Breaking Down Barriers, Building an Ecosystem, and Enhancing Radiation Effect: The "Three-Dimensional Strategic Approach" Policy Path for the Construction of the Beijing-Tianjin-Hebei Science and Technology Innovation Corridor
The Beijing-Tianjin-Hebei Science and Technology Innovation Corridor, as a crucial spatial platform for promoting regional collaborative innovation and high-quality development, holds a pivotal position in the national strategic layout. Based on field research and policy text analysis, this paper systematically reviews the progress, bottlenecks, and policy pathways of the Beijing-Tianjin-Hebei Science and Technology Innovation Corridor's construction. The study reveals that, compared to the Yangtze River Delta G60 and the Guangzhou-Shenzhen-Hong Kong-Macau Science and Technology Innovation Corridor, the Beijing-Tianjin-Hebei region faces more pronounced structural issues, such as administrative barriers, sluggish flow of innovation elements, and insufficient radiating and driving effects. To tackle these challenges, the paper proposes a "three-dimensional strategic approach" policy framework: "Breaking Down Barriers" aims to dismantle institutional obstacles through unified science and technology service standards, coordinated talent policies, and expanded mutual recognition of qualifications; "Building an Ecosystem" emphasizes the establishment of a basic research support system, an innovation element circulation mechanism, and a gradient industrial collaboration network; "Enhancing Radiation Effect" focuses on strengthening the cooperation intensity between Beijing and Tianjin-Hebei, as well as reinforcing the driving capacity of industrial chains. The research contends that only through the joint efforts of institutional innovation, ecosystem construction, and radiation enhancement can the Beijing-Tianjin-Hebei region be propelled towards becoming a globally influential science and technology innovation corridor.

Innovation is the primary driving force and important support for Northeast China’s revitalisation strategy to move toward ‘high-quality development’. Based on 1985–2016 data, this study aimed to explore structural characteristics and organisational patterns of a co-innovation network from a high-quality development perspective based on social network analysis. Previous literature on the co-innovation network only emphasise network scale expansion and network density increases, ignoring the optimisation of network structure. The evolutionary analysis showed that the co-innovation network in Northeast China presents high growth, openness, hierarchy, assortativity, accessibility and clustering. Regarding organisational patterns, the network’s top-level structure was reconstructed, developing from ‘dual-core drive’ to ‘multi-core resonance’, forming a ‘multi core and semi core and peripheral city’ structure. To improve the high-quality network development, it is necessary to strengthen the radiation-driving ability of core cities, clarify the function orientation of non-core cities, eliminate administrative barriers and guide the professional and differentiated development of non-core cities.

The study of the relationship between the innovative development of the region and the level of tourism development in the region is relevant today. The development of regions and innovative solutions contribute to the development of tourism, and tourism, in turn, contributes to the development of innovation and attracting investors, so we can talk about a two-way mixed process of innovative development of regional tourism and regions. The purpose of this article is to consider the innovative development of the region as a condition for the effective development of tourism in the region. The object of research is the tourism sector of the regions of Kazakhstan; the level of innovative development of the region and the level of development of regional tourism in the region. Carrying out a conceptual analysis in the article; to give a brief description of the two positions of the regions (from the point of view of regional innovations and the development of regional tourism); to analyze the indicators of the regions of Kazakhstan according to various ratings.

Promoting green development along the Belt and Road Initiative (BRI) is an important initiative for global environmental governance and an inevitable choice for leading the economic and social development in a green, low-carbon and recycling-oriented manner. This article analyzes the impact of the BRI on the green innovation development along the routes and neighbouring regions by using the Super-SBM model, the dynamic-spatial difference-in-difference (DS-DID) model and the GMM estimation method. It is found that: (1) The level of green innovation development in different regions varies greatly, but the overall positive spatial correlation is stable. (2) The BRI can effectively improve the green innovation development in the regions along the routes, and has the ‘spatial and temporal spillover effect’ of ‘taking neighbours as partners and making progress together’. (3) The BRI can promote the green innovation development of the regions along the routes and neighbouring areas through industrial development and scientific and technological progress. This article puts forward suggestions for reference from the aspects of balancing regional competition with overall objectives, coordinating pilot projects and joint development, taking into account both domestic and international ‘double-cycling’, and focusing on the precise implementation of the powers and responsibilities of local governments.

