The article shows how the extended mind theory, which suggests that cognition is not confined to the brain but extends beyond the body, is used to redefine our understanding of the nature of the mind and legitimize narratives of cyberimmortality. Additionally, it explores how this concept has been considered within the field of Artificial Intelligence (AI). By exploring the interactions between the environment, technological devices, and mental processes, the extended mind theory challenges the traditional boundaries of historically constructed epistemology upon the mind-world dichotomy. The paper analyzes various features of this new cognitive topography and how this perspective can transform human experience into a narrative that transcends organic limitations. Finally, it highlights a few consequences and critical challenges of the extended mind proposal in the recovery of the body and the environment.

Towards AGI: Cognitive Architecture Based on Hybrid and Bionic Principles

The article describes the author's proposal on cognitive architecture for the development of a general-level artificial intelligent agent («strong» artificial intelligence). New principles for the development of such an architecture are proposed—a hybrid approach in artificial intelligence and bionics. The architecture diagram of the proposed solution is given and descriptions of possible areas of application are described. Strong artificial intelligence is a technical solution that can solve arbitrary cognitive tasks available to humans (human-level artificial intelligence) and even surpass the capabilities of human intelligence (artificial superintelligence). The fields of application of strong artificial intelligence are limitless—from solving current problems facing the human to completely new problems that are not yet available to human civilization or are still waiting for their discoverer. The novelty of the work lies in the author's approach to the construction of cognitive architecture, which has absorbed the results of many years of research in the field of artificial intelligence and the results of the analysis of cognitive architectures of other researchers. The relevance of the work is based on the indisputable fact that current research in the field of weak artificial intelligence is starting to slow down due to the impossibility of solving general problems, and most national strategies for the development of technologies in the field of artificial intelligence declare the need to develop new artificial intelligence technologies, including Artificial General Intelligence. Comprehensive Global Analysis of Future Trends in Artificial Intelligence-Assisted Veterinary Medicine.

This study conducts a bibliometric analysis of global trends in 'artificial intelligence studies in veterinary medicine'. The analysis aims to summarise the publications of researchers from various disciplines related to artificial intelligence in veterinary medicine, thereby predicting future trends of AI in this field. The primary objective of the study is to investigate publications pertaining to artificial intelligence in veterinary medicine worldwide and to analyse trends and future developments in this area. This bibliometric study examines artificial intelligence research in veterinary medicine conducted worldwide from 1990 to 2024. To achieve this, a search using the keywords 'artificial intelligence' and 'veterinary medicine' was performed in the Web of Science (WOS) database, resulting in the identification of 1497 studies. After excluding irrelevant publications and those outside the scope of articles, a total of 1400 articles were included in the analysis. The data collection process utilised titles, author names, publication years, journal names, and citation counts. All textual data were analysed using VOSviewer software to ensure accuracy and reliability. In this study, analyses conducted through text mining and data visualisation techniques (e.g., bubble maps) facilitated a clearer understanding of the results. This study presents information about 1400 articles obtained from the WOS database and a total of 44,700 citations for these articles. The average number of citations per article is 32, with an H-index of 74. A rapid increase in both the number of articles and citations has been observed since 2019. The majority of the articles (30%) were published in the fields of veterinary sciences, artificial intelligence, and computer sciences. The United States, Taiwan and the United Kingdom are the leading countries, accounting for 84% of the published articles in this field. Additionally, 12% of the articles were published in the area of veterinary sciences, and 85% of the articles fall within the SCI-Expanded category. The findings of our study indicate that there are numerous active researchers in the field of artificial intelligence in veterinary medicine and that research in this area is steadily increasing. This bibliometric analysis highlights global trends and significant works in artificial intelligence within veterinary medicine, providing valuable insights into the future directions of research in this field. As the analysis aims solely to identify trends and patterns in the literature, it does not intend to evaluate the applicability of the subject matter. Analysis of Global Trends: This study comprehensively analyses the global trends and effects of research on artificial intelligence in veterinary medicine. In this context, it contributes to the identification of significant changes and developments in the literature. Rapidly Spreading Research: Research on artificial intelligence in veterinary medicine has rapidly expanded in recent years, and this trend is expected to continue. The increase in studies indicates an expansion of knowledge and applications in this field. Diagnostic and Therapeutic Tools: Artificial intelligence research serves as a valuable tool in veterinary medicine, particularly in improving the diagnosis and treatment processes for various diseases. This contributes to the development of more effective methods for animal health and care. Increasing Number of Publications: The number of studies on artificial intelligence in veterinary medicine worldwide is increasing each year. Notably, after the Covid-19 pandemic, there has been a significant rise in publications in this field. This indicates that the importance of artificial intelligence in both human and animal health has grown, with the pandemic intensifying research interest. Prominent Countries: Among the countries examined in the study, the United States, Taiwan, England, and Germany emerged as leaders in this research area. Conversely, it was noted that some countries have very few or no academic publications in the field of artificial intelligence in veterinary medicine.

