Abstract

It was complete chaos in Taiwan's provincial assembly when legislators finally voted 24 to 2 in favor of approving the land leases that Bayer needs to set up a toluene diisocyanate (TDI) plant near the central city of Taichung. The company will soon announce whether it has enough patience to await issuance of construction permits by reluctant local politicians. In December, Bayer said it was suspending negotiations on its $1.5 billion project because Taiwan's provincial assembly had failed to approve land leases. A few weeks later, it agreed to wait until the end of February for the approval. The provincial assembly held a special session Feb. 26, but adjourned amid tumult without voting. The morning of the March 6 session was really chaotic, says Douglas Habecker, Taichung bureau chief for the China News Daily , who witnessed the proceedings.
