Purpose: This study carries out a standardized analysis of the importance of an aerodrome in the Central Region (NUT II) of Portugal, focusing on the potential economic and social impacts resulting from the development of one of the fastest-growing sectors in the world today. The study is based on the hypothesis that an aerodrome, articulated with the Portuguese airport network, can transform a region of the country where is inserted, by attracting population and skilled labor, investments and tourist activities, with a crucial direct impact on other sectors, thus contributing to cohesion with other regions of the country. Design/methodology: In methodological terms, this paper will mainly make use of digital search engines by consulting books, repositories, databases, media articles and technical documents from entities in the aviation sector. The analysis includes a case study of the Castelo Branco region, an area marked by the problems that most affect the Central Region, namely its distance from decision-making centers, its ageing population and the fact that it is losing out in absolute numbers every year. To analyze the regional development potential of the Castelo Branco aerodrome, this study begins by characterizing the region in economic, geographical and demographic terms, as well as characterizing the aerodrome and assessing its viability. To this end, a comparison is made with the impact of the Ponte de Sor aerodrome, located in the Alentejo region, with a reality close to that of Castelo Branco. Findings: The results show that regional development from the Castelo Branco aerodrome is a reality and describe the conditions that are most conducive to this development, as well as the challenges that exist and could condition the development of its aerodrome. Originality/value: This paper aims to highlight the importance of investing in regional airport infrastructures to drive local development, through a study of the current state of global aviation, the Portuguese airport network, and the current context of an airport infrastructure.

MONITORING MECHANISM FOR INVESTMENT DEVELOPMENT OF REGIONS’ INFRASTRUCTURE

The subject of the research is the theoretical and methodological principles of the monitoring mechanism of investment development of regions’ infrastructure. The objectives of the research are the generalization of theoretical and methodological bases of monitoring mechanism of investment development of regions’ infrastructure, as well as analysis of the current trends of investment development of the infrastructure in the regions of Ukraine with the identification of positive and negative trends. Methodology. The article deals with theoretical and methodological approaches to the definition of conceptual foundations of the mechanism of monitoring the investment development of the regions’ infrastructure with the help of general scientific methods of analysis: systematization and generalization, induction, and deduction. Results. It is proposed to interpret a monitor of the investment development of the regional infrastructure (IDRI) as a systematic and complex measurement of the indicators of regional infrastructure development, the number of implemented investment projects, monitoring compliance with the developed strategic regional programs and concepts, which will ultimately help to effectively and efficiently regulate the detected deviations and passing the appropriate decisions. The IDRI monitoring mechanism should also provide a possibility of creating a system for collecting and analysing data concerning the assessment of infrastructure objects by the territorial community, which will allow potential investors to focus not only on analytical data on monitoring of regional authorities but also to take into account the public interest in a particular region. The general principles of the monitoring mechanism of investment development of the regions infrastructure are proposed in the following directions: complex and system monitoring and data collection concerning the development of the regions’ infrastructure, while the aggregate of indicators should reflect the change in the level of investment potential as a result of the implementation of measures and implementation of investment projects for the development of regions’ infrastructure; assessing the level of effectiveness of regional infrastructure functioning, using comparative analysis procedures – the concept of benchmarking, which will allow reducing costs of improvement processes accordingly, as the best experience of management of other territories is studied and evaluated in order to use the acquired knowledge in the activities of the authorities. Conclusions. The researched theoretical and methodological principles of the monitoring mechanism of the investment development of the regions’ infrastructure enable to substantiate the necessity of implementation of complex and system monitoring of the functioning of the infrastructure complex and the investment potential of regions. The researched tendencies of investment development of the Ukrainian regions’ infrastructure allowed establishing significant spatial asymmetries, which negatively affects the implementation of both national development strategies and regional programs and concepts. Thus, the main directions of the monitoring mechanism of the investment development of the region’s infrastructure in the composition should be based on analytical observation not only of the regional authorities but also potential investors and the territorial community. Practical meaning. On the basis of official static monitoring data of investment support and the level of development of the infrastructure complex of Ukrainian regions, trends of investment development of the regions infrastructure are investigated in the article, which allows noting about significant territorial imbalances as a level of investment support, as well as the efficiency of the functioning of the regions infrastructure complex, and this determines the need for the development of comprehensive regional development programs and proper control over their implementation in relation to investment regional infrastructure support. The system implementation of the mechanism for monitoring over the investment development of the regional infrastructure will facilitate the adoption of effective management decisions for all participants in the process, namely, the territorial community, investors, and regional authorities, which will increase the investment attractiveness of regions and the development of the Ukrainian regions’ infrastructure.

