Countries need effective and balanced mechanisms that enable parliament to monitor and evaluate the performance of the government and achieve mutual balance between the two authorities in accordance with the state’s constitutions. In Iraq, cooperation and mutual oversight between parliament and the government is extremely important. To build a modern democratic state in accordance with the constitutional foundations and concepts and according to what was stated in the 2005 constitution of the Republic of Iraq. It has been shown that the existence of strong legislation issued by the House of Representatives through which control and the necessary mechanisms are provided to evaluate this performance of the government according to several methods, including those that are in accordance with the Constitution or the internal regulations of the House of Representatives Representatives, such as directed parliamentary questions, commissions of investigation, verification, interrogation, etc. Cooperation between the legislative and executive branches must be strengthened to ensure effective performance of mutual control.
