Exploring the Role of Government in Information Technology Diffusion

By analyzing survey data from 1,211 firms across 14 industries in Shanghai, this study examines factors that influence information technology usage in Chinese firms applying a technology-organization-environment framework and institutional theory. This study provides an in-depth examination of governmental impact on Chinese firms’ IT adoption. Although government cannot directly influence firms’ IT adoption, it does so indirectly by influencing firms’ IT infrastructure construction and management. Firms’ IT infrastructure development and IT management decisions act as a mediator between government policies and firms’ IT adoption. Furthermore, firms adapt to governmental impact in distinct ways. The findings suggest that e-government approaches and government promotion policies have a significant impact on IT usage in manufacturing firms, in local firms, and in national-background firms.

The Delphi method as a tool for analysing technology evolution: Case open source thin computing

The main goal of this paper is to show how the Delphi method works as a management tool when an initiative is planned to be developed and commercialized. The paper also provides insights how thin computing and open source can affect the future IT infrastructure development. The primary data was collected in a three round Delphi study. The chosen Delphi panellists' consist of the following interest groups: 1) Developers of open source thin computing, 2) Industrial experts, 3) Representatives of academic institutes. Results reveal that open source thin computing represents a promising alternative in the IT infrastructure development. The Delphi method represents a workable research tool in technology management field to capture multifaceted and enriched view about industry evolution.

Exploring IT Adoption Process in Shanghai Firms

The study develops an integrated model to examine factors, particularly government factors, which influence IT adoption in Chinese firms. By analyzing the survey data from 1540 firms across 14 industries and across various ownerships in Shanghai, the study contributes several insights into firms’ IT usage. First of all, this study sheds light on the IT adoption in Chinese firms and validates the general route from IT infrastructure construction to value realization. Second, the findings suggest that government actions influence firms’ IT infrastructure development and IT management decision. However, there is no evidence showing the government impact on firms’ IT usage. The study also provides valuable IT adoption implications to firms in China, particularly to those in the modern cities like Shanghai.

Exploring E‐Government Impact on Shanghai Firms' Informatization Process

On the premise of the process model and the resource‐based view, the study uses government regulation policies, as well as e‐government actions, as an environmental resource to investigate the impacts on firms' IT usage. By analysing the survey data from 1,540 firms across 14 industries in Shanghai, the study contributes several insights to the IT usage and e‐business practice of Chinese firms. First of all, this study sheds light on the value creation process of firms' informatization in Shanghai and validates the route from IT investment to value realization. Second, the findings suggest that e‐government actions influence firms' IT infrastructure development, while government promotion and regulation policies influence a firm's IT management decision. However, there is no evidence showing the government impact on firms' IT usage level. Third, the study finds that e‐government approaches and government promotion policies have significant impact on manufacturing firms.

IT—New Horizons in Application of PPP Mechanisms in Russia

Innovative information and communication technologies penetrate all spheres of public life in the modern world. IT technologies are one of the basic factors of competitiveness not only for an individual company but also for a country in the world market. At the same time, the development and implementation of digital technologies require significant financial investments, as well as professional, specialized knowledge and skills in this area. In the conditions of economic and financial instability observed in many countries of the world today, the financing of IT projects is becoming a heavy burden for the state budget. Consequently, in many countries, the role of mechanisms of public–private partnership (PPP), particularly, in the development of IT infrastructure, is growing. The inclusion of IT projects in the PPP perimeter is becoming a profitable solution for the participants of such a partnership. On the one hand, the public sector, which receives a ready-made solution with the ability to pay for it by installments, on the other hand, a business that is secured with a guaranteed return on investment. This chapter discusses the features and key areas of PPP mechanism application in IT infrastructure projects, including the infrastructure of “smart cities” in Russia. Methods of Creating an Electronic University

The main goal of creating an electronic university is the development, production, collection of storage, content delivery and management and administration of the educational process of e- learning. The implementation of e-learning is based on integrated organizational and functional structures, IT infrastructures with their own rules, responsibilities, people, a system of interaction and relationships, i.e. a business structure that flows into the university's business architecture. The paper proposes an approach to the construction of electronic education, which is associated with the development of IT infrastructure of the university, business architecture and process-service approach. The business processes, services, IT infrastructure of the university providing e- learning are considered. The object of the study is the electronic educational environment of the university, which represents the electronic educational environment of the university in the form of services. The term “service” means a service for an educational business, a service that is measured by business indicators, a service that is accessible, continuous and repeatable. The result of the work is a reasonable catalog of university's electronic educational services that can be used as a guide to designing such environments in various educational institutions.

