Abstract

Security constitutes the basis for efficient performance of the state's functions. It is obtained as part of the security process performed by this part of the state organization, which is called the state security system. It is made up of all entities (people, teams and institutions related to each other) with legally designated competences (duties) and specific functions related to ensuring the conditions for the safe functioning of state structures and protection of the population and national property against the effects of crisis and war influences at all organizational levels of the state. It is in the interest of the state and its citizens that the state security system works more and more efficiently. One of the possibilities of its improvement is its consolidation by increasing its compactness through proper shaping of connectivity, cooperation, ties and organizational couplings, or strengthening the role of the most addictive element. This compactness of the system should give it the form of organization, which guarantees synergy consisting in such a combination of its many elements that their impact produces an effect greater than the sum of the effects caused by each of the elements separately.