Less than a quarter of the 21st century has passed, and during this time humanity has made a huge number of technological breakthroughs, both in the field of genomic research and in the field of artificial intelligence. Artificial organs and prosthetics that allow a person to live longer and more comfortably; the creation of mobile Internet, social networks and messengers that have accelerated and simplified the transfer of information between people; electric cars that are eco-friendly, maneuverable and do not require fossil resources, which sooner or later may end; self-driving cars that free up time that a person can devote to important things than driving a car; virtual and augmented reality, in which a person can safely and with pleasure move for a certain time, have become our everyday reality. The level of development of healthcare and education, the rationality of public administration and business efficiency, the speed of making space breakthroughs in other areas of human life depend on genomic research and achievements in the field of artificial intelligence.

The Evolution of Artificial Intelligence: From Assistance to Super Mind of Artificial General Intelligence? Article 1. Information Technology and Artificial Intelligence: The Past, Present and Some Forecasts

The article is devoted to the history of the development of Information and Communication Technologies (ICT) and Artificial Intelligence (AI), their current and probable future achievements, and the problems (which have already arisen, but will become even more acute in the future) associated with the development of these technologies and their active introduction in society. The close connection between the development of AI and cognitive science, the penetration of ICT and AI into various fields, in particular the field of health care, is shown. A significant part of the article is devoted to the analysis of the concept of ‘artificial intelligence’, including the definition of generative AI. We analyze recent achievements in the field of Artificial Intelligence, describe the basic models, in particular the Large Linguistic Models (LLM), and forecast the development of AI and the dangers that await us in the coming decades. We identify the forces behind the aspiration to create artificial intelligence, which is increasingly approaching the capabilities of the so-called general/universal AI, and also suggest desirable measures to limit and channel the development of artificial intelligence. The authors emphasize that the threats and dangers of the development of ICT and AI are particularly aggravated by the monopolization of their development by the state, intelligence services, large corporations and those often referred to as globalists. The article forecasts the development of computers, ICT and AI in the coming decades, and also shows the changes in society that will be associated with them. The study consists of two articles. The first, presented below, provides a brief historical overview and characterizes the current situation in the field of ICT and AI, it also analyzes the concepts of artificial intelligence, including generative AI, changes in the understanding of AI related to the emergence of the so-called large language models and related new types of AI programs (ChatGPT). The article discusses the serious problems and dangers associated with the rapid and uncontrolled development of artificial intelligence. The second article, to be published in the next issue of the journal, describes and comments on current assessments of breakthroughs in the field of AI, analyzes various forecasts, and the authors give their own assessments and forecasts of future developments. Particular attention is given to the problems and dangers associated with the rapid and uncontrolled development of AI, the fact that achievements in the field of AI are becoming a powerful means of controlling the population, imposing ideology and choice, influencing the results of elections, and a weapon for undermining security and geopolitical struggle.