CONCEPTUAL FOUNDATIONS OF REGIONAL DEVELOPMENT IN THE CONTEXT OF REGIONAL FOREIGN ECONOMIC RELATIONS AMPLIFICATION

Topicality. The article explores the issue of determining the direction in which the region should develop its foreign economic relations, how to rebuild a regional economic system in order to realize their resources and opportunities for growth in the globalized international economy in the most effective way. Theoretical and conceptual foundations of the regional foreign economic relations development, analysed in this article, determine a role of commodity exports, imports of modern technologies, investment (including foreign capital), innovation, institutional environment and entrepreneurship for regional development. Among other issues addressed in this article, special attention was paid to analysis of changes in regional development paradigms.Aim and tasks. The aim of the article is to study theoretical and conceptual foundations of regional development through by means of regional foreign economic relations amplification. In addition, the objectives of the current study include: highlighting changes of scientific views on paradigms of regional development in terms of areas of amplification of regional foreign economic relations, identification of the main contradictions and temporal context of the proposed theories and concepts of regional development, addition to the main trends in the theoretical and conceptual basis of regional development in recent years.Research results. The article considers a formation of theories and concepts of regional development, which provide for the intensification of regional foreign economic relations. The analysis of theoretical and conceptual bases of regional foreign economic relations amplification testifies the transformation of paradigms of regional development according to a context of times in which there were changes of scientific views on the reasons and consequences of regional growth. The article examines the evolutionary transformation of regional economic development paradigms through the following theories: spatial location theory, theory of international (interregional) trade, Keynesian theories (export base theory and input-output model), neoclassical theories of regional economic development, concepts of economic rationalism, comparative, competitive and common advantages, theories of globalization, sustainable development, regional self-help and endogenous development, a new growth theory. Based on the analysis of the regional development theoretical foundations, the article establishes that the main theories and concepts of regional foreign economic relations mostly focused on consideration of such incentives as: capital investment, technological innovation, foreign trade, agglomeration effect (economies of scale), as well as a level of institution development.Conclusion. The article states that there is no single generally accepted theory for providing scientific approaches to a complementary amplification of regional foreign economic relations. Certain theories and concepts, which form theoretical foundations for the regional foreign economic relations amplification, have relatively practical application only in specific cases. Thus, by means of an application of the postulates of the theory of international and interregional trade, the optimal structure of the external trade turnover of the region and the parameters of determining the commodity positions for import substitution are determined; neoclassical theory of spatial equilibrium serves as a theoretical basis for choosing investment attraction’ direction in prioritized regional production and infrastructure facilities; new regional growth theories (including, of endogenous regional development concept) serve as a theoretical background for choosing tools for foreign economic activity intensification in order to ensure regional development. At the same time, achieving regional growth, in the modern sense, is not possible without considering principles of sustainable development and self-sufficiency of a territory, therefore, an amplification of foreign economic relations in the region, even in a globalized world, should be based mainly on endogenous factors, while strengthening its development with an innovation and investment components from the external environment.

