Abstract

Can alignment between energy policies and climate protection within the European Union be achieved without harming other countries? This chapter discusses agrofuels within the context of European energy and climate protection policies and their effects on developing countries from a political economy perspective. The core questions are: (1) Is a fusion between energy security and climate protection possible and will it result in opportunities for a green economy in the EU? (2) Or does the import of agrofuels exacerbate food security and cause nutrition problems in the South? It is argued that the coming together of energy security and climate protection policy, as formulated by the European Commission, cannot be achieved with the strategies and measures to date.
