Abstract

Controversies in social-ecological systems: lessons from a major red tide crisis on Chiloe Island, Chile

Highlights

  • The social-ecological systems (SESs) approach has become an established field of research in the last decades

  • We argue that by analyzing the content and dynamics of these controversies, a clear picture of the entanglement of natural and social events arises that contributes to understanding the strengths and weaknesses in resilience of Chiloe Island’s SES and to identifying windows of opportunity for governance in coastal communities

  • The controversies began with the massive stranding of shellfish at the seaside on 25 April 2016, which led to a dispute on the origins of the red tide event and ended up with a controversy about the meaning of mobilizations

Summary

Introduction

The social-ecological systems (SESs) approach has become an established field of research in the last decades. Being adapted to a complex environment may lead to decreasing levels of the system’s adaptability This is the case when the system persists into a mode of behavior that increases its robustness by preserving some features in spite of changes in a dynamic landscape. This self-stabilizing feedback is referred to as a lockin mechanism, or as a trap to emphasize negative connotations (Scheffer and Westley 2007). Glibert et al (2018) include atmospheric deposition of nitrogen as the most relevant agent of eutrophication and refer to Asia, western Europe, and North America as the most active regions in exporting loads of nutrients