Background: Regional Development (RD) allows countries to balance regional differences by providing economic and social benefits to communities. This research highlights the importance of logistics activities to regional social development, and a framework to assess these connections is proposed. Objectives: How to boost regional socioeconomic development through logistics. Methods/Approach: The contributions of logistics to socioeconomic development are analysed based on the previous research, and the case of the Alto Minho (AM) region in Portugal was used to illustrate the connection between logistics and regional development. Results showed that logistics had created jobs, increased company turnover and exports, and increased GDP growth in several regions. For the AM region, results indicate that many companies are operating in this area, contributing to supporting municipalities to reduce regional disparities. Conclusions: A framework for assessing regional logistics performance is proposed together with several logistics performance indicators. This approach is essential for future developments integrating logistics into socioeconomic development.

Differentiated Paths of Regional Green Development Driven by Industrial Enterprise Innovation

A fundamental shift in the regional development pattern is crucial to achieving a comprehensive green transformation in China. Currently, innovation-driven green development is a significant strategic option for regional development. As the main body of innovation and the basic unit of regional composition, enterprises have a profound impact on the development of regional economy, society, ecology, and other aspects. However, considering China’s vast territory and significant regional differences in natural environment and industrial structure, it’s necessary to further explore the specific impact paths of regional green development driven by enterprise innovation. Therefore, taking industrial enterprises as an example, based on the panel data of 30 provinces in China from 2016 to 2020, this study verifies the impact of industrial enterprise innovation on the regional green development level by constructing a parallel multiple mediating effect model and dividing the economy into eastern, central, and western regions to discuss the specific impact paths. The results show that industrial enterprise innovation has a significant positive effect on regional green development level, via different influencing paths in each region: (1) The eastern region improves the regional green development level by narrowing the urban-rural income gap; (2) The central region improves the regional green development level by reducing resource dependence; and (3) The western region raises the regional green development level by improving the rationalization of industrial structure.

Comprehensive methods for measuring regional multidimensional development and their applications in China

National and international research on regional development has matured from the use of single elements and indicators to the application of comprehensive multi-element and multi-indicator measures. We selected 12 indicators from six dimensions for analysis in this study, including income, consumption, education, population urbanization, traffic, and indoor living facilities. We then proposed the polyhedron method to comprehensively measure levels of regional multidimensional development. We also enhanced the polygon and vector sum methods to render them more suitable for studying the status of regional multidimensional development. Finally, we measured levels of regional multidimensional development at county, city, and provincial scales across China and analyzed spatial differences using the three methods above and the weighted sum method applied widely. The results of this study reveal the presence of remarkable regional differences at the county scale across China in terms of single and multidimensional levels of regional development. Analyses show that values of the regional multidimensional development index (RMDI) are high in eastern coastal areas, intermediate in the midlands and in northern border regions, and low in the southwest and in western border regions. Districts characterized by enhanced and the highest levels of this index are distributed in eastern coastal areas, including cities in central and western regions, as well as areas characterized by the development of energy and mineral resources. The regional distribution of reduced and the lowest levels of this index is consistent with concentrations of areas that have always been impoverished. Correlation analyses of the results generated by the four methods at provincial, city, and county scales show that all are equivalent in practical application and can be used to generate satisfactory measures for regional multidimensional development. Additional correlation analyses between RMDI values calculated using the polyhedron method and per capita gross domestic product (GDP) demonstrate that the latter is not a meaningful proxy for the level of regional multidimensional development.

SME’s competitiveness as the ERDF’s priority for the support of regional development – evaluation of the Polish experience

