation of cultural values at the level of administrative management by government bodies. With the beginning of a full-scale invasion, cultural institutions of a city Kharkiv and all Ukraine found themselves in a state of uncertainty about further steps in the gradual withdrawal of the institution from the state of crisis in such issues as: securing cultural values, their evacuation; the search for resources for the functioning of the institution and its personnel, as well as for the elimination of damage due to rocket attacks; the search for alternative ways for the institution to fulfill its main mission and tasks, such as exhibition activities and popularization of cultural heritage. The purpose of the study is to determine the models and stages of Crisis Management in cultural institutions of a city Kharkiv during 2022 – 2023. The practical basis of the study is an expert questionnaire survey and the results of interviews with heads of cultural institutions of a city Kharkiv, conducted by the author independently. The author reveals the essence of Crisis Management in the field of culture at the level of local management of a cultural institution and at the level of state/regional management of the cultural sphere. The article reveals the issues regarding the role of international organizations, donors, and business collaboration with the field of culture in times of crisis. Models and stages of Crisis Management in cultural institutions of a city Kharkiv are identified, which reveal the process of anti-crisis management in galleries, museums and educational centers, including those that are units of V. N. Karazin Kharkiv National University.

B a c k g r o u n d . The article examines the directions of development of the cultural sphere at the local level after the decentralization reform. The main task now is to reset the perception of the economic attractiveness of culture at the local level and increase the institutional capacity of cultural institutions. Under martial law, the development of the cultural sphere in Ukraine becomes even more urgent. Goals and objectives. The article is aimed at defining the modern perspective directions of development of the cultural sphere of Ukraine under conditions of decentralization. Main tasks: proving the need to create Centers for cultural services in communities; identifying the benefits of involving the private sector to improve the quality of cultural services and community cooperation in the cultural sphere; clarification of the main directions of activity of cultural institutions online. The object of research is the cultural sphere in Ukraine. M e t h o d s . In the process of research, a systematic approach was used, as well as the following research methods: terminological analysis (when defining the concepts of "cultural service", "basic set of cultural services", "center of cultural services", etc.); comparative analysis (for consideration of foreign and domestic experience); statistical analysis and grouping (to determine quantitative indicators in the field of culture); generalization (for writing conclusions). R e s u l t s . The necessity of creating Centers for Cultural Services in order to increase the institutional and financial capacity of community cultural institutions has been proved. It is determined that the center of cultural services is a multifunctional cultural institution that has a convenient location, is provided with qualified personnel, has a modern material and technical base and is able to provide a range of cultural services for residents of one or several communities. The issue of community participation in cultural projects in order to receive grants for their implementation has been actualized. The implementation of grant cultural projects contributes to solving problems in the field of culture, and is also a tool for community marketing. The French experience of cooperation of communities in the sphere of culture is analyzed. C o n c l u s i o n s . The directions of activity of cultural institutions in online mode are described, in particular the creation of online lessons, master classes, courses, exhibitions; digitalization of museum and library funds, creation of English-language content, etc. The benefits and expediency of using the mechanism of communities cooperation in the cultural sphere are characterized: pooling material, human and financial resources in order to provide high-quality and accessible cultural services. The advantages of the mechanism of public-private partnership in the cultural sphere as a tool for attracting extrabudgetary funds are proved: financial, social-economic and political.

