espanolEn este articulo se revisan tres teorias de la regulacion politica: el neoinstitucionalismo, el institucionalismo centrado en el actor y la teoria de la regulacion contextual de base sistemica.El analisis se orienta a responder la pregunta por la calidad de las teorias. Despues de examinar el neoinstitucionalismo como correccion del conductismo y la teoria de la eleccion racional, se analizan los problemas del institucionalismo centrado en el actor como corriente derivada. Luego de esto, se exponen los fundamentos de la teoria de la regulacion contextual de base sistemica y se explica, a modo de conclusion, por que esta teo- ria permite una observacion mas amplia y profunda sobre los problemas de regulacion politica en sociedades complejas modernas. EnglishThis article revises three theories of political steering: neoinstitutionalism, the actor-centered institutionalism, and the systemic theory of contextual steering. The analysis aims to answer the question of the quality of steering theories. After exploring neoinstitutionalism as a correction of behaviorism and rational choice theories, this paper studies the problems of the actor-centered institutionalism as a contemporary continuation of neoinstitutionalism. Subsequently, the article presents the foundations of the systemic theory of contextual steering and, as a conclusion, it clarifies why this theory allows a wider and more profound insight about the problems of political steering in modern complex societies.