Purpose: The development and competitiveness of regions constitutes one of the most crucial areas of the intervention of the European Union’s structural funds. Aid to SME’s and increasing their competitiveness constitute one of the main priorities of supporting the development of individual regions. The aim of the article is to summarize and evaluate Polish experiences in the use of EU funds for the needs of increasing the competitiveness of the SME sector. Design/methodology/approach: The paper features an analysis of literature concerning the structural funds with a particular focus on the European Regional Development Fund. Additionally, the author analysed the provisions of basic strategic documents, which contain the assumptions for the implementation of the cohesion policy in Polish regions in subsequent EU budget periods over the course of 2004-2020. Findings: Poland as well as its regions have been the beneficiaries of the EU cohesion policy for nearly twenty years, preparing strategic documents and managing aid received from the structural funds during three subsequent periods: 2004-2006, 2007-2013 and 2014-2020. For almost two decades a system of support and the implementation of its major priorities was created at a national and regional level, stipulated in operational programmes and implemented by institutions equipped with suitable competences. Originality/value: The paper is an attempt at summarising Polish experiences in using the ERDF’s aid for the purpose of raising the competitiveness of the entities in the SME sector, which was to constitute one of the main priorities of improving the competitiveness and growth of Polish regions. Ethics, equity, and human dignity in access to health services: the case of cochlear implants in children and adolescents.

Compare the number of implants performed in the last 12years for children and adolescents up to 18years in different regions of mainland Portugal. Study the trend of total implants over the years as well as the percentage held in early ages. Verify to what extent this practice is in line with the values of fairness and justice that underpin European health systems. A retrospective study of cochlear implantation was conducted using a hospital database containing all the episodes with cochlear implant procedures in public hospitals that occurred in Portugal between 2000 and 2012. An analysis by age, year, and region of the implants were performed. The Northern and Central regions, the nearest big center specializing in cochlear implants in Portugal, are those with the largest number of implants: 2.0 and 2.4 per 10,000 children, respectively. The regions of Alentejo and Algarve, which are more rural and remote regions of the center, record the smallest number of implants, 1.1 and 1.5 per 10,000 children, respectively. Over the years, there seems to be an increase of implants implemented in children under 18, most notably from a significant reduction in 2011 and 2012. However, an increase in children implanted before 24months has been observed from the same zero children at this age in the early years studied to 0.46 per 10,000 inhabitants in 2012. The right to adequate health care must be in accordance with the full respect of fundamental human rights. Economic, social, and educational conditions must also be guaranteed in this process of auditory rehabilitation. Societies must develop a system of ethical health priorities, so that even in situations of financial crisis, the most disadvantaged sectors are not the most penalized ones by the inevitable economic constraints that are implemented.

The Spatial Correlation and Explanation of the Evolution of China’s Regional Human Capital Structure—Based on Network Analysis Method

Human capital is an important catalyst for technology to play its role and the key to ensuring regional sustainable development. The current research on human capital mainly considers the imbalance of its stock and regional distribution without of the overall description of human capital structure and an analysis of its spatial correlation. Therefore, this article first builds a model of human capital structure evolution (HCSE) based on primary human capital, advanced human capital combined with economic geographic weight matrix, then uses the network analysis method to make a new deconstruction of the spatial correlation characteristics and the factors of China’s regional HCSE from 2009 to 2018. The results show that: (1) China’s HCSE has experienced regional accumulation in 2012, 2015, and 2018, having more prominent path dependence characteristics, which moreover vary significantly with China’s provinces, that is, the eastern region is dominated by the path of outward overflow, and the central and western regions alternate inward input and outward output; (2) The spatial network of HCSE in China is stable and multi-superimposed. During the sample investigation period, the overall network density first increased and then decreased, the largest regional clustering coefficient and transmission efficiency appeared in 2014; (3) The eastern region (Beijing, Shanghai, and Guangdong as the core) is at the center of network spillover, playing a pivotal role as well as an intermediary and bridge role; conversely, the western region plays a central role in promoting the spatial network of HCSE to the direction of external dependence, while most of the central region has a diminished role in the evolution of spatial association networks; (4) The spatial correlation of HCSE in China is mainly affected by three types of factors: the urbanization level, the investment scale, and the degree of regional development. The greater the difference in urbanization levels is, the closer the spatial correlation of HCSE and the higher its network efficiency is; while the difference in investment scale and regional development has the opposite effect.

