Abstract
In the article, the subject was examined under the following headings: XVI. Administrative section of Turkey (provinces, sanjaks, towns, legal and administrative division), the economic situation, the provision of state services, the deterioration of internal order, the uprising of the madrasa students, the political tension between civil servants.
