Abstract

ABSTRACT The reforms of local government functioning reflect the trend towards increasing public sector efficiency. The paper serves two purposes of which the first is to characterize the specific category of such activities consisting in merging two local government tiers – a city and a county. The second purpose is an attempt to evaluate such activities through the prism of their results. The paper is based on the analysis of reports from ex-post research of such reforms’ effects from many countries worldwide. The analysis results do not provide a conclusive answer that the carried out consolidation activities result in the outcomes assumed by the reformers.
