Assessing the effectiveness of agricultural policy implementation in rural Vietnam: Evidence from the Mekong Delta

This paper aims to scientifically evaluate the effectiveness of agricultural policy implementation in An Giang and Vinh Long provinces in Vietnam, two localities with different production characteristics but playing an important role in the agrarian structure of the Mekong Delta region. The research objective is not only to measure the effectiveness of policies but also to identify the factors determining the differences in government policy implementation. The research design combines a quantitative survey of 400 farmer households with qualitative analysis from expert interviews to ensure the multidimensionality of the data. The Sustainable Equation Modeling was used to examine the structural relationships between variables and assess the suitability of the scale and model. The analysis results showed four groups of factors significantly impacting implementation effectiveness: the governance capacity of local authorities; the adequacy of resources and supporting infrastructure; farmer participation; and monitoring and feedback mechanisms. In this context, local governance is a strong factor, reflecting the role of the implementation apparatus in transforming policy objectives into concrete results. The practical implications of the study suggest that strengthening management capacity, consolidating production infrastructure, establishing a two-way feedback mechanism, and expanding citizen participation are necessary to improve the effectiveness of agricultural policy implementation in the future.

Moderated Mediation Dynamics: Influence of Strategic Linkages and Policy Implementation on Corporate Leadership and Kenya Agricultural Research Organization's Performance

Global demand for safe, affordable, and accessible nutritious food currently exceeds governmental efforts, notwithstanding huge investments in enhancing capacity of organizations mandated to reverse such trends. With the projected 27% increase in global population by 2050, the need for corporate leadership and policy implementation efforts is urgent. The study explored the moderated mediation effect of strategic linkages and policy implementation on the relationship between corporate leadership and performance of Kenya Agricultural and Livestock Research Organization (KALRO). Rooted in organizational excellence, upper echelons, legitimacy, institutional, and stakeholder theories, the study employed a pragmatic philosophy, and mixed methods design to mitigate bias. The target population included 75 management organs, with 60 directors and 188 top leadership units as units of observation. Quantitative data was analyzed using SPSS, and qualitative data using NVivo. Cronbach’s alpha (α ≥ .700) confirmed internal consistency. Both confirmatory factor and principal component analyses aided data reduction. Moderated mediation analysis, using Hayes' PROCESS Macro, showed significant interaction (p = .004) between policy implementation (mediator) and strategic linkages (moderator), indicating that the effect of policy implementation on KALRO’s performance varies with levels of strategic linkages (set at -.229). Index below -0.229 shows significant relationships, and vice versa. Recommendations encompass gender diversity, inclusive leadership development, regular performance appraisals, an enhanced monitoring and evaluation system, and improved linkages. The findings provide valuable guidance for KALRO's leadership amid competing priorities and budgetary constraints. This study aims to determine and analyze the implementation of local government policies in education development in island areas. This type of research uses case studies. The design of this case study by placing Laonti Subdistrict as the setting (place), object (actor), and event (activity) implementation of these policies. An informant is a subject who is considered capable of providing information on the problem under study. This research data collection technique is through observation, document studies, and interviews. Data analysis in this study was carried out during the data collection lasting until the moment of drawing conclusions. The results showed that there are five local government policies as a form of intervention against the problem of low quality of education and uneven distribution of services, namely: (1) construction of new school units in the form of opening one-stop elementary-junior high schools, (2) increasing teacher professionalism, (3) curriculum design & local content, (4) increasing community participation through school and community-based management, as well as (5) empowering the UPTD Office of the Laonti Sub-district Education Office. The implementation of government policies, in general, has not been running optimally. Because in dealing with education in island areas with the complexity of the problems in it, a special approach or special policy is needed by paying more attention to geographical factors.

RTRW Kota Semarang 2011 – 2031 telah disusun dan disahkan dalam Perda Kota Semarang Nomor 14 Tahun 2011. Pengembangan aktivitas industri di Kota Semarang lebih dibatasi karena mengacu kepada visi Kota Semarang mengedepankan pengembangan sektor perdagangan dan jasa. Industri-industri di kawasan Simongan tidak pernah dialokasikan di dalam perencanaan RTRW padahal terdapat ± 12 perusahaan dengan luas area sekitar 50 hektar dengan ribuan karyawan. Industri-industri tersebut sudah ada sejak tahun 1950an. Industri-industri yang menempati lokasi di luar zona industri dipandang sebagai pelanggaran terhadap perda. Sebagai bentuk pengendalian pemanfaatan ruang dari RTRW Kota Semarang, maka kegiatan industri yang masih berada di luar kawasan industri akan direlokasi secara bertahap dan apabila tidak dilaksanakan ada sangsi yang harus diberikan. Masyarakat dan pengusaha melakukan penolakan. Peran industri terhadap perekonomian sekitar kawasan cukup signifikan. Penelitian terkait efektivitas implementasi kebijakan pemerintah dirasa sangat dibutuhkan mengetahui bagaimana efektivitas implementasi kebijakan sebagai upaya penegakan pengendalian pemanfaatan ruang pada industri-industri di kawasan Simongan?. Kebijakan dilaksanakan tidak sebagaimana mestinya sehingga implementasi yang efektif sukar untuk dipenuhi. Tahapan penelitian kajian efektivitas implementasi kebijakan melalui pembahasan kajian kebijakan rencana pemindahan lokasi industri; kajian persepsi pemerintah, pelaku industri dan masyarakat.