Determining the Level of Literacy in the Field of Artificial Intelligence among Students of a Pedagogical University

This article, the literacy level in the field of artificial intelligence (AI) of students of the STEM education direction of Pavlodar Pedagogical University named after Alkey Margulan was studied. The purpose of the study is to determine the level of literacy in the field of artificial intelligence among students of pedagogical universities before the introduction of the AI – STEM course for the formation of literacy in the field of artificial intelligence in the implementation of STEM education. The study determined the literacy level of 133 students, including knowledge of AI, application of AI, assessment of AI, ethics of AI. The level of AI literacy was tested using four hypotheses: the first hypothesis is that students have low literacy in the field of artificial intelligence; the second hypothesis is that students studying in computer science have higher AI literacy than students studying in other specialties; the third hypothesis is that the level of AI literacy in men is higher than in women; the fourth hypothesis Students who use a personal computer to do their homework have a higher level of AI literacy. This research can help in the development of an “AI-STEM” course aimed at improving literacy in the field of artificial intelligence. i.e., the use of artificial intelligence technologies in STEM education forms and increases the level of literacy of students in the field of artificial intelligence.

Analysis of the World Experience in the Use of Artificial Intelligence to Optimize Business Processes of Enterprises

The relevance of the topic of the article is due to the importance of artificial intelligence as a tool for optimizing business processes of enterprises. The purpose of the article is to analyze the level of research in the field of artificial intelligence in the world. Tasks: conducting a qualitative analysis of the state of the global artificial intelligence market, establishing market development trends and factors. Methods. System approach, logical analysis, synthesis. Results. The world leaders in the field of artificial intelligence research are the USA, China, Japan, India, as well as high-tech multinational corporations. The main segment for venture investments are healthcare companies. The volume of venture deals in the field of artificial intelligence in 2021 amounted to about $ 66.8 billion. China provides significant state financial assistance to its companies working in the field of artificial intelligence. Artificial intelligence technologies have every chance to become a priority target for investments of over 30% of companies in the world and the basis for the growth of the global gross domestic product. The Asian market is actively developing, but the United States remains the leader in the number and volume of investments in the field of artificial intelligence. Conclusions. There are positive factors contributing to the development of artificial intelligence technologies (the growth of company stock prices, the beginning of the virtualization of digital space), and negative ones (the emerging shortage of semiconductors and the “arms race” in the field of artificial intelligence), trends are outlined towards the creation of large models and data, ethical and sovereign artificial intelligence, artificial intelligence technologies are actively developing for military tasks.

Plan and Develop Advanced Knowledge and Skills for Future Industrial Employees in the Field of Artificial Intelligence, Internet of Things and Edge Computing

Knowledge and skills in the field of Artificial Intelligence (AI), Internet of Things (IoT), and Edge Computing (EC) are more and more important for industry. Therefore, it is crucial to know what current students and future employees can offer to the industry. University students develop their knowledge and skills to support the industry in implementing modern technologies in the future. It can be expected that the first source of information for students will be lectures and other activities at the university. However, they may obtain knowledge from other sources. This article presents the results of research conducted among students assessing their own knowledge and skills in the field of IoT, AI, and EC. The research was preceded by an analysis of curricula at selected universities in terms of topics related to AI, IoT, and EC. Based on the results of the analysis, survey questions were prepared. The developed questionnaire was made available to students. The research sample for the survey participants was 563 students. The results obtained were analyzed. The results of the analysis show which issues are better known to students and which are worse. The information presented in this paper can be a source of information for the industry that can assess the competences that are or will be available on the labor market in the near future. Additionally, universities can obtain information on the areas in which there are competency gaps and which methods of teaching AI, IoT, and EC are better perceived by students.

