Abstract
Preoperational surveillance involves a systematic review of a potential target. It is frequently only when the potential adversary makes a mistake that this pattern of behavior is observed and noted, which further increases the challenge. The ability to not only identify but also characterize putative hostile surveillance can guide information-based approaches to risk and threat assessment, as well as surveillance detection and response planning. Case studies are used to illustrate concepts.
