Abstract

This chapter discusses further education for the disabled and handicapped. Local education authorities contribute in five main ways: (1) they pass to the health authorities information about school leavers who can need care or guidance, at the same time telling the parents what is being done; (2) they provide special facilities in their own establishments; (3) authorities provide facilities for patients in hospitals; (4) authorities pay the fees for tuition and maintenance of students attending further-education establishments conducted by voluntary bodies; and (5) authorities can themselves provide establishments for handicapped people who have left school. All establishments aided or used by the secretaries of state or by authorities must conform to regulations made by the secretaries of state. Assimilation of the handicapped and disabled as far as possible into the normal life and work of the community has been the primary aim, and this has implications for the education of normal students to come into contact with handicapped colleagues.