Obstacle to Effective Financial Policy Implementation in the Local Government System in Sierra Leone

Financial policy making and implementation is one issue that cannot be over emphasized because of the important role it plays in the life of any organization wishing to survive and to grow in the face of dynamic environment, based on the need for organisations to achieve their objective. This research is conducted to study the obstacles to effective financial policies Implementation in the local government system in Sierra Leone with a particular reference to Waterloo Rural District Council. Public policy plays a crucial role in both local and national institutions in Sierra Leone. Whereas, public policy implementation has been fundamental to Sierra Leone since independence, the paradox of public policy Implementation has continued to militate the realisation of policy objectives in the country. The study uses a qualitative method to highlight the need for proper and effective policy Implementation while identifying some impediments to be tackled in ensuring that financial policies, particularly those relating to institutional or organizational development are effectively and timely implemented. These impediments include among others; corruption, ethnicity bad leadership, political instability, low public service structures. The study therefore put forward sustainable development measures, such as effective use of political will, eschewing social vices (like ethnicity, favoritism nepotism and mediocrity), continuity of policies between governments, eradication of corruption etc.

Analisis implementasi kebijakan penanganan pandemi Covid-19 di Selandia Baru

Covid-19 as a pandemic phenomenon has been impacting global life since last year. Almost all countries in the world encounter crises in various sectors. One of the countries that succeeded in handling the Covid-19 cases is New Zealand. The success attracted many researchers to conduct a research to analyze the New Zealand Government's moves in handling the pandemic to take a lesson from it. Moreover, the pandemic is still not over yet. This research focuses on the public policy dimension from the government of New Zealand to handle the pandemic and has an objective to analyze the factors that contribute to the effectiveness of policy implementation from the government of New Zealand, using the policy implementation model from George C. Edwards. This research uses a qualitative method with a desk study as a means for collecting data. The result of this research is clear communication, adequate resources, and slight disposition are the factors that contribute to the success and effectiveness of policy implementation in New Zealand in order to handle the Covid-19 pandemic. However, the bureaucracy structure factor with the fragmentation of health institutions between national and local governments might have undermined that success.

The Strategic Supplier Relationships towards Effective Policy Implementation in the Ghana Armed Forces

The study evaluated the impact of strategic supplier relationships on the effectiveness of procurement policy implementation in the Ghana Armed Forces (GAF). The study was underpinned by the Resource-Based View of the Firm, the Strategic Sourcing and Trust theories, and the E-Procurement System Framework, which explain the connection between Strategic Supplier Relationships (SSR) and the effectiveness of policy implementation. The study employed a descriptive research design with a quantitative approach. The study relied solely on primary data, using a structured questionnaire to solicit responses from 156 respondents, including GAF personnel and other stakeholders. The research locale was Burma Camp, in Accra, Ghana's capital city. SPSS version 26 and SMART PLS version 3.8 were used for the data analysis. The analysis considered descriptive and inferential analyses (ANOVA by Factor, t-test, and Structural Equation Modelling (SEM)). The study found significant opportunities for the GAF in SSR. These include strategic alliance, transparency and accountability, long-term planning, and local sourcing. In addition, the study found that the current state of Supplier Relationship Management (SRM) implementation in GAF has a significant impact on Communication, Mutual Trust, and Supplier Performance. Furthermore, the study revealed that the Public Procurement Law significantly moderates the challenges and opportunities, as well as the SRM, in the effective implementation of the Procurement Policy in GAF. Additionally, SEM results indicate that Challenges & Opportunities and SRM have a significant influence on effective policy implementation in the GAF.

Plant Diversity And Food Security At Households In Mekong Delta – Viet Nam

The research aims at collecting basic data with the participation of farmers in the Mekong Delta – Viet Nam; then proposes solutions to enhance farmers' capability in bio-diversity management, which help ensure household food security for the furture. Also in the research, the group of researchers has focused on agricultural manufacturing efficiency, food security and plant diversity at household level. The PRA - Participatory Rural Appraisal and Questionnaires menthod were used in this research. The result of research showed that the main resource of farmers' income within is from grain rice production, accounted for 95.2% in An Giang province, 74.4% in Hau Giang province and 87.9% in Soc Trang province. The division of labor in terms of gender is relatively reasonable. It has also found out that farmers have considerable knowledge of household food security; that plant diversity is decreasing as agricultural products are subjected to change towards market needs (24.3% in An Giang province, 27.1% in Hau Giang province and 33.3% in Soc Trang province). Besides, the research results also showed the fact of food insecurity and how households to react in case of food insecurity.

