Abstract

This chapter discusses the risk management and risk assessment. “Risk analysis” means a process consisting of three interconnected components: risk assessment, risk management and risk communication. “Risk assessment” means a scientifically based process consisting of four steps: hazard identification, hazard characterization, exposure assessment and risk characterization. “Risk management” means the process, distinct from risk assessment, of weighing policy alternatives in consultation with interested parties, considering risk assessment and other legitimate factors, and, if need be, selecting appropriate prevention and control options. The work of the risk assessor helps the risk manager to make sound decisions. Both co-exist in the bigger picture of risk analysis and regulation. They have different roles in the risk analysis process. Because of differences in views, backgrounds and interests, they may also have different expectations of what the other does and should do.There is also a general public with its own opinion about risk. These are very important facts that have an impact on the work of the risk assessor. Risk assessment is a scientifically based process, and shall be based on the available scientific evidence and undertaken in an independent, objective and transparent manner.
