Abstract

Pursuant to the decisions of the Twenty-Fourth Congress of the Communist Party of the Soviet Union and the resolution of the Party Central Committee and the USSR Council of Ministers, secondary-level vocational technical[trade] schools, a new type of educational establishment in our country, have been created and are now being developed.* These institutions have two main functions: to train skilled workers for the economy and to give the youth a general secondary school education at the same time.