In order to positively meet new international trade rules, China has put forward the strategy to implement Pilot Free Trade Zones (PFTZs). The extensive establishment of PFTZs has offered a good innovation environment for regional economic development. Consequently, based on data from 30 provinces from 2007 to 2022 as research samples, this study discusses the impact of establishing PFTZs on regional innovation development and examines the policy effect heterogeneities. In addition, digital finance (DF) and the digital economy (DE) are introduced as mediating variables to verify whether DF and DE play a mediating role between building PFTZs and regional innovation. Empirical results show that building PFTZs is beneficial for boosting the regional innovation level. The heterogeneity analysis indicates that the effect of PFTZs policies on the regional innovation level is more pronounced in provinces and cities with higher economic development levels, coastal provinces and cities, and provinces with larger population scales. Furthermore, according to the mediating effect test, it can be found that PFTZs will enhance the regional innovation level through DF and DE. Therefore, it is suggested to continuously promote the strategy of building PFTZs, pay full attention to the deep integration of DF, DE, and regional innovation, and generally improve the regional innovation level.

Regional innovation and development of regions in Poland Regional innovation and regional development are terms commonly used today, but they are ambiguously defined and often interpreted implicitly and understood intuitively. There are few works in the literature that consider both economic categories simultaneously, and comparative analyses are usually difficult due to the varying approaches taken by individual researchers in defining these terms, quantifying the research area, and analyzing the collected statistical data. This monograph is part of the trend in regional research focused on innovation and development. For the purposes of this study, the following research hypothesis has been adopted: Measuring regional innovation and development in Poland is possible, but it remains ambiguous. The divisions between weak and strong regions are becoming more pronounced, while interregional differences have been and continue to be visible, though they are not significant. The main objective of the study is to provide a statistical overview of regional innovation and development in Poland over the past ten years. The authors intend to highlight a clear dualism in both the title and the entire monograph. Both economic categories under consideration are interconnected and influence one another. A higher level of innovation has a positive impact on regional development, yielding visible benefits and enhancing the overall socio-economic situation of a given area. The scale and intensity of activities undertaken to create and absorb innovations are, to some extent, determined by the level of development already achieved in that area. Highly developed regions with greater prosperity often allocate more resources to research and the implementation of innovations, which enhances their capabilities compared to less developed or backward regions. To ensure the comparability of the results, this study assumes that the entire procedure is consistent across each of the last ten years under consideration. Initially, general criteria concerning regional innovation and regional development in Poland are defined. Variables have been selected that, despite the limitations mainly due to the incomplete availability of reliable and comprehensive statistical data, allow for a relatively thorough description of the relevant economic categories. As a result of the considerations presented and the research conducted using taxonomic methods, the study’s objectives were achieved, and the hypothesis was positively validated. The statistical overview of regional innovation and regional development in Poland from 2014 to 2023 allows us to conclude that there are noticeable divisions between strong and weak voivodeships in both cases. While interregional differences exist, they are not significant.

The economy of China has turned to the stage of high-quality development. In this sense, the connotation of regional innovation capacity should reflect more aspects, such as better economic effectiveness, people-centered philosophy of development and better living conditions. This study aims at establishing the evaluation index system of regional innovation capacity under high-quality perspective. Then the dynamic evaluation method based on gray correlation degree and TOPSIS is improved. And the improved method is applied to evaluate the regional innovation capacity under high-quality development perspective. The results show that: 1) The regional innovation capacity of Jiangsu, Zhejiang, Shanghai and Guangdong under high-quality development perspective is better than other regions, while the regional innovation capacity of Beijing-Tianjin-Hebei is imbalanced. Regional innovation capability of Fujian, Shandong, and Hainan from a high-quality perspective is at the middle and lower levels. 2) From the perspective of development trends, the gap of regional innovation capacity between Beijing, Jiangsu, Zhejiang, Shanghai, Guangdong and Fujian, Hebei, Shandong is gradually narrowing. 3) An in-depth analysis of the regional innovation capability of the eastern provinces and cities from the perspective of high-quality development through different dimensions shows that Beijing, Guang-dong, Jiangsu perform well in all dimensions, while Fujian and Hainan need to pay more attention to innovation input and the creation of a better innovation environment to enhance innovation output and promote innovation effectiveness. At last, based on above analysis, relevant policy recommendations are proposed.