This paper explores the priority directions for the use of innovative methods in the management of cultural institutions. As the cultural sector undergoes rapid changes due to technological advancements, globalization, and evolving audience expectations, cultural institutions must adapt to remain relevant and efficient. The purpose of the article is determining priority areas for the application of innovative methods in the management of cultural institutions, analyzing their impact on the effectiveness of the functioning of cultural institutions, as well as substantiating strategic approaches to the implementation of modern management technologies in the field of culture. The methodological basis of the research in the article is the scientific work of the authors in the field of economics of culture, innovation management, management in the field of culture, as well as social partnership. The research was carried out on the basis of general scientific methods of research - a systematic approach, analysis and synthesis, methods of typological and comparative analysis, empirical methods. The object of the study is the sphere of culture, which needs conditions in which organizational and financial reforms are carried out, as well as the development and application of innovative management methods. The hypothesis of the study. The paper identifies key areas where innovation plays a crucial role, including digital transformation, audience engagement, data-driven decision-making, and sustainability practices. Presentation of the main material. It emphasizes the importance of incorporating modern technologies such as artificial intelligence, virtual reality, and digital platforms to enhance visitor experiences and improve operational efficiency. Additionally, the paper discusses the integration of interdisciplinary approaches, fostering collaborations with tech companies, and developing new business models for cultural organizations. The originality and practical significance of the study. The measures taken in the economic sphere are aimed at expanding entrepreneurial activity based on the mechanisms of a market economy, attracting local and foreign investment, modern technologies and creating competitive enterprises, new jobs and, as a result, increasing the economic power of the country. Conclusions. The adoption of these innovative strategies will help cultural institutions address challenges, enhance their cultural impact, and ensure long-term sustainability in an ever-changing environment.

In the article, on the basis of the generalization of the theoretical and applied basis in the field of economy, law, culture, the reasons and features of the commercial activity of cultural institutions are determined. It has been established that modern science, in most cases, equates the concepts of"economic activity", "entrepreneurial activity", "economic activity", "commercial activity". Given that, the article delineates these concepts by defining the key features of economic and entrepreneurial activity. On the basis of the definition of the concept of "commercial activity", the main difference betweenit and other types is determined, the essence of which is to focus on commodity exchange or trade. The relationship between economic, entrepreneurial, economic and commercial activities is conceptualized. It has been proven that economic activity is a broader concept that includes such types as entrepreneurial, economic and commercial activities. The main types of commercial services of cultural institutions are highlighted. It has been established that the main reason for conducting commercial activities by cultural institutions is obtaining additional income. It was found that not all paid forms ofsocial and cultural activities of cultural and educational institutions, theaters, philharmonic societies, folk groups and performers are considered entrepreneurial. Additional, both traditional and new forms of financing cultural institutions are outlined. A modern concept of the development of creative industries in Ukraine has been formed, the essence of which is to use the so-called symbiosis of forms of economic activity to combine consumer, state and financial interests of cultural institutions and balance supply and demand in the field of cultural and creative industries.

Cultural Mandate of Local Governance: Running in Place

Atpresent, local governments are unable to fulfil their cultural mandate either in termsof their functionality, or in the context of the required funding, or in terms of the scaleand importance of tasks related to the development of culture. The article examines theproblem of the ability of local governments to address the cultural agenda: the contentof the network of municipal cultural institutions and ensuring the availability of culturalgoods for the general population. The actions of the state over the past three decades testifyto the implementation in Russia of managerial decisions that are extremely unfriendlyto the cultural sphere. Firstly, we are talking about the reform of the budgetary sector,marked by the optimization, unification and commercialization of cultural institutions anda reduction in the number of employees. Secondly, within the framework of the reform oflocal government, all responsibility for the functioning of the so-called grassroots level ofculture: public libraries, cultural and leisure institutions, local museums and art schools wastransferred to the municipal level without bringing the required amount of public funding.Thesituation is aggravated by the accumulated socio-economic problems of municipalities,whichreflected in the cultural sphere. A way out of the closed circle is seen in the revisionand a clear definition of the area of responsibility of local government bodies in the field ofculture and guaranteed public funding.

Improving the quality of the activities of cultural institutions through digitalization

Tasks. The author considers the specific aspects of the activities of cultural institutions; identifies current problems in this field; defines the concept of the quality of the activities of cultural institutions and proposes ways to improve it, including through the creation of a unified state information system for the purchase of tickets to cultural institutions of the Russian Federation.Methods. This study uses an integrated approach, general scientific (concretization, abstraction, deduction, induction, analogy) and special methods of cognition (analytical and statistical methods).Results. The author proposes creating a new digital project in the field of purchasing tickets to cultural institutions (museums, theaters, etc.), which would increase the comprehensive quality of their activities. This includes improving the quality of services provided by cultural institutions, improving the planning of tourist and sightseeing routes, managing the flow of visitors in cultural institutions, eliminating the possibility of overflow, preventing the activity of theater and museum ticket speculators, obtaining significant economic effects in the public sector.Conclusions. The unified information system can be used by public authorities in the field of culture and cultural institutions (museums, theaters, etc.), and by the population consuming such services. The system proposed by the author is unique, and its implementation would contribute to improving the quality of services provided by cultural institutions, ensuring transparency of the ticket sale process for all interested parties, reducing the cost of tickets by eliminating intermediary commissions, increasing the revenue of the state budget by eliminating the possibility of ticket fraud, etc.