A model of variant teaching for basic school students in the field of artificial intelligence

Today, the need to educate schoolchildren in the field of artificial intelligence is emphasized at the state level. However, issues related to the selection of content and organization of teaching in the field of artificial intelligence to students in basic secondary school are still controversial. Basic general education faces the problem of finding ways to improve teaching methods for schoolchildren in the field of artificial intelligence.The scientifically based implementation in the field of artificial intelligence training at the level of basic general education is associated, firstly, with the development of a model for teaching in the field of artificial intelligence in the conditions of variant school education, secondly, with the identification of approaches to organizing such teaching, thirdly, with the selection and structuring of teaching content in the field of artificial intelligence as part of an informatics course in basic secondary school, fourthly, with the integration of the teaching content in the field of artificial intelligence into various organizational forms of school education. This determined the purpose of the study.As a result of the study, approaches to the formation of the content of variant teaching in the field of artificial intelligence were identified, a model of variant teaching in the field of artificial intelligence at the level of basic general education was created, the principles of implementation of the proposed training model was highlighted, thematic modules for basic and in-depth training in the field of artificial intelligence were identified, educational and methodological materials were developed (theoretical educational material, practical tasks, laboratory work, methodological recommendations, etc.) for variant teaching in the field of artificial intelligence in the basic secondary school. Testing of the educational and methodological materials was carried out at sites in certain educational organizations in Moscow.

The purpose of the study is to determine the prospects for the export of Russian information technologies (IT) and cooperation in the fields of artificial intelligence (AI) and cybersecurity with the countries of the Association of Southeast Asian Nations (ASEAN). The article discusses the request of the ASEAN countries in the field of AI and cybersecurity, the level of development of the digital economy in this region and its impact on the prospects for Russian IT-exports; in addition, the structure and dynamics of Russian IT-exports to the world market are presented. The scientific novelty lies in the reassessment of the prospects for cooperation between Russia and the ASEAN countries in the field of IT, AI and cybersecurity. As a result, the factors influencing the competitiveness of Russia in the field of IT were identified and the leading Russian IT-companies and their experience in the global market were analyzed. Based on this, a conclusion was made about the prospects for the export of Russian IT and cooperation in the field of AI and cybersecurity with the ASEAN countries.

Timnit Gebru: seeking to promote diversity and ethics in AI

Learning outcomes This case is designed to enable students to understand the role of women in artificial intelligence (AI); understand the importance of ethics and diversity in the AI field; discuss the ethical issues of AI; study the implications of unethical AI; examine the dark side of corporate-backed AI research and the difficult relationship between corporate interests and AI ethics research; understand the role played by Gebru in promoting diversity and ethics in AI; and explore how Gebru can attract more women researchers in AI and lead the movement toward inclusive and equitable technology. Case overview/synopsis The case discusses how Timnit Gebru (She), a prominent AI researcher and former co-lead of the Ethical AI research team at Google, is leading the way in promoting diversity, inclusion and ethics in AI. Gebru, one of the most high-profile black women researchers, is an influential voice in the emerging field of ethical AI, which identifies issues based on bias, fairness, and responsibility. Gebru was fired from Google in December 2020 after the company asked her to retract a research paper she had co-authored about the pitfalls of large language models and embedded racial and gender bias in AI. While Google maintained that Gebru had resigned, she said she had been fired from her job after she had raised issues of discrimination in the workplace and drawn attention to bias in AI. In early December 2021, a year after being ousted from Google, Gebru launched an independent community-driven AI research organization called Distributed Artificial Intelligence Research (DAIR) to develop ethical AI, counter the influence of Big Tech in research and development of AI and increase the presence and inclusion of black researchers in the field of AI. The case discusses Gebru’s journey in creating DAIR, the goals of the organization and some of the challenges she could face along the way. As Gebru seeks to increase diversity in the field of AI and reduce the negative impacts of bias in the training data used in AI models, the challenges before her would be to develop a sustainable revenue model for DAIR, influence AI policies and practices inside Big Tech companies from the outside, inspire and encourage more women to enter the AI field and build a decentralized base of AI expertise. The white paper on artificial intelligence as a source for the formation of European Union legislation in the field of artificial intelligence