The article examines the models of management of industrial clusters in view of the development of the IT sector in Ukraine. The efficiency of models in the context of stimulating innovation, increasing competitiveness and promoting economic growth is analyzed. The advantages and disadvantages of each model, also their impact on the development of IT infrastructure and attracting investment, are considered. On the basis of the carried out analysis, recommendations are formed for choosing a model of technology parks with elements of support for startups as the most suitable one for Ukrainian conditions. The implementation of this model will have a positive impact on the development of the IT sector in the country. First, it will contribute to the creation of a favorable environment for cooperation between universities, research institutions and private companies, which will ensure the exchange of knowledge and technology, and, in turn, will lead to the rapid implementation of innovations and increased competitiveness of Ukrainian companies in the international market. Second, supporting startups through accelerators and incubators will contribute to the development of new businesses and job creation. Young entrepreneurs will have the opportunity to implement their innovative ideas, while receiving the necessary financial and mentoring support. This will assist increasing both the level of employment and the development of human capital in Ukraine. Third, the development of technology parks will allow Ukraine to create a modern IT infrastructure, which will become the basis for the further development of high-tech industries. This contemporary IT infrastructure will be able to attract foreign investment and contribute to the country’s overall economic growth. Prospects for further research include the following key aspects: adaptation of successful international cluster management practices to Ukrainian realities, taking into account local economic, social and political conditions; expansion of the State support programs that will stimulate the development of technology parks and startups; development of cooperation between government, business and research institutions; development of human capital by increasing the level of education and training of highly qualified specialists in the field of IT. The implementation of the proposed model of industrial cluster management with an emphasis on supporting startups opens up wide opportunities for sustainable development of the IT sector in Ukraine.

IT Infrastructure Analysis in LSPU-Santa Cruz, Laguna: A Basis for A Proposed IT Infrastructure Plan

The study “IT Infrastructure Analysis in LSPU-Santa Cruz, Laguna: A Basis for a Proposed IT Infrastructure Plan” was conducted to comprehensively assess the current IT infrastructure of LSPU–Main Campus, Santa Cruz, Laguna. Through this study, the assessment of the university’s current status of IT infrastructure, including hardware, software, and peopleware, is conducted. A structured IT infrastructure plan is proposed to enhance the delivery of quality services to stakeholders, thereby determining their level of satisfaction. A stratified random sampling method is employed to ensure representation from each stakeholder group, which employs a descriptive quantitative research design to analyze the IT infrastructure of LSPU-Santa Cruz, Laguna. The study utilizes statistical treatment with mean and standard deviation to identify patterns, trends, and overall perceptions regarding IT infrastructure performance and effectiveness. The IT infrastructure at LSPU–Main Campus generally received high satisfaction ratings (M = 3.61 to 3.76), with wireless network coverage scoring slightly lower (M = 3.51), indicating a need for better Wi-Fi connectivity, suggesting room for improvement. Align IT infrastructure development standards for higher education institutions. By implementing the recommendations, LSPU-Santa Cruz can create a secure and efficient IT environment, enhancing the university’s ability to provide high-quality education and services to its stakeholders.

In today’s information world, the competitiveness of universities is closely related to the effectiveness of the IT services provided. However, the development of IT infrastructure requires maintaining a balance between cost and efficiency of services. An IT service includes information technologies, processes and people. In accordance with ITIL standards, the university’s IT department should move from supporting software, applications, servers and networks to timely providing IT services to end users. The first step to this is to create a catalog of IT services. The purpose of the catalog implementation is to provide a single source of consistent information about all operational services and ensure quick access to them. Unlike foreign universities, domestic higher education institutions do not practice a systematic description of IT services and their presentation through the IT catalog. Direct transfer of management models of foreign universities to the Ukrainian educational environment appears impractical. The publication proposes a three-level catalog model, describes the categories of services that can be provided by Ukrainian universities, and defines the attributes of the IT service description template. The attributes of the description include: name, type of services, brief description, business owner, priority, service owner, consumers, request order, SLA, support system, status/phase. From the moment the IT service catalog is fully formed, its periodic monitoring begins according to the following criteria: SLA validity, correctness of provision of IT services, etc. The publication considers the formation of a catalog by stakeholders of the University on the example of the National University of Water Management and Environmental Management. In general, the use of the suggested recommendations will provide a description of the IT infrastructure of universities in the form of a set of services, the value of which is understandable to stakeholders and university management, as well as will allow to achieve competitive advantages in the educational services market.

