Abstract

This book describes the introduction of the congestion charge in London, explaining the rationale for road pricing, ways of implementation, traffic restraint before the Mayor of London, experience in other parts of the World, the establishment of the Greater London Council, the Mayor's Transport strategy for London, the Mayor's congestion charging scheme, implementation, scrutiny of the scheme by the London Assembly, attitudes of various stakeholders, the first year of operation, lessons learned from the implementation of congestion charging, and the future, including the possibility of a national road pricing scheme in the UK.
