The h-index (Hirsch, 2005) is one important measure of scientometric relevance in the world of scientific research. There is no such index as far as arts are concerned, regardless of the kind of art we could refer to. This article proposes the astri or a-index, meaning the artistic, scientific and technological research index, a Hirsch index homologue specialized for this exceptionally complex domain of the arts, in this particular case, music.

In this paper, the review is vital for the development of scientific and technological research also highlights the efforts made sporadic in this area. And try to put some solutions and recommendations that help the advancement of scientific research to resolve issues in the Sudanese society as the quantity and quality. Despite the obstacles, the movement of scientific research did not stop completely, because a number of researchers still believe in the inevitability of continued scientific research to benefit the maximum of what is available (and the efforts of individual) to attain the objectives of development, prosperity and keep pace with scientific development. The reality, which must be viewed seriously and considering it is that scientific research has become a pedestal only to build a modern state in today's world, and became the backbone for all plans developed nations and even developing countries. And enter the world in the era of World Trade Organisation (WTO) and intellectual property Guanyin and the demands of globalisation for the next century that followed, we will find ourselves irrelevant desert plant that the blood on our present situation did not change ourselves. Evaluation of Scientific and Technological Research in China’s Colleges: A Review of Policy Reforms, 2000–2020

Purpose: This study conducts a systematic review of policy reforms for the evaluation of scientific and technological research (E-STR) in China’s colleges. In doing so, it identifies changes to past policies, as well as the objectives and realizability of the most recent policy reform. Design/Approach/Methods: This study systematically reviews the contexts of E-STR policy reforms in China’s colleges post 2000 using three important related policy documents from 2003, 2013, and 2020 as samples. Research findings were obtained via content analysis. Findings: Unlike previous attempts, the most recent policy reform has incorporated the lessons learned while introducing highly targeted measures and a monitoring mechanism. Such reform should accelerate the promotion of major original scientific research in China’s colleges, enhance the contribution of scientific research to socioeconomic development, and strengthen support for the cultivation of undergraduate talents. Originality/Value: Initiated in the early part of 2000, China’s latest E-STR policy reform constitutes an important turning point in the initiative to burst the research bubble and return to the essence of innovation. It will drive China’s colleges to embark on a research path that places value on original innovation and contribution to socioeconomic development.

Guyford Stever, who is also President Ford's scienfific adviser, writes about the complex relationship between scientific research, technological development and their consequent economic, social and ethical effects. He exemplifies an American point of view in his discussion of a variety of NSF supported projects, ranging from the utilization of solar energy and enzyme catalyzed chemical processes to the development of better tunneling techniques. The problem of morality, law and international equity are recognized and Stever argues for the importance of scientific and technological research to ensure a better future for mankind.

The Scientific Field During Argentina’s Latest Military Dictatorship (1976–1983): Contraction of Public Universities and Expansion of the National Council for Scientific and Technological Research (CONICET)

This study looks at some of the traits that characterized Argentina’s scientific and university policies under the military regime that spanned from 1976 through 1983. To this end, it delves into a rarely explored empirical observation: financial resource transfers from national universities to the National Scientific and Technological Research Council (CONICET, for its Spanish acronym) during that period. The intention is to show how, by reallocating funds geared to Science and Technology, CONICET was made to expand and decentralize to the detriment of universities. This was the primary tool used by the military regime to thwart higher education’s research development, bolstering research efforts at other realms. Thus, CONICET grew in budget, number of researchers, and staff size, creating new research institutes, while national universities struggled with reduced funding and were forced to shut down their institutes and programs. As a result, CONICET virtually concentrated all scientific research, foregoing the knowledge accumulated at universities, which drove a wedge between both institutions. This military approach to science and technology policy-making is discussed, bearing in mind the notion of dependence—both in terms of the state’s intervention in the inner workings of the scientific-university field as well as regarding the role played by international financial support in scientific research development.

The Role of the Digital Library in the Development and Encouragement of Scientific Research During the Corona Pandemic

The study aimed to shed light on the impact of using the digital library in encouraging and developing scientific research from the point of view of graduate students at the College of Business at King Khalid University during the COVID-19 crisis. The descriptive analytical approach was used to achieve the objectives of the study. A questionnaire was used to collect data and information, and the SPSS program was used to analyze the data. The study reached several results, including the fact that the digital library helps detect plagiarism, forgery, copying, and imitation in scientific and technological research and facilitates communication between academic researchers from faculty members and students by logging in. The digital library and the exchange of ideas and information contribute to the development of scientific research. Graduate students use the resources in the digital library to efficiently complete their assignments and scientific research. The use of the digital library contributed to saving time and effort for graduate students. It was recommended that the culture of digital awareness be spread by preparing workshops for graduate students to introduce them to digital libraries and teach them how to use and activate them in the service of scientific research.

Islamic values ​​cover all aspects of spiritual, intellectual, economic, social and scientific life. An area that has no boundaries of generations and advances in civilization such as Islam has an impact on the value of technological knowledge, messages spread through direct determination, reminders of Allah SWT blessing, proof based on the past, and allusions of science as fact through modern scientific activities. Includes 5 (five) roles of Islam in modern scientific activities, including: as a basis for scientific and technological research; implementation of epistemology; provides answers to scientific research questions, encourages exploration of nature as God's creation; as a form of value in the development of technological science. So this research is made based on an Islamic perspective related to science and technology research, which concludes that Islam provides a positive image of the value of scientific research and innovation in technological development. This research proves that the global Islamic world understands the extraordinary creations of Allah SWT which are manifested through technological science to provide individual and social welfare for human beings, and provide value to scientific technology policies from an Islamic perspective.

