Abstract
Over the last decade, strengthening cities has been one of the major issues faced by the ministries of culture and heritage at the international level. However, the growing trend of viewing heritage as a source of local development has been replaced by the desire to promote it as a tourist attraction. Thus, increases in sales and/or services to the public have been prioritized at the expense of protecting historical, aesthetic, symbolic, and environmental value. Legal instruments to safeguard these have been created (PPA) but have proved insufficient. As a result, a methodology is addressed that analyzes public policy to challenge these different components and thus gain an understanding of the State’s action and the exercise of responsibility, creating plans that address strategic management allowing a juncture between the norm, reality, and self-regulation in order to enhance the interdisciplinary heritage from governance while engaging governments and citizens.