Artificial Intelligence Tools for Preservation and Popularization of Cultural Heritage

The purpose of the study is to analyze the possibilities of using artificial intelligence tools for the preservation and popularization of cultural heritage, as well as to study their impact on the efficiency of cultural institutions, such as libraries, museums and archives. Research methods. The work uses an interdisciplinary approach, which includes: analysis of modern AI technologies, such as natural language processing (NLP), computer vision and deep learning algorithms, as well as a review of cases of using artificial intelligence in cultural institutions, in particular the HYPERION project. Scientific novelty. The work systematizes data on the implementation of artificial intelligence technologies in cultural institutions for the first time, focusing on their impact on the preservation of digital resources. New aspects of the use of artificial intelligence have been identified, in particular for the automated creation of metadata, the restoration of damaged historical objects and the development of interactive exhibitions based on augmented and virtual reality. Conclusions. Artificial intelligence is becoming an integral element of modern cultural institutions. Its use contributes to the automation of cataloguing and digitization processes; increasing the accuracy of search systems and the relevance of results; creating innovative approaches to interacting with the audience through virtual tours and personalized recommendations. Despite significant advantages, it remains important to take into account ethical challenges, in particular ensuring the authenticity and confidentiality of data. The integration of AI into cultural heritage management has significant potential for its preservation and popularization, which makes culture accessible to a wider audience and ensures its adaptation to the needs of modern society.

THE GENESYS OF LEGAL AND STRUCTURAL SUPPORT OF THE STATE CULTURE MANAGEMENT IN UKRAINE

The article considers sphere of cultural sphere development at the level of state management, besides, the state program of economical and social development in Ukraine, the programs of the Cabinet of Ministers of Ukraine, the target programs in the spheres of culture during the times of the State independence. It is also mainly focused on comparative historical analysis of the cultural content and organizational and legal support of culture state management on the territory of Ukraine. The main problems of regulatory, legal and financial support for the cultural development in the conditions of transformational changes are revealed. The essence of the concepts «state administration», «sphere of culture», «culture» is highlighted. The problems of state management in the cultural sphere in the social, spiritual, humanitarian, and organizational aspects were studied, and the cultural sphere was defined as an integral component of the full­fledged development of the individual and society as a whole. Culture itself is the basis for each citizen self­identification and is remains the significant lever of state policy providing its contribution to the development of the national outlook. Modernization in the cultural sphere of Ukraine will allow to effectively form Ukrainian cultural values as an investment to the future of the State. Today, the sphere of culture is integrated into all aspects of social life, economy and politics, which specifies the urgency of the reform direction determination, requires certain shifts in the state regulation of the cultural sphere in Ukraine. Dissertation studies of Ukrainian scientists devoted to the development of state management in the sphere of culture were analyzed. Methodological and methodical approaches to the formation of strategic mechanisms of state management in the specified sphere and the reformation potential of the state’s cultural policy were determined. The main direction of further research should be the transformational reform content and nature disclosure of the state management system in the field of culture during the period of Ukrainian independence, the determination of priority directions for reforming the sphere of culture in our country, modern trends and prospects for the development of state culture management at the regional level.