Efficiency estimation of scientific research conducted by masters’ of nursing by means of modern scientometric technologies

Nursing is an important link in health care, providing a wide range of medical care that includes caring, first aid, prevention, rehabilitation, etc. The integration of Ukraine into the international labor market creates new requirements for health insurance. Scientific research in the sphere of nursing is an integral part of the professional training of the nurses. Masters’ of Nursing are involved in the formation of unique scientific knowledge that promotes nursing practices that distinguishes nursing from other professions. One of the important tasks of professional training for Masters' students are forming a scientific communicative competence in order to improve not only their scientific research but also creating favorable conditions for representing the scientific research results with the help of innovative scientometric technologies. As such, the purpose of the article is to analyze the utilization of innovative approaches for assessing the validity of the results of Masters' scientific research by means of modern scientometric technologies. The research methods are as follows: to reach the objectives the cross-correlation analysis is used. The research results are as follows: For 9 years, from 2010 to 2018, Masters created 1037 intellectual property documents. The obtained cross-correlation analysis data establishes a direct relationship between such scientometric indicators as: the total number of publications, the Hirsch index, the number of publications included in the international scientometric database, the number of publications in foreign journals, the number of publications included in the list of scientific professional editions of Ukraine. The analysis enables the formulation of scientific criteria for evaluating the significance of scientific research conducted by Master’s of Nursing. This consists of the ability of the Masters to create intellectual property documents, to disseminate their research to the international scientific community. According to the scientific criteria, the following indicators are proposed: the number of presentations at the international level; the number of certificates confirming scientific development and its presentation at international scientific forums; the quantity and quality of the intellectual property documents; the number of publications included in international scientometric database; the number of publications in foreign languages; the number of publications included in the list of scientific professional editions of Ukraine; the presence of ORCID; the presence of citations by other researchers; presence and value of the Hirsch Index.

THE ROLE OF CYBER SECURITY IN THE SYSTEM OF ECONOMIC SECURITY: BIBLIOMETRIC ANALYSIS

Purpose. The aim of the article is to conduct a bibliometric analysis to determine the role of cyber security in the system of economic security and to identify the leading scientific institutions and researchers who are engaged in this issue. Methodology of research. The information sample of the study was obtained by a corresponding search query in the Scopus scientometric database, further analysis was carried out using the programming language R and R Studio, the Bibliometrix package and the Shiny and Bibliometrix libraries. At the first stage of the research, the Convert2df () function was used to download and convert the data, which made it possible to create a frame of bibliographic data. Then, at the second stage, the Summary () function was used to obtain general information about publications devoted to the research topic. At the third stage, using the term Extraction () function, key terms are determined from the text fields (theses, titles, author, keywords, etc.) of the bibliographic collection and a tripolar graph was formed, reflecting the relationship between the affiliations of the authors, keywords, and countries of research, and with the help of the bibliometric function H-index (), the top 10 sources of the publishing house were determined by the value of the Hirsch index. The fourth stage determines the total number of citations of journals in which scientists have published their research related to the role of cyber security in the system of economic security, using the citations () function, and the list of the most cited authors is formed using the dominance () function. Findings. The conducted bibliometric analysis shows the high relevance of the research topic. Comparing the scientific productivity of different countries in the field of cyber security and determining its role in the system of economic security shows that the leaders are the USA, China, and India. This is due to the large investment in scientific research, the developed IT industry, the high level of cyber threats in the US, the extremely rapid development of the digital economy and the state support for research in the field of cyber security in China, the large number of IT specialists and the English-speaking environment, which promotes international cooperation in India. It should also be noted that over the past five years there has been a tendency to expand the geography of research, which indicates a growing awareness of the importance of the role of cyber security in the system of economic security. Originality. It is substantiated that a complex combination of bibliometric functions – Convert2df(), Summary (), term Extraction (), H-index (), citations (), dominance () of the Bibliometrix package, which, unlike the existing manual counting of the number of citations, the number of publications and the use of traditional metrics (country, year of publication, affiliation of the author), made it possible to conduct an automated bibliometric analysis of the role of cyber security in the system of economic security, using a wide range of metrics, and to identify leading scientific institutions and researchers engaged in this issue, and to gain knowledge about the structure of the scientific community. Practical value. The practical significance of the research results has a place for state authorities, scientific community and society. For state authorities – to strengthen the integration of cyber security into the general strategy of economic development (the results show the importance of cyber security for economic development, however, there is no clear integration of cyber security into the general strategy of economic development of countries and organizations, which leads to the disparity of efforts and the reduction of the effectiveness of investments in cyber security). For the scientific community – for identify promising areas of research, optimization of research processes and collaboration and cooperation. For society – raising awareness of the role of cyber security in the system of economic security and strengthening the protection of personal data. Canada's links with and involvement in Latin America have become more extensive over the past decade but, Paul Dufour, John de La Mothe and James Muffin note, in at least one important area —scientific research and technological development — Canada's relations in the region are weak. The authors examine the new “strategic” understanding of the role of science and technology in foreign relations, the greater need for international cooperation to cover the increased costs of conducting research, and the strengths and weaknesses of scientific and technological production in Canada and the countries of Latin America. They outline the ways Canada could build on its links within the region to forge a mutually beneficial partnership in scientific and technological research efforts that could enhance trade and economic development.