Статья посвящена исследованию влияния эффективности системы государственных закупок на инновационно-инвестиционное развитие регионов Российской Федерации. Актуальность исследования обусловлена возросшим количеством нарушений, выявляемых органами контроля (аудита) в сфере закупок, а также отсутствием единого механизма процедуры мониторинга. Предметом исследования выступает система государственных закупок на региональном уровне; объект исследования — регионы Сибирского федерального округа; временной период для оценки: 2014—2020 гг. Цель исследования заключается в оценке влияния эффективности системы государственных закупок на инновационное и инвестиционное развитие регионов на основе разработанного методического инструментария (на примере субъектов Сибирского федерального округа). Выдвинута гипотеза: повышение эффективности функционирования системы государственных закупок способствует росту уровня инновационного и инвестиционного развития регионов. В процессе исследования проведен сравнительный анализ методических подходов к оценке инновационного и инвестиционного развития региона и эффективности системы государственных закупок. По результатам сравнительного анализа методических подходов сформирован методический инструментарий оценочной процедуры влияния эффективности системы государственных закупок на инновационное и инвестиционное развитие регионов на основе инструментов экономико-математического моделирования. Обоснована целесообразность проведения первичной оценки влияния на основе использования метода сравнения параллельных рядов путем расчета коэффициента Спирмена. Реализована апробация предложенного методического инструментария на примере регионов Сибирского федерального округа; выявлены риски и угрозы инновационно-инвестиционного развития субъектов, а также проблемы, снижающие эффективность системы государственных закупок в разрезе регионов. Проведена первичная оценка влияния эффективности государственных закупок на инновационно-инвестиционное развитие сибирских регионов. Результаты исследования дают основание для разработки направлений совершенствования методического инструментария (в контексте формирования соответствующей методики регионального мониторинга контрактной системы). Результаты исследования могут использоваться региональными органами исполнительной власти при разработке (или корректировке) стратегических документов социально-экономического развития, а также для формализации процедур мониторинга контрактной системы в регионе. The article is devoted to the study of the impact of the public procurement system efficiency on the innovation and investment development of the Russian regions. The relevance of the research is due to the increase in violations, detected by inspection bodies (audit) in the field of procurement, as well as the lack of a single entity for the monitoring procedure. The subject is the State Public Service Procurement at the highest level; the object is the regions of the Siberian Federal District; evaluation time period: 2014—2020. The objective is to evaluate the impact of the public procurement system efficiency on the innovation and investment development in the regions based on the developed methodological tools (on the example of constituent entities of the Siberian Federal District). It has been hypothesized that an increase in the public procurement system efficiency has an impact on the high level of innovation and investment development of the regions. The comparative analysis of the methodological approaches to the assessment of such development of the region and the public procurement system efficiency is carried out. On the results of the comparative analysis of methodological approaches, the methodological tools for the evaluation procedure of the public procurement system are formed, based on the economic-mathematical modeling tools. The expediency of the initial impact assessment based on the use of the parallel series comparison method by calculating the Spearman coefficient is justified. The approbation of the proposed methodological tools on the example of the Siberian Federal District’s regions is implemented; risks and threats to innovation and investment development of subjects, as well as the problems related to the public procurement system efficiency of the regions are identified. An initial impact assessment of the state procurement on the innovation and investment development of the Siberian regions is carried out. The results of research are the basis for the development of the methodological tools (in the context of establishing relevant methods for monitoring the regional contract system). The results can be used by regional executive authorities in the development (or adjustment) of strategic documents for socio-economic development, as well as the formalization of monitoring procedures for the contract system in the region.

