Abstract

The new law on police pertains to significant details of the state administration, and although the title is the Police Act, it does not only apply to police work, the organization of the police and the rights and obligations of police officers. The law regulates the organization of the whole MoI, its jurisdiction, the rights and obligations of all employees in the MoI. The law also introduced a number of new police powers, modernized the existing ones and introducing innovations in the field of the use of force. There are also provisions pertaining to employment and labor issues, organization of work, and other issues in this field. Special attention was paid to strengthening ethics, integrity and anti-corruption. The new Police Act is a classic type of act about police with some modern solutions that have put the emphasis on the respect and protection of human and minority rights and freedoms, new elements of police ethics, human resource management, competition in labor relations, mechanisms of combating corruption and strengthening integrity and control of the work of all employees in the MoI. Its full implementation, like that of any other system law, will ensue following the adoption of bylaws that will regulate certain areas.
