Abstract

The Covid-19 pandemic exposes the vulnerability of public institutions of higher education to large unexpected disastrous events - Black Swans. Anecdotal evidence shows they were unprepared to respond effectively because they had not built the organizational capability designed to cope with these types of events. The core competencies required in these situations are best developed through dynamic planning processes.
