Construction of the Zambia–China Economic and Trade Cooperation Zone and South–South Cooperation

Abstract

The Zambia–China Economic and Trade Cooperation Zone (ZCCZ) is not only the first Chinese overseas economic and trade cooperation zone established in Africa, but also the first multi-facility economic zone declared by the Zambian Government. Established in 2007, ZCCZ is composed of two multi-facility economic zones: Chambishi and Lusaka East multi-facility economic zones. The Chambishi zone focuses mainly on the development of the nonferrous metal industry, extension of industrial chains, and promotion of the supporting service industry. The Lusaka East zone is dedicated to developing commercial enterprises and logistics. Since its establishment, ZCCZ has made significant achievements in zone construction and attracting investments. A series of factors contribute to its success, including the supporting policies implemented by both countries’ governments, following the mode of joint venture with local companies, accurate industry positioning, offering professional “one-stop” services for investors, paying attention to protecting the local ecological environment, and actively fulfilling social responsibility. As a new way of economic cooperation between China and Zambia, ZCCZ combines international aid, international trade and investment, fully reflecting the focus of South–South cooperation on “mutual benefit and win–win development.” The establishment of ZCCZ not only benefits Chinese enterprises by providing them with a larger overseas platform but also benefits Zambia by accelerating its industrial base system construction, bringing in funds and advanced management experience, enhancing local workers’ productivity, creating more jobs and tax revenue for local government, and improving Zambia’s trade structure and balance of payments.