The article analyzes the provisions of the White Paper on artificial intelligence as a source of the formation of European Union legislation in the field of artificial intelligence. It is noted that the study of legal regulation of artificial intelligence in the European Union will contribute to the formation of the domestic source base in the field of application of artificial intelligence. It has been analyzed that in scientific circles, the provisions of the White Book on artificial intelligence are highlighted by domestic scientists in a fragmentary manner, which makes it difficult to comprehensively perceive the content and meaning of the White Book as a whole. The article states that the legislation of Ukraine needs improvement, which consists in compliance with European standards in the field of artificial intelligence. It has been established that it is advisable to enshrine provisions on the use of artificial intelligence at the legislative level. The article examines the provisions of the European Data Strategy, which recognizes artificial intelligence as an important component of the data economy. It has been studied that the provisions of the European Data Strategy provide for a combination of technology, industry, digital infrastructure and regulatory framework. It was noted that the provisions of the Strategy regarding artificial intelligence were further developed in the White Book. The article specifies the concept of artificial intelligence in accordance with the provisions of the White Book. It is noted that the Provisions of the White Book are aimed at ensuring consultation of interested parties, collection of feedback as a basis for future decision-making processes. It has been proven that the White Paper can be considered a political document containing the goals and possible actions of the European Commission regarding the regulation of artificial intelligence and contains a list of political proposals, intentions and recommendations. It is noted that the White Book is a framework for future legislative proposals on the formation of a legal framework related to artificial intelligence in the European Union. The article defines the structure of the main provisions of the White Book and establishes the fundamental principles that determine the development and implementation of artificial intelligence. Attention is focused on chapter 5 of the White Paper, which is devoted to the «Ecosystem of Trust: Regulatory Framework for Artificial Intelligence», which is devoted to the key elements of the regulatory framework for artificial intelligence in Europe.

Concept of Development to Regulate Relations in the Field of Artificial Intelligence Technologies and Robotics: Analysis of the Main Provisions

Decree of the Government of the Russian Federation No. 2129-R of August 19, 2020 approved the Concept to regulate relations in the field of artificial intelligence and robotics technologies until 2024. This document currently represents a set of legal perspectives in this area and it also defines the framework for creating a multidimensional legal platform in the field of robotics and artificial intelligence. The concept offers different ways to regulate artificial intelligence and robotics systems, in particular, it considers issues related to liability insurance for damage caused by artificial intelligence systems or robots, data exchange and personal data protection systems, problems of exporting artificial intelligence systems and robots, and so on. Analysis of the main provisions of the Concept allowed us to conclude that, given the variety of directions taken into account the document, we can say that, overall, the document is quite logical in the framework of the issue under consideration and with some refinement and additions of individual sections it may take its rightful place among similar foreign analogues.

This paper deals with the philosophical problems concerned with research in the field of artificial intelligence (AI), in particular with problems arising out of claims that AI exhibits ‘consciousness’, ‘thinking’ and other ‘inner’ processes and that they simulate human intelligence and cognitive processes in general. The argument is to show how Cartesian mind is non-mechanical. Descartes’ concept of ‘I think’ presupposes subjective experience, because it is ‘I’ who experiences the world. Likewise, Descartes’ notion of ‘I’ negates the notion of computationality of the mind. The essence of mind is thought and the acts of thoughts are identified with the acts of consciousness. Therefore, it follows that cognitive acts are conscious acts, but not computational acts. Thus, for Descartes, one of the most important aspects of cognitive states and processes is their phenomenality, because our judgments, understanding, etc. can be defined and explained only in relation to consciousness and not in relation to computationality. We can only find computationality in machines and not in the mind, which wills, understands and judges.
