Abstract

At the end of the 19th century, the telegraph became the most widespread means of communication, especially in the military field, and therefore the Chinese government began to build radiotelegraph stations everywhere. However, due to the special political situation at that time, the Chinese government was faced with the problem of building radio telegraph stations by foreigners in private, which violated China's telecommunications sovereignty. How the Qing and Bain governments dealt with and solved this problem is the subject of this study.
