Abstract

Subject The president's proposal to grant Turkish citizenship to Syrian refugees. Significance Citizenship would enable Syrian refugees to plan for the future and contribute to their integration, but could also exacerbate social tensions. If all or many of the Syrians in Turkey were granted citizenship, there would be significant implications for domestic politics, Turkey's cultural identity, and foreign policy. Impacts Despite the talk of citizenship, Turkey's ability to absorb huge numbers of Syrian refugees cannot be taken for granted. The citizenship debate might complicate other efforts to support the Syrians and include them in society. Arrangements that also benefit poor local populations might help foster understanding between Syrians and locals.
