Abstract
This paper spots the light on the great achievement that had been done, building an E-Learning management System from the ashes by using the most recent technologies and methodology. This project which named Al-Nahrain Open E-Learning Project” that meets the Iraqi educational requirements and it depends on the open source platforms to give the chances to the later developers and researchers to make use of its codes and techniques, where high potentials and promises are presented by it compared with the available projects in the area. This project like any others universal projects needs a great deal of attention to the aims, benefits, and the planning in order to determined the best result that could be achieved from this project.