Effectiveness of Policy Implementation in Achievements of The Expected Food Pattern Score (Study in Kutai Kartanegara Regency, East Kalimantan)

The purpose of this study is to analyze the effectiveness of achievement policy implementation of Expectation Food Pattern Score in Kutai Kartanegara Regency. This research is a qualitative inquiry, and using descriptive method. The novelty of this study is analyzed expectation food pattern score for whole community, while previous studies analyzed children age 2-6 years. The data collected were analyzed using Interactive Model Analysis by Miles, Huberman and Saldana. The findings in the field show that the implementation of achievement policy implementation of Expectation Food Pattern Score in Kutai Kartanegara Regency has met the criteria of 5 right, namely: right policy, right implementer/actor, right target, right environment, and right proses. In other word, the implementation has been effective.

The title of this research is : "The Effect of Local Government Policy Implementation on the Effectiveness of Changes in the Public Transportation Route Network in Cianjur Regency". The background of this research is the ineffective implementation of local government policy. This research used an explanation survey with a quantitative approach. This research was conducted at the Cianjur Regency Transportation Service Office, Rawabango Terminal, Pasirhayam Terminal, Main Market, Jalan Siliwangi, Jalan Dr. Muwardi. Collecting data in this research is through survey, observation, and documentation. The sampling technique used is probability sampling with simple random sampling. The theory of this research is policy implementation from Mazmanian and Sabartier and for the theory of effectiveness by Siagian. The results of the research showed that there is no affect of the implementation of local government policy on the effectiveness of changes in the network of public transport routes in Cianjur Regency. Marked by the characteristics of the problem can not be identified, then the carrying capacity of regulations and non-regulations that can affect the process of implementation can not be implemented properly.

USING VIETNAM'S CURRENT CONTINGENT OF SCIENTIFIC AND TECHNOLOGICAL INTELLECTUALS - REALITY AND SOLUTIONS

As a province in the Mekong Delta, Vinh Long located in the central location of the delta in the Lower Mekong River Basin. With many name changes, from May 05, 1992, the name Vinh Long has been used up to now. Vinh Long is known as the “Southern land of the talented”, the “sacred land of the talented”. After the liberation of the South and reunification of the country, Vinh Long intellectuals, including scientific and technological intellectuals, were continued to be respected by the revolutionary government, and thrived, making great contributions to the development of the province. In 2022, Vinh Long's population was 1,029,015 people, and labor force was 612,369 people, accounting for 59.5% of the population, of which scientific and technological intellectuals accounted for 5.42% (33,217 people). Number of scientific and technological intellectuals awarded bachelor, master to PhD degrees all increased. In addition, there is not much difference between male and female intellectuals in Vinh Long. Intellectuals aged from 30 years old to under 40 years old accounted for 38.22%, and intellectuals aged from 40 years old to under 50 years old accounted for 28.52%. In addition to the achieved results, Vinh Long's scientific and technological intellectuals also have many limitations such as: the number of scientific projects is not much; the implementation progress is still slow; in addition, intellectuals with PhD degrees are concentrated in universities. From the above facts, it is necessary to have solutions to develop scientific and technological intellectuals in Vinh Long province in the current period to effectively serve the local economic and social development.

Isolation and characterization of plant growth-promoting rhizobacteria from wild rice (Oryza rufipogon) in the Mekong Delta, Vietnam

Biodiversitas 26: 1221-1228. Rhizospheric bacteria play a very crucial role in crops, especially rice. In contrast to cultivated varieties, wild rice (Oryza rufipogon), which is abundantly found in Mekong Delta canals, may have distinct rhizobacterial populations. Therefore, the objective of this work was to isolate and characterize Plant Growth-Promoting Rhizobacteria (PGPR) from wild rice with the characteristics of nitrogen fixation, phosphate solubilization, and IAA synthesis. A total of 12 bacterial strains, including seven bacterial strains of nitrogen-fixation and five strains of phosphate-solubilizing microbes, from four rhizospheric soil samples of wild rice in Tien Giang and Vinh Long provinces of the Mekong Delta, Vietnam. The results showed that strain B?1.2 had the highest nitrogen fixation activity with NH4+ content of 0.281±0.007 mg/L. In contrast, strain B?1.3, had the highest phosphorus solubilizing ability with a halo diameter of 1.123 ± 0.025 mm. Also, the finding showed that six out of twelve bacterial strains were capable of synthesizing IAA (Indole-3-Acetic Acid), of which strain B?2.3.1 produced the highest IAA with a concentration of 0.053 ± 0.001 mg/L after 8 days of bacterial inoculation. In particular, B?2.3.2, B?1.3, and B?2.4 simultaneously exhibited the ability of nitrogen fixation, phosphate solubilization, and IAA synthesis. The strain B?1.3 was identified as Stenotrophomonas sp. based on colony morphology, biochemical characteristics, and 16S rRNA gene sequencing with 91.74% similarity. To our knowledge, this is the first report of isolation of rhizospheric bacteria from O. rufipogon with the characteristics of nitrogen fixation, phosphorus solubilization, and IAA production in the Mekong Delta, Vietnam.