Essence and varieties of projects in the sphere of culture

The purpose of the article is to reveal the essence and propose varieties of projects in the field of culture, as well as to identify the principal criterion for their division. The research methodology is based on the application of a systemic approach, as well as analytical, synthetic, and cultural methods, which made it possible to comprehensively consider the essence and types of projects in the field of culture and, on this basis, to formulate reasonable conclusions. The scientific novelty of the obtained results consists in clarifying the principal criterion for dividing projects in the field of culture (competition basis and grant funding by state/non-state and other institutions), defining projects in the field of culture as a set of their varieties: socio-cultural (socio-cultural), cultural, artistic projects. Conclusions. As a result of the conducted research, based on the analysis of numerous interpretations of the concept of "project" and consideration of their most representative examples in the field of culture, the difference between various types of projects in the field of culture was clarified, and the principal criterion for their division was also indicated. It is emphasised that project activity in the field of culture, as a way of organising, identifying and increasing the resource potential of the latter, a means of interaction with authorities, the public and partners, is a specific form of regulation of sociocultural processes. Project activity is increasingly becoming an auxiliary and, at the same time, innovative tool for managing cultural institutions, giving the subjects of cultural activity the opportunity to implement various creative ideas. The implementation of projects in the field of culture on a competitive basis and with the financial support of various grantmakers contributes to the creation of a civilized market of cultural goods and services for citizens of the country and foreign tourists, as well as strengthening the cultural presence of Ukraine abroad.

The paper discusses the interaction and inter-relationship between culture and socio-technological changes caused by the development of digital media, with an overview of changes that are happening in the field of culture and cultural participation in the last few decades. These changes occur in the domain of audiences, cultural creativity, cultural institutions and cultural markets. Paying special attention to the participatory turn in the field of culture, the paper provides an overview of the main trends and innovations in the field of cultural creativity and dissemination of cultural goods given to digital media, which are illustrated by various practical examples. The review and analysis of the transformation of the cultural sphere offered in this paper may be of importance to cultural theorists and practitioners, individuals involved in the process of cultural creation or management of cultural institutions, and cultural policy makers.

The history of the development of Russian cultural volunteering: historical and contemporary practices

The article presents a modern methodology for organizing the practical work of volunteers in the cultural sphere using the example of Russian cultural institutions. The used methodology allows to gain knowledge and practical experience of interaction with the target audience of cultural events, to explain the main features and principles of the volunteer movement in the sphere of culture; to use successful practices of organizing the volunteers' work in cultural institutions. Using surveys, interviews and personal conversations with active participants of the research and ongoing progress of developing cultural volunteering in Russia, it allowed to supplement the material received from various sources, which significantly increased the scientific quality of author's research. In addition, the article provides an analysis of research in personal characteristics of volunteers, a system of motivation and incentives and also identifies key areas of activity. Such approach in volunteer management is complex and universal, and therefore can be used with volunteers by various cultural institutions. The practical significance of the research is that its conclusions and recommendations can be successfully used in the recruiting, professional selection and support in training, retraining and analysis of volunteer activities in the field of culture.

ADDITIONAL EDUCATION AS THE MAIN RESOURCE FOR DEVELOPING THE SPHERE OF CULTURE

Actualization of the role of the system of art education, aimed at identifying and teaching gifted children in the field of culture, the goal-setting of additional educational programs in the field of arts is caused by conceptual documents adopted at the highest state level over the past five years, as well as by sectoral bodies of state executive power. Measures to implement the state cultural policy determine the reform of the system of art education for the long-term period and are aimed primarily at solving the problem of recreating the interaction vertical between regional cultural management authorities and municipalities concer­ning the functioning of children's art schools and the prospects for their development, which is absent in a number of constituent entities of the Russian Federation. In the situation of management decentralization, which arose as a result of the division of powers between federal, regional and local government bodies, as well as the weakening of creative and methodical links between children's art schools, professional and higher educational organizations, the root cause of which is, among other things, departmental disunity, some coordination of the activities of additional education institutions and cultural authorities of subjects of the Russian Federation is assigned to regional educational and methodical (resource) centers. The article considers the modern problems of functioning and interaction of the institutions of additional education in the sphere of culture (children's art schools according to the types of arts) and additional professio­nal education (educational and methodical centers). Particular attention is paid to the historically established relationship between the children's art schools (according to the types of arts) and the educational and methodical centers (methodical offices), which are tasked with the scientific, methodical and information support of the activities of children's art schools. On the basis of a retrospective analysis of the state of regional educational and methodical centers, a forecast is given for their development in the context of implementation of the state cultural policy at the stage of implementation of the Action Plan ("Road Map") for the Perspective Development of Children's Art Schools According to the Types of Arts for 2018—2022. This document, approved in January 2018, aims to bring together the efforts of the Ministry of Culture of Russia and the constituent entities of the Russian Federation, emphasizes the task of preserving and developing the network of children's art schools, which are the first link in the Russian three-tiered system of art education, which has no analogues in the world educational space. Based on the examples and performance indicators of children's art schools in the Kirov Region, the author makes a forecast of the variability of decisions of the founders of regional educational and methodical centers in the post-reform period, emphasizes the importance of understanding the role of the arts education system, especially the additional, as the main resource for developing the cultural space of regions and whole country.

