Abstract

The importance of standards to the development of the Decentralized Hospital Computer Program (DHCP) was recognized at the time DHCP began. As a result, DHCP was developed using a standard programming language. Through the use of standards, DHCP has evolved into an integrated, portable, adaptable, extensible, and decentralized system. Standards have also helped reduce the cost of hardware and software purchased in support of DHCP. Standards are being used to promote and support collaboration with other federal government agencies and will be used to support collaboration with community healthcare facilities. Standards are considered even more important for the future of the Veterans Health Administration (VHA) than they have been to its past. The VHA believes that it must participate in the efforts to develop standards if the standards are going to support VHA’s needs. Therefore, VHA is targeting those standards development efforts that it considers most critical for improving the quality of patient care and for developing a computer-based patient record.