The article is devoted to the methodological aspects of assessing the sustainability of the regional innovation system and assessing the contribution of the triad participants (education / science, business, government) to the overall region innovative development based on the Triple Helix model. The system of indicators has been determined, which allows to study the region innovative development as a whole and separately pursuant to the blocks of indicators of the triad. Integral rating assessments of the innovative development of the northern regions of Russia of the resource type for the period from 2010-2019 were performed, on the basis of which the levels of innovative sustainability of the regions were calculated and the shares of the contribution of the triad participants in the overall region innovative developmental economy were determined. The authors believe that the proposed methodological approach (algorithm) based on the Triple Helix model adequately solves the assessment of the level of sustainability of the innovative development of regions and the assessment of the contribution of the Triad participants to the overall region innovative development. In order to identify the strengths and weaknesses of the activities of the participants of the triad, innovative profiles of the regions have been built, which allow the executive bodies of local government to make appropriate regulatory and managerial decisions aimed at improving the weak positions of the activities of the participants in the triad. The main advantages of using this method include the simplicity of performing numerical calculations based on the standard Microsoft Excel platform, the use of official statistics that exclude the effect of subjectivity arising from the use of various weight coefficients. The obtained study results may be used by regional authorities to adjust the existing program documents in the field of innovation policy, as well as by various economic and social actors for monitoring and predictive assessment of the innovative development of their industry.

One of the mandates of Law No. 23 of 2014 concerning Local Government is to direct all Local Governments to accelerate the realization of public welfare through regional innovation. Today many innovations have been created and almost everything are related to speed, improvement, and information technology systems. In Global Innovation Index 2018 which ranks innovations globally, the rating of regional innovation Indonesia has raised two ranks from the previous rank, from 87 to 85. The scores obtained by Indonesia were still above the average of middle and lower income countries. However, at least there are a number of weaknesses in Indonesia from the aspects spread in areas of innovation regulation, for example the environment, school funding by the government, the companies willingness to offer formal training, and scientific and technical articles. The purposes for the assessment of Local Government`s innovation are to provide efforts and strength for Local Governments to stimulate their competitiveness through regional innovation. This activity used regional innovation index calculations by performing calculations based on variables: input, process, output, and outcome`s regional innovation. The location of the assessment is all Local Governments in Indonesia. The results in this study explain that there are seven government service innovations. The result of this assessment activity is the input of regional innovation screening data through online information system. However, there are still some obstacles in the input of regional innovation: the absence of data from local governments in eastern Indonesia. Government should give more attention on regional innovation development.

The paper offers insights to foreign and domestic studies on building and utilization of labor potential which has revealed the lack of knowledge of innovative labor potential which in modern realia makes the most valuable strategic asset of company development. The current classification of the structural elements of labor potential has been specified and complemented by adding an innovative component which includes physiological, demographic, psychosocial, intellectual, qualification and value-based components. Evaluation of the nature of the innovative labor potential category has allowed to identify its core elements (intellectual and creative) as well as the stages of its implementation: innovative thinking, innovative activity, innovative efforts. The following factors influencing the company innovative labor potential formation have been identified: globalization, modernization and informatization of manufacturing processes, government policy in the area of education and science, national and regional innovation policy, etc. Regional specifics that underpins the local business innovative labor potential has been revealed affecting sector-specific regional development; the level of regional innovative infrastructure development; the education level of the employed population; the availability of business R&D potential; business innovation activity level. The study has also identified the key trends in building and enhancing the company innovative labor potential which traced a decline in active working age population; an increase in the share of employed population with higher and secondary vocational education, etc. The research findings on the degree of innovative activity development of company labor potential have demonstrated: a high education level of the workforce (53% of the employed have higher education degrees; insufficient level of creative activity and utilization of intellectual potential. The conclusions provide evidence on the lack of an effective framework on managing innovative labor potential and ultimately – low innovative capacity in the manufacturing sector. It is argued that the main reasons for underutilization of employee innovative labor potential are the ineffective methods of labor potential management, the lack of a clear motivation and stimulation strategy (50%) along with the failure to use employee creative potential (29%). The proposed model of building an innovative labor potential ranking which combines the capabilities and benefits of rating and rating management allows for reasoned decision-making in a targeted and sound stimulation and motivation of innovative and inventive activities.