SAP as Emergent Infrastructure in a Global Organization

This article presents and discusses globalization and IT infrastructure development and use in the European fertilizer division of Norsk Hydro. The main element of the infrastructure discussed is a new SAP based solution for this division. However, this solution is not an isolated artefact. Its important aspects are emerging, as it is becoming an integrated part of a larger infrastructure. An SAP installation in a global organization becomes a large and complex infrastructure. Just as much as this infrastructure is designed and controlled by managers and IT personnel, it becomes an actor shaping its environment as well as its own future. Like any actor, the technology builds alliances with others. However, the alliances might change over time. In the case reported here, SAP first got allied with top management, playing the role as a powerful change agent. Later on, however, SAP got allied with local managers and users, helping them bring the change process under their influence and into the speed they preferred. Currently, SAP is changing its role as it gets installed and integrated into a larger corporate infrastructure. As such, it becomes everybody's enemy by resisting all organizational change. (1) More precisely the article addresses the emergence of an IT infrastructure in which SAP R/3 installations are important elements. Just for convenience, we denote this an SAP infrastructure. The article presents a comprehensive theoretical and methodological study of the essence, structure, and determinants of national economic competitiveness under the conditions of global transformation of the world economy. It is substantiated that national competitiveness is a multi-level economic category reflecting a country’s ability to ensure sustainable economic growth, innovation-driven development, effective utilization of available resources, and improvement of societal welfare through integration into international markets. The article synthesizes classical and modern theories of competitiveness – from the approaches of A. Smith and D. Ricardo to the concepts of M. Porter, P. Krugman, and B. Aiginger, emphasizing the role of innovation, technological development, knowledge, human capital, and institutional efficiency. It is demonstrated that national competitiveness is shaped by economic (investment activity, labor productivity, infrastructure development, technological modernization), social (quality of human capital, education level, social cohesion, innovation culture), institutional (governance effectiveness, legal stability, regulatory transparency), and external economic factors (globalization, international integration, participation in global production and financial chains, foreign direct investment). The article identifies strategic directions for enhancing Ukraine’s competitiveness: digitalization and IT infrastructure development, greening of production and sustainable development practices, strengthening the innovation ecosystem and scientific-technical potential, fostering partnerships between government, business, and science, promoting the export of high-tech products and services, and attracting sustainable investment while integrating into international trade blocs and economic unions. Special attention is given to the role of internationalization and integration into global value chains as a critical factor in enhancing competitiveness and technological renewal. It is emphasized that implementing these comprehensive strategic measures will ensure long-term economic resilience, increased labor productivity, innovation-led growth, and the strengthening of Ukraine’s position in the international competitive landscape.

Digital Transformation of Continuous Education: Challenges for University IT Infrastructure

Promoting the development of the region’s human capital is an inevitable requirement of the digital transformation of higher education, and the implementation of an ecosystem approach in university management becomes a prerequisite for creating mutually beneficial conditions for continuous education. The aim of the article is to analyze the current state of university IT infrastructure in the context of the prospects for creating digital ecosystems that promote the development of continuous education services. The article is of an applied nature. The author applies a combined methodology for analyzing university IT infrastructure, based on the information used: data from the Russian Ministry of Education and Science monitoring from 2018 to 2022, monitoring by MIPT on the effectiveness of university activities, and educational platform content. The study proposes and measures the index of the digital component of academic knowledge, showing its positive dynamics overall for the country amid multidirectional changes in regions. The author draws attention to the lagging indicators of university development monitoring in terms of reflecting IT infrastructure development indicators. The expansion of the digital educational space, the segment of online resources of regional universities on federal platforms, the trend towards consumerization, and the creation of a unified digital environment, along with grant support, make it possible to further develop a regional-level unified integration platform for continuous education. Alongside these positive conditions for digital transformation, the analysis revealed digital infrastructure inequality in regional universities, low population engagement in continuous education, and the most active market positions of non-state educational platforms. The research novelty lies in the comparative analytical assessment of university IT infrastructure from the perspective of supporting continuous education based on an ecosystem approach. The research results can be useful to institutional structures and the academic community for scientifically substantiating the creation and implementation of digital continuous education services.

Cloud Technologies for Building a System of Data Centres for Defence and Security

This chapter provides analysis of cloud technologies as a current trend in the development of IT infrastructure, to focus on their main characteristics, their security levels and the increased requirements they must meet when used in defence and security. The main standards and requirements that modern data centres have to meet to ensure a high level of availability of the IT services provided are considered. Specific requirements have been formulated for building a sustainable system of modern data centres for defence and security needs, and attention has been paid to data protection when using cloud technologies.
