The European Community's DELTA initiative is likely to have significant impact on both the development and application of new learning technologies for education and training Being heavily dependent on computer technology for its ultimate realization, the DELTA programme will require the development of effective and efficient means of authoring courseware This paper outlines one approach to meeting this requirement.