Transformation and differentiation of spatial development of Belgorod, Voronezh and Kursk regions

The purpose of the work is to analyze the transformation, differentiation of spatial socio–economic development of the regions bordering Ukraine as part of the Central Chernozem region and their regional metropolises. The results of the study confirmed two types of structures of regional settlement systems of the CCR border regions: Belgorod dual-core and monocentric Voronezh and Kursk with established features of non-metropolitan reduction trends and different vectors of development of border settlement. Dynamics of economic development of the regions since 2010 it indicates a significant transformation and differentiation, a change of leader, a stable nature of the processes of divergence of regions in the levels of development. It is revealed that in 2020 the highest indicators of economic development were achieved by the Voronezh region, the first signs of stagnation of the economic development of the Belgorod region were established, in which a reduction in investment, a change in the geopolitical situation in 2022, the border situation can lead to a decrease in the investment attractiveness of large businesses, a further drop in the pace of economic development, the emergence of instability. The reduction of the share of metropolises in the socio-economic development of the regions, the formation of a new trend – "de-monocentricity" has been established. A retrospective analysis of the population growth/loss ratio revealed a persistent trend of population concentration in suburban metropolitan areas against the background of a continuing decline in the population of the deep regions of the regions. The territories bordering Ukraine are characterized by different vectors of economic and demographic development. The conducted research allowed us to establish the trends of uneven spatial development; the polarization of the development of regional metropolises, non-metropolitan and border areas; the tightening of the population in the regional capitals-metropolises and suburban areas. The methodology of studying the spatial development of regions, regional metropolises provides an opportunity to monitor their levels of development, identify priority problems, and make effective management decisions.

A Sustainable Tourism Approaches for Sustainable Urban and Regional Development: The Case of Göreme Municipality of Nevşehir Province

Creating employment opportunities and increasing the national income, the tourism sector contributes to increased prosperity. In the Tenth Development Plan of Turkey covering the 2014-2018 period, it has been emphasized that sustainable tourism activities will be enhanced within the scope of an environmentally sensitive and responsible tourism understanding and the sociocultural and environmental degradation associated with tourism will be reduced. In the implementation of tourism activities for local and regional economic development, the main objective is minimizing the impact on the environment and socio-cultural structures.In this study, sustainable tourism opportunities in settlements, of which development is based on tourism, are elaborated and the Goreme Municipality, whose tangible and intangible cultural assets are at risk of being lost due to the indirect effects of uncontrolled tourism, are chosen as the study area. Settlements such as Goreme that owe their economic development success to culture tourism have to protect their existing natural, cultural, and social features in order to ensure the continuation of this development. While conservation of the gained identities of settlements is a necessity for urban and regional development, it is also a requirement to feel the sense of belonging to the city or the region. The Goreme Municipality is a settlement with an identity thanks to the existence of a cultural landscape and in such settlements, although the main objective of tourism is to enhance the quality of life economic viability, the sustainability of tangible and intangible assets that should be protected should not be thrown into the background. However, the study results suggest that with the transformation of the old residential buildings of the region built using traditional materials to hotels due to demand pressures, the local population becomes alienated from the town and the culture around them.The sustainability of the intangible cultural heritage has not been achieved; the real estate in the region changed hands with the appeal of hotel investments to investors out of the region; and the low level of utilization of the local people from increased revenues has led to a failure in ensuring regional development and a fall in the quality of life of residents in the area. The airport infrastructures in Pakistan are ranked very low in comparison to airports around the world. Poor airport facilities hinder the growth of aviation sector and of national economy. In their present conditions, airports fail to attract the passenger and cargo carriers. Therefore, a large number of international passengers and cargo carriers have shifted their operations from Pakistanis to Gulf and Middle East. At the time when aviation sector is growing around the globe, the need for airport infrastructure development is immense. As a result, in many developed and developing countries, the Governments are involving private sector to develop the existing airports and to build new airports. Considering the current economic situation of the Pakistan, the Government is unable to invest heavily to develop world-class airport infrastructure. In order to modernize the airports in the country, the Government of Pakistan should infuse private capital.
