Abstract

This study aims to provide an overview of how comprehensive design system has been used in three wards in central Tokyo. In the first half of the paper, we describe the evolution of the Tokyo Metropolitan Government’s rules on permission in reference to the comprehensive design system and each ward’s housing policies. In the second half, to analyze the impact of each policy described in the first half, we describe changes in the use, the number of households, and relaxed rules in each period of the comprehensive design system. The analysis reveals the particular trend and challenges in each area.
