Abstract

. . . in the countries of Hispanic America public administration has a large responsibility in the economy due to the insufficiency of technique and native capital, and little private initiative for the exploitation of internal possibilities. Thus, economic planning on the part of governments and public administration consumes, more and more, the attention of ministers and, justifiably, because the nature and volume of the activity that merits regulation on the part of the state is of an economic type. And, the state comes into existence precisely as organized regulator of activities that are already political, social, or economic.'