The article provides an overview of innovative approaches as key tools for improving the efficiency of public administration in the educational and cultural spheres. The authors highlight approaches and sets of conceptual provisions for the implementation of modern forms of management in the fields of education, namely, out-of-school education and culture, such as artificial intelligence, blockchain, benchmarking, adaptive management, project management, and customer relationship management. The popularity of these technologies is growing every day, and the use of digital tools allows us to optimize all areas of human activity. This article examines the system of modern forms of management as mechanisms for regulating public administration in the fields of education and culture, defines the organization of the process of digitalization of management activities and the benefits of their use. Digital development is increasingly covering the spheres of education and culture, which is essential in shaping their competitiveness. Thanks to the use of modern digital technologies, we can observe qualitative changes in the interaction of public authorities with citizens and businesses in the field of culture and out-of-school education, which plays an important role in regulating public administration in these areas. It is worth noting that attention is also paid to the application of these forms and methods in the management of extracurricular education and culture, and it is determined that the integrated introduction of digital technologies provides new opportunities. The research and publications that exist in the national scientific discourse are considered. Scientists have identified the main trends in the introduction of various innovations and technologies in the field of public administration, and the key advantages of their use are argued. Effective governance is defined as a strategic tool for the development of education and culture and is characterized by the fact that its effectiveness depends on the rational management of human and material resources, project teams, the introduction of innovations and the efficient use of investments, as well as the realization of creative potential and professional competencies. On the Way to Implementing a Personalised Learning Model: The Experience of Karazin University

This article explores the institutional experience of V. N. Karazin Kharkiv National University in developing and implementing a personalised learning (PL) model as part of a broader reimagining of higher education in Ukraine. Situated at the intersection of pedagogical innovation, technological transformation, and socio-political disruption, the study offers a detailed account of how PL can address contemporary educational challenges, particularly in the context of war, digitalisation, and shifting student expectations. The authors provide a comprehensive overview of the university’s strategic and operational initiatives, focusing on the integration of interdisciplinary/interfaculty courses, open educational platforms, hybrid learning models, and flexible individual educational plans. These mechanisms are positioned as practical expressions of a theoretical commitment to learner autonomy, competence development, and lifelong learning. The article highlights the multidimensional nature of personalisation in education, encompassing curriculum design, instructional methodology, student support systems, and institutional culture. Karazin University’s emphasis on project- and problem-based learning, mentoring structures, and continuous feedback loops reflects an evolving vision of students as co-constructors of knowledge rather than passive recipients. In doing so, the university aligns itself with global trends in competency-based education and adaptive learning ecosystems. In addition to practical achievements, the authors critically engage with the structural and philosophical challenges of PL. These include the need to transform student mindsets, equip faculty with new digital and pedagogical skills, balance individualisation with social cohesion, and ensure equity in access to learning opportunities. Special attention is paid to the risks of fragmentation, competition, and digital exclusion that may emerge in highly individualised systems, particularly during times of crisis. The Ukrainian context — marked by infrastructural instability, economic pressure, and institutional strain — adds further complexity but also underscores the relevance of resilient and adaptable learning models. Ultimately, the article positions personalised learning not as a fixed model, but as an evolving paradigm that must be rooted in ethical principles, inclusive practices, and strategic institutional vision. The experience of Karazin University serves both as a case study in educational innovation under duress and as a potential roadmap for institutions seeking to enhance their relevance, responsiveness, and transformative capacity in a rapidly changing world.
